Background

In September 2015 the 70th session of the UN General Assembly in New York hosted the UN Sustainable Development Summit, which approved new development targets. Like other UN Member States, Ukraine joined the global process of sustainable development. A participatory process to adapt the SDGs to the Ukrainian context was launched to establish a national strategic framework for Ukraine up to 2030 based on the principle ‘leave no one behind’. Every global target was reviewed, taking into consideration the specific national context. The system of global indicators to track achievement of SDGs and Agenda 2030 includes indicators which were partially re-considered/modified for Ukraine in the process of SDGs adaptation for the national context – specifically, they were aligned with the existing system of collecting and monitoring of statistical indicators.

The ongoing conflict in Eastern Ukraine has had a significant impact on human welfare and on social and economic conditions generally. Implementation of SDGs at the local level (Donetsk and Luhansk oblasts) with focus on SDG16 (Peace, Justice and Strong Institutions) requires baseline indicators in place which would allow to implement evidenc based research, identify risks and factors which impact welfare of the population and overall sustainability.

UNDP in Ukraine supports the response to the recovery needs of conflict affected population and communities. Being a part of the UNDP recovery portfolio, UNDP’s Project Ukraine’s modernization and innovation results (Capacity development of the GoU for operationalization of MPTF for Recovery in Ukraine) is aimed at increasing the effectiveness of the recovery and peacebuilding efforts. The project supports changes of the institutional capacity of the Government of Ukraine, setting the framework for improving the recovery planning/monitoring procedures and processes. Also the project contributes to overall UNDP activity on SDGs data collection on local level.

The Project has two major outputs - implementation of recovery and peacebuilding activities and operationalization of the MPTF UN Window advanced and institutional capacity for recovery planning/monitoring and coordination enhanced. The Project is implemented in close collaboration with central and local authorities and in cooperation with UNDP Recovery and Peacebuilding Programme. The Project will result in more coherent coordination and funding of recovery and peacebuilding efforts.

In the framework of the Project implementation, the data needs assessment on SDG16 should be developed to inform decision making in the area of recovery and medium- and long term development of the conflict affected regions in Eastern Ukraine. Also the assessment will inform programming of socio-economic recovery and development interventions in Donbas by UNDP and other UN agencies as well as development partners.

Duties and Responsibilities

MAIN OBJECTIVES OF THE ASSIGNMENT

The main objective of the assignment is to prepare a data needs assessment based on nationally defined indicators for SDG16 to be used for Donetsk and Luhansk regions.

Description of Responsibilities

Under the direct supervision of the Project Manager, the Consultant will be responsible for drafting and submitting the data needs assessment of SDG16 in government controlled areas of Donetsk and Luhansk oblasts. The Consultant will undertake a desk review of to the draft National Report ‘SDGs: Ukraine’ as well as policy documents, relevant data for Donetsk and Luhansk oblasts.

The assessment will address the following key aspects:

•           Overview of socioeconomic context in target regions (for 2007-2017);

•           Overview of current policy framework which is relevant to SDG16 in target regions;

•           Mapping of SDG16 related policy stakeholders in target regions;

•           Analysis of available information and data to be used for monitoring of SDG16 indicators on local level (for Donetsk and Luhansk oblasts), in compliance with the National Report ‘SDGs for Ukraine’ with the purpose to: (i) clarify the quality and appropriateness of targets and indicators, assess whether these indicators are relevant for monitoring the corresponding SDG16 targets; (ii) identify baseline for 2015/2016; (iii) identify data sources, frequency of data collection and institution responsible for data collection.

The report will consist of the following components:

•           Overview and context;

•           Table with the national and local SDG16 targets and indicators with justification of their selection;

•           Table with SDG16 indicators baselines compared to the national baseline;

•           Conclusions and recommendations;

•           Bibliography, list of relevant policy documents and referred literature.

The report is to be prepared according to the following requirements:

•           The structure of the report shall include the title page, executive summary, contents, report body and appendices.

•           All appendices have to be numbered; all tables and illustrations have to have citations referring to the sources and have references within the text of the report.

•           All tables have to be presented in Microsoft Excel format or be easily converted. The Contractor shall not embed external editable Excel images and tables into the Word documents.

•           The results of the work shall include but not be limited to: the electronic version of the report (*.docx), baseline materials and addenda (*.docx, *.xls formats).

•           The report should be written in Ukrainian and not exceed 40 pages, including annexes.

To ensure the delivery of the above tasks, the Consultant will:

•           Review and collect available reports and information on the topic of interest, consolidate and analyse the information; complete missing information through additional research etc.;

•           Liaise with key stakeholders to collect and/or verify information;

•           Liaise and ensure constant communication/coordination with UNDP regarding all aspects of the assignment;

•           Submit draft deliverables for review, comments and approval to UNDP project team;

•           Submit final deliverables.

Payment SCHEDULE

The Consultant shall receive one payment from UNDP upon the submission of final report on data needs assessment on SDG16 in Donetsk and Luhansk oblasts (deadline for submission is 16 October 2017)

monitoring/REPORTING requirements

The Consultant will report directly to Project Manager. The contractor is required to submit the final publication before agreed date upon completion of assignment in the framework of duration of the contract.

Required Skills and Experience

EXPERIENCE AND QUALIFICATIONS REQUIREMENTS

Education

  • Advanced University degree (at least Specialist/Master’s degree; preferably a PhD) in Data Management and Analysis, Statistics, Monitoring and Evaluation, Social Sciences or related fields.

    Experience

  • At least 5 years of relevant professional experience demonstrating knowledge of the subject area (statistical data management. Extensive knowledge of Ukrainian statistical systems and data resources)

  • At least 5 years of proven experience in analyzing sectoral strategies, policies and programmes on development issues using statistical data and indicators and/or experience of carrying out statistical analysis on SDGs related issues

  • At least 2 years of experience working with international development organizations in sphere of development using statistical data

    Languages

    Fluent Russian and Ukrainian are required, working knowledge of English is an asset.

FINANCIAL PROPOSAL

 Lump sum contract

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).  

Travel costs

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

EVALUATION CRITERIA

Education – 10 points max:

  • PhD in Data Management and Analysis, Statistics, Monitoring and Evaluation, Social Sciences or related fields. – 10 points
  • Specialist/Master’s degree in Data Management and Analysis, Statistics, Monitoring and Evaluation, Social Sciences or related fields. – 5 points

Relevant professional experience – 20 points max:

  • 20 points – 10 years or more of proven experience in analyzing sectoral strategies, policies and programmes on development issues using statistical data and indicators and/or experience of carrying out statistical analysis on SDGs related issues

  • 15 points – 9 - 5 years of proven experience in analyzing sectoral strategies, policies and programmes on development issues using statistical data and indicators and/or experience of carrying out statistical analysis on SDGs related issues

  • 10 points – less than 5 years of proven experience in analyzing sectoral strategies, policies and programmes on development issues using statistical data and indicators and/or experience of carrying out statistical analysis on SDGs related issues

Maximum available technical score - 70 points.

Evaluation method:

Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
