Background

Lebanon hosts more than 1.2 million registered refugees from Syria and Iraq, making it the country with the highest number of refugees per capita in the world. This is over and above the large number of Palestine refugees that have been residing in Lebanon for decades. The crisis in Syria and its spillover to Lebanon comes to add more security pressure on a fragile State like Lebanon. During the past ten years, fueled by strong political divisions, the country has been going through recurring tensions and crisis in various regions.
Tripoli has been one of the Lebanese regions that has for long been experiencing rising tensions and recurring crisis and conflicts. Currently, Tripoli is probably the most affected region by Syria crisis and local sectarian and political tensions have been severely exacerbated. This is not a surprising fact considering the deep connections that tie the city of Tripoli to the Syrian society as well as its geographic proximity to the Syrian hinterland. Even Tripoli’s religious structure is quite similar to nearby Syrian towns, a minority of Alawites settling in the hilltop of Jabal Mohsen live alongside a majority of Sunnis. Although the political conflicts between those two religious communities is deeply rooted in various historical grievances, the Syria crisis came to increase the divide between them, considering that most Alawites are seen as supporting the Syrian regime, which is strongly opposed by many Sunni voice. Recurring conflicts between the Alawites in Jabal Mohsen and the Sunnis in Bab el Tebbaneh have driven the city in many events to the brink of war. Although intermittent and sporadic, this violence has taken a considerable toll on the city and its inhabitants over the past few years. As long as the crisis in Syria continues, Tripoli overall security situation remains fragile.
In this context, a human security approach is much needed in Tripoli not only to respond to the complex nature of the security situation but also to address the possible future threat of events escalation. For this purpose, UN-Habitat, Un Women and UNICEF are jointly implementing a project funded by the UN Human Security Programme. The project aims to improve the living conditions of vulnerable women and youth groups in Bab EL Tebbaneh neighborhood. For that, UN-Habitat is seeking the services of a media consultancy firm to develop and implement a participatory communication strategy.
The project will achieve the following three objectives/Outcomes:
Objective 1: Humanitarian crisis impact on displaced and vulnerable women/youth in host communities reduced through socio-economic empowerment and strengthened security measures, to enhance economic resilience and protection;
Objective 2: Upgraded and enhanced basic and community services through the implementation of small and medium scale interventions identified, executed, monitored, and managed by concerned communities;
Objective 3: Improved skills of local authorities, community service providers, and local NGOs to address and enhance protection mechanisms for vulnerable women and youth at risk.

Duties and Responsibilities

Under the overall supervision of the project support officer, the communication and media consultant will be responsible for the dissemination of the concept of Human security. The overall goal of the communication plan for the “Improving Human Security through Neighborhood Upgrading Economic Empowerment of Vulnerable refugees and Host communities” project is to express the four main aspects
of the human security concept: people-centered, comprehensive, context-specific and prevention-oriented with a specific emphasis on women and young girls by carrying out the following functions and tasks:
1. Create conceptual branding for the Project:
• Propose a logo and slogan for the Project to be used within all produced publications;
• Propose the branding and outline to be used with all produced publications relevant to the project activities;
• Develop key messages that will be used within publications and during activities’ implementation; this includes the review of existing publications and materials relevant to Human Security principles/ messages, developed by other counterparts.
• Ensure that developed materials target different audiences, and delivers agreed upon key messages.
2. Produce Key Visibility Materials for the Project:
• To provide an attractive design and layout for user-friendly brochure/booklet in 2 languages (English and Arabic) with maximum 4 pages (A4) recto-verso including project objectives, key activities and Human Security Principles, in addition to some graphics (map, graph, table, pictures, etc…)
• Design 8 roll-ups related to Project activities and Human Security principles.
General Notes
• Target the Youth and Women, Community, Implementing Partners and Media Outlets;
• Focus on messages related to the Empowerment for Improved Access to Information, Empowerment and Protection, Empowerment for better access to economic opportunities, and protection for enhanced social cohesion services.
• Ensure that the development of materials are consistent with the UN rules and regulations, and they fulfill the UN global communication strategies and branding.
• Produce a final report capturing all deliverables and achievements of the assignment highlighting the recommendations. The report will have as annex, a backup database of the deliverables and products of the assignment.
The consultant is requested to provide a preliminary proposed project work plan covering all the activities (a GANTT chart showing detailed list of tasks, duration and schedule per task and allocated resources per task shall be included in the bid).
All requested materials shall be produced in English & Arabic. However, the final report shall be presented in English.

Required Skills and Experience

Technical experience:

  • Previous experience of minimum 5 years in undertaking similar assignments in conflict-prone areas;
  • Strong experience in producing and disseminating communication tools, including but not limited to videos, print media, events’ promotional material and social media management;
  • Strong track record including in media campaigns and proven experience working with other UN agencies or other international organizations if possible, or at least one who can show the techniques they have previously used successfully.
  • A strong network of institutional and individual contacts in the field of media, new media and virtual reality; and the ability to foster and cultivate new partnerships.
  • Experience with the non-profit sector and INGOs is an asset.

Language requirements:

  •  Excellent Command of English and Arabic.
