Background

The constitution RDTL provides a provision of special status to Oe-Cusse, stating that it shall be ‘governed by a special administrative policy and economic regime’ (Article 71, Clause 2) and a law on Oe-Cusse has recently been passed by the National Parliament.

UNDP has been providing Policy advice to the Special Economic Zone for Social Market Economy (ZEESM) Office since its establishment and has developed a program to support ZEESM conceive, establish and support governance and sustainable and innovative development structures and systems in Oe-Cusse. The framework for UNDP’s support to Oe-Cusse ZEESM is built around two components: (i) governance (ii) sustainable and innovative development. Thus, as part of the roll out process of ZEESM there is a need to formulate policies and provide high quality advice to support priority areas that have clear and strong forward linkages to the ZEESM. The proposed assistance is aligned with the priorities of the Fifth Constitutional Government as articulated under Timor-Leste Strategic Development Plan 2011-2030 to establish special zones of social market economy to transform the lives of the people of Oe-cusse with an integrated approach to sustainable, social and economic development.

To help make the shift from subsistence farming to modern farming, UNDP (in partnership with ZEESM) has initiated the OE-CUSSE AGRIBUSINESS DEVELOPMENT PROGRAM. The overall strategic objective of this program is: To foster sustainable livelihoods in Oe-cusse through agribusiness development.

Duties and Responsibilities

Under the supervision of the Project Manager (PM), and the Regional Secretary for Agriculture and Rural Development RAEOA and ZEESM, will support the local agribusiness organizations in Oe-cusse to have an institutional development plan and to formalize their status and a productive and economic organization. 

Key Responsibilities:

  • Design, prepare and deliver workshops with the agribusiness groups to define tasks and roles in the organization. An organigramme should be develop for each 5 organizations.
  • Develop manuals and tools to support the organizations to organize and standardize procedures in the production, administration and selling process to ensure good practices are being implemented.
  • Support 5 organizations to get legal permit and to have internal statute.
  • Design, prepare and deliver workshops to improve self-efficiency of the organizations members and promote empowerment and skills development in coordination with the production and market access specialists.
  • Coordinate and support the coordination actions to bring specialists and technical support from other countries to Oe-cusse in order to transfer new technologies and knowledge to the local farmers. 
  • Organize and prepare workshops, trainings and learning materials.

  • Ability to work effectively in a team.

Required Skills and Experience

I. Qualifications:

  • Bachelor Degree in Business Management, Economics, Administration, social sciences or related areas.
  • Master Degree in Business Management, Economics, Administration, social sciences or related areas (not mandatory but an advantage).

II. Years of Experience

  • 1 year of professional experience in organizational development, strategic planning, knowledge management or related areas, ideally on agricultural projects.
  • 1 year of experience conducting training and other capacity development activities with farmers.
  • Ability to work effectively with MS Office

III. Language skills:

  • Proficiency in English (written and spoken) and Tetum is a must
  • Working knowledge of Portuguese, Indonesian, Baikeno is an advantage.
