Background

The Regional Bureau for Arab States (RBAS) seeks to promote and advance the Sustainable Development Goals (SDGs) in the Arab region with strong emphasis placed on addressing the main impediments to human development.  RBAS sets the vision for UNDP activities in the Arab region and advocates through the Arab Human Development Reports. It provides policy guidance, programmatic and operational oversight to country offices (COs) to ensure strategic and high quality programmes in the region.  RBAS implements development programmes in 17 countries of the region and the Occupied Palestinian Territory, ensuring results-based management and effective resource mobilization strategies. 

Duties and Responsibilities

The Consultant will support the Regional Adviser on the Syria Crisis countries portfolio and Iraq, particularly with regard to the following:

  • Taking stock on monitoring key political and economic trends in the Syria crisis countries portfolio and Iraq;
  • All aspects of the post agreement process, including support in developing proposals and participating in meetings;
  • Quality reporting on the achievement of development results in the countries concerned  providing analysis based on aggregated results and evaluative evidence;
  • In the analysis and consolidation of available data/evidence and findings of recent studies on the impacts of the Syria crisis on neighboring countries;
  • In preparation of presentations, meeting minutes, background notes and various reports;
  • Perform other writing/editing duties as required by the Regional Adviser;  
  • Perform any other task as required by the Bureau.

Required Skills and Experience

Education:

  • Advanced University degree (Master’s Degree or equivalent) in Political Science, International Affairs, International Relations, Human Rights, Management, Economics, Organizational Studies, Development Studies and/or Regional Studies, Sociology, or other relevant fields.

Experience:

  • Proven  relevant work experience;
  • Experience working in an international environment would be desirable;
  • Knowledge and understanding of post-conflict contexts;
  • Demonstrated research and analytical skills and ability to extract and compile information, based on research undertaken as part of university coursework or outside work;
  • Demonstrated experience, part or full-time, paid or volunteer, in policy related work,in any development area;
  • Excellent computer capabilities.

Language requirements:

  • Excellent command of the English language, fluency in both written and oral;
  • Fluency in Arabic or French is an asset.

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7 hour working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager.
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
