Background

The security situation in Afghanistan outlined by the country security risk assessment (SRA) reflects threat levels that range from low to extreme and residual risk levels ranging between low and unacceptable. Afghanistan continues to face a resilient and determined insurgency composed of multiple groups with overlapping and occasionally competing agendas. While insurgent efforts are primarily aimed at the remaining international military and the government of Afghanistan and afghan national security forces, the UN remains as part of insurgent rhetoric and must therefore adopt an appropriate country wide security posture.

Over 70% of all incidents are concentrated in the southern, south -Eastern and Eastern provinces but kabul as the capital attracts a disproportionate number of high profile attacks because of the publicity the generate. With the largest concentration of UN personnel in Afghanistan, Kabul continues to present a challenging security environment. It therefore requires a collective effort by all UN agencies to ensure safety and security of the UN personal and properties. Individual agency’s efforts may not be adequate to ensure proper safety and security of the UN staff and properties. Considering the need for improved coordination and concerted efforts among UN agencies, a common funded strategy has been in place since 2012.

UNDP as managing agent provides management services, monitoring and financial and administrative reporting following its administrative rules and regulations whilst UNDSS provides security specific technical guidance throughout implementation of this project.

The international consultant will be responsible for management of UNDP-administered budgets (both the DSS-NY core budget and the country local cost shared budget including DSS human resources, logistics and asset management.

The primary focus of the project is to ensure the UN Afghanistan security management system meets its mandated organizational objectives.

Duties and Responsibilities

Scope of Work and Deliverables:

The consultant in collaboration with other administrative and operational units, will perform the following key functions:

  • To ensure financial services are in compliance with UNDP rules, regulation, policies and provide guidelines to security management team on the UNDSS budget and the local cost shared budget;

  • To ensure financial reports are prepared at the request of senior management in consolation with UNDP and assist in the drafting of budgetary project documents;

  • Process payment requests, disbursements. Handless petty cash in compliance with financial rules and supervises the use in regional office;

  • Prepares monthly reports on expenditure including forecast and recommendations;

  • Proactively updates PSA on issues related to Human Resource management and maintains the staffing monoculture;

  • Initiates personnel action requests when required (recruitment, extension, promotion, grade salary increment, termination, and more if necessary) in collaboration with UNDP;

  • Oversees logistics including storage, verification and inventory inspections of all DSS security equipment. Updates the filed mission logistics system (FMLS) inventory of all security equipment held by assigned units;

  • Monitor the implementation of standard operation procedures (SOPs) on receiving and inspection, quality control (QC) quality analysis (QA) and inventory control.

The incumbent is required to communicate with UNPD office in kabul and security staff both in HQ and in the field office.

Expected outputs and deliverables:

  • Financial services are in compliance with UNP rules regulations, policies and provide guidelines to security management team on the UNDSS budget and the local cost shared budget;

  • Financial reports are prepared at the request of senior management and support provided in the drafting of budgetary project documents;

  • Preparing of quarterly UNDSS core and cost shared project financial/budget reports;

  • Processing payment requests, disbursements;

  • Overseeing logistics including storage, verification and inventory inspections of all DSS security equipment updates the field mission logistics system (FMLS) inventory of all security equipment held by assigned units.

Required Skills and Experience

Academic Qualifications:

  • First level University degree (bachelor) in Economics, Accounting, Finance, Business Administration, or any related field;

  • Fluency in written and oral English is a requirement.

Years of experience:

  • Minimum three years of relevant experience in Finance, Logistics and Administration or prior related professional experience in crisis environment a strong plus.

Working Arrangements:

  • The contractor will work under direct supervision of the principal security adviser UNDSS and work closely with the relevant institution and bodies- advisors, administrative and operational units in the security section. The contractor will be directly responsible to, reporting to, and seek approval/acceptance of output from the principal security adviser UNDSS and/ or Deputy PSA Afghanistan;

  • UNDSS office will provide office space and internet facility, logistical and other support service including transport and security applicable to UNDSS international personnel.

Duration of the work

  • The performance under the contract shall take place over total contract duration of 12 months (maximum 261 working days) excluding joining and repatriation travel days. The target date for the start of the work is Sunday, 17 September 2017.

Duty Station:

  • The duty station for the contactor is Kabul, Afghanistan for the entire duration of the contract;

  • The contactor will be required to report regularly and be present at UNDSS office during the working hours. The contractor will follow the working hours and weekends as applicable to UNDSS staff. The contractor is at all times required to observe UNDP security rules and regulations.

Price proposal and Schedule of Payments:

The contractor shall submit a price proposal as below:

  • Daily Fee – The contractor shall propose a daily fee, which should be inclusive of his professional fee, local communication cost and insurance (inclusive of medical health insurance and evacuation). The number of working days for which the daily fee shall be payable under the contract is approximately 261 working days.
  • Living Allowance (LA) – The contractor shall propose a LA at the Kabul applicable rate of USD 162 per night for his/her stay at the duty station. The number of nights for which the living allowance shall be payable under the contract is 364 nights. The contractor is NOT allowed to stay in a place of his choice other than the UNDSS approved places. UNDP will provide MORSS compliant accommodation in UNOCA to the contractor.
  • Travel & Visa – The contractor shall propose an estimated lump-sum for home-kabul-home travel (economy most direct route) and Afghanistan visa expenses.
  • The contractor shall be entitled for R&R - 7 calendar days (USD 2,170) for every six weeks during the assignment. After the last R&R, the contract should mandatorily stay in country for minimum of 30 calendar days.

The payment will be daily based and shall be paid on monthly basis through signed timesheet and certification of key deliverables by the supervisor as stipulated in the Terms of Reference (ToR).

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

  • Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Proposal (30 marks)

  • Technical Approach & Methodology (15 marks) – This explains the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach.

  • Work Plan (15 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan.

Qualification and Experience (40 marks) [evaluation of CV]

  • Relevant education (10 marks);

  • Work experience within public sector institutions in fragile states, such as in Afghanistan (25 marks);

  • Experience of working for projects funded by UNDP/UNDSS (5 marks).

Interested international consultants (Procurement) must submit the following documents/information to demonstrate their qualifications in one single PDF document:

  • Duly accomplished Confirmation of Interest and Submission of Financial Proposal Template using the template provided by UNDP (Annex II);

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Technical Proposal:

  • Brief description of why the individual considers him/herself as the most suitable candidate for the assignment;

  • A methodology, on how they will approach and complete the assignment and work plan as indicated above.
