Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Much of this works takes place at the national/country level in which UN Women either have a Country UN Women Representative on site to manage this programme of work, or a UN Women Representative covering several countries where an integrated multi-country programme (MCO) is in place. UN Women South Africa Multi-Country Office (SAMCO) covers, South Africa, Botswana, Namibia, Lesotho and Swaziland which are all middle income countries at different levels.

Traditional donors are substantially reducing development assistance to middle-income countries and increasing their engagement on trade and commerce as these economies are recognized as having the capacity to finance their own development if their resources are well managed.

With this background in mind, there is a need to widen and diversify UN Women’s resource base.   With the largest presence of corporate sector in the region, tapping into domestic resources available from the private sector is an opportunity worth exploring.  For the purpose of this document the term donor refers to any funding opportunity, – whether it be traditional avenues such as the development arms of UN member states or private foundations or private sector partnerships, DFIs and any other funding vehicles available in the countries covered by SAMCO.

Duties and Responsibilities

Under the direct supervision of the Deputy Representative and under the overall guidance of the Representative, the consultant will be responsible for the following tasks:

  • Based on UN Women SAMCO priority areas, programmes and plans identify resource mobilization opportunities to meet the funding gap in the UN Women SAMCO Strategic Note (2017-2022);
  • Undertake a mapping of all relevant potential donors (traditional, foundations, private sector etc) that fund across the five countries.  This includes a clear and comprehensive account of donor organisations, priorities and potential funding resources;
  • Review compatibility of the donors and UN Women's mandate and assess the opportunities for UN Women to access donor funding.  This includes identifying priority programmes and strategic partnerships with donors to be targeted for resource mobilization;
  • Identify innovative funding models to unlock opportunities for financing for gender equality;
  • Assess needs related to organizing in-house information for improved donor outreach and management of on-going relations and resources;
  • Support the development of high quality resource mobilization proposals/concept papers for the identified opportunities;
  • Support the follow up to immediate opportunities in the pipeline and work with senior management team and Programme team in pursuing these;
  • Support day to day resource mobilization tasks.

 

Deliverables

The Consultant is responsible for delivering:

  • A detailed Resource Mobilization Plan with milestones, timelines, targets.
  • Factsheets of key donors supporting SACU countries which includes the following information-donor priorities, budget, potential engagement with UN Women based on SA MCO’s Strategic Note
  • Resources and tools for implementation of the resource mobilization action plan including standard proposals that can be customized for specific donors and standard presentations
  • Signed agreements for the resource mobilization pipelines
  • A plan for pursuing innovative funding approaches/models
  • An inception meeting will be organized between the successful candidate and UN Women to agree on a plan and timelines for the various deliverables

Required Skills and Experience

Education:

  • Holder of Masters degree in the social sciences, gender studies, international studies, development studies or related field.

Experience:

  • At least ten years of experience, demonstrating significant results in the field of resource mobilization, including development of strategies and action plans;
  • Proven experience and results related to mobilizing resources from both traditional UN sources and non-traditional sources such as the private sector;
  • Knowledge of current terrain of financing for gender equality and women’s empowerment in Southern Africa (particularly South Africa);
  • Significant experience in communicating with donors;
  • Experience with UN system operations and management of donor relations;
  • Knowledge of UN Women Vision, Mission and Strategic goals.

Language:

  • Proficiency in written and spoken English is mandatory.

Technical proposal:

A technical proposal of not more than 2 pages which includes a strategy, methodology on how they will approach and complete the assignment.
