Post Context

In this context, this function endeavors to provide programme support services across the overall programmatic portfolio of UNDP Sri Lanka. The NOA Analyst is an integral part of a shared ‘pool’ of professional expertise and support capacity.

Under the direct supervision of the Integrated Knowledge Team Leader, the Programme Quality/Design Analyst works within a team of analysts continuously assessing the work of the programme portfolio team.  Generating analytics and reviews that measure quality standards and identifying potential trouble areas the PQ/D Analyst is the necessary partner function to programme innovation.  Analysis and advice are focused on design, delivery as well as systems, tools and work methodologies that impact quality and effectiveness of the country office. 

The Programme Quality/Design Analyst systematically reviews new approaches for viability and acts as a sounding board for both technical rigor and performance standards.

Duties and Responsibilities

Ideas & Expertise:

  • Review all aspects of the project cycle and interact with project managers providing feedback on quality in outputs, results, and resource utilization as well as adherence to corporate standards.
  • Provide foundational analysis to resource management within team portfolio.
  • Conducts technical analysis and generates analytics and reports on programming and advisory services outcomes.    

Partnership Engagement:

  • Selects and analyzes relevant data that contributes to development of new methods aligned to and in support of new programme directions and approaches.
  • Identifies client data requirements and process capabilities, organizing summaries for team to include in partnership analysis.
  • Available to clients and collaborators for explanations on routine technical issues and guidance on programme process/collaboration.  
  • Develops technical components and analysis to client outreach materials facilitating stakeholder engagement

Team Collaboration:

  • Collaborate with team members and clients on identification of indicators relevant to design objectives and client perspectives.
  • Continually identify opportunities for improved data organization, quality and modes of reporting.
  • Organizes data and reports in support of knowledge management activities
  • Presents data analysis and procedural/policy recommendations with QA team
  • Diagnoses technical, data and procedural bottlenecks

Required Skills and Experience

Education:

  • Master's degree or Bachelor’s in social policy, public policy, politics, economics, development studies or a related area

Experience:

  • Master’s with 0 years or Bachelor’s with 2 years of relevant experience in working with quality assurance instruments and results based management models in an international development context.
  • Experience in programme management and multilateral development stakeholders
  • Experience in the usage of computers and office software packages (MS Word, Excel etc.) and advance knowledge of spreadsheet and database packages,
  • Experience in handling of web-based management systems and ERP financials, preferably PeopleSoft (Atlas).

Language Requirements:

  • Fluency in English and in the national language of the duty station. Knowledge of other UN official language is desirable
