To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme “Making Every Woman and Girl Count” (MEWGC) aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Programme envisions a multi-year and multi-country programme of work, supported by global and regional activities linking normative and technical work on gender statistics at the global level to the regional and national levels through three interlinked areas of work:

  • Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs;
  • Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
  • Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

Under the supervision of the Chief Statistician, Global Programme Manager of MEWGC, the Programme Associate is responsible for providing financial support to the MEWGC programme, providing programme support to the research and data section and providing administrative support to the MEWGC team.

Duties and Responsibilities

1. Provide financial management support to the MEWGC programme:

  • Monitor the Programme’s budget for implementation and maintenance of budget revisions, budget reports, procurement planning and other necessary monitoring to ensure that spending is on track and in-line with the programme’s budget and procurement guidelines and prepare monthly expenditure reports for all the projects;
  • Review and verify financial transactions, activities, and documentation;
  • Draft project budgets and revisions; propose routine changes to project components to attain project objectives in consultation with regional and country offices or funding agencies; reallocate resources; liaise with managers on rephasing budgets; use ATLAS to produce reports;
  • Create new projects in ATLAS; process all budget revisions, year-end rephasals and mandatory revisions; liaise and assist team members and all project staff regarding budget queries and discrepancies;
  • Liaise with Finance section regarding donor contributions and financial reports. Request and review financial reports submitted by Finance, and ensure they are in line with donors reporting standards;
  • Produce different financial reports to update status of budgets and expenditures.

2. Provide programme support to the Research and Data Section:

  • Ensure that full compliance of operations activities is in line with the UN/UN Women rules, regulations, policies and strategies;
  • Assists the Chief Statistician in organizing yearly work planning exercises for the MEWGC team, follow-up quarterly on work planning processes as needed;
  • Prepare travel requests, expense checklists and expense reports for the MEWGC team; liaise with UN Women Policy Division, the UN Women Procurement team, Ultramar and the UNDP Visa Desk on all travel and visa needs for the Research and Data Section.
  • Relularly liaise with project teams (including regional and country projects) to provide up-to-date information on expenditures and delivery rates;
  • Verify that all completed projects are closed in accordance with UN Women rules and that final reports are received.

3. Provide administrative support to the MEWGC team:

  • Assist and guide colleagues in the team with procurement, administrative and human resources issues;
  • Assist in organizing events and meetings hosted by the MEWGC Programme team; oversee the timely and efficient completion of administrative and logistics arrangements; 
  • Brief MEWGC staff members on general administrative matters; provision of administrative guidance as requested;
  • Liaise with the UN Women HQ Facilities team and the UN Women ICT team on behalf of the MEWGC Programme as needed.  
  • Manage the Chief Statistician’s calendar; prioritize and schedule requests for meetings with the Chief Statistician;

4. Facilitate knowledge building and knowledge sharing:

  • Provide administrative support for effective knowledge management and sharing by project teams;
  • Synthesize lessons learned and best practices in operations related issues;
  • Make sound contributions to knowledge networks and communities of practice related to programme operations. 

       Key Performance Indicators:

The key results have an impact on the overall performance of the Section and success in implementation of the MEWGC programme. Accurate analysis, data entry and presentation of information ensure proper programme implementation.

  • Timely and accurate financial reports, and statements;
  • Full compliance of administrative and programme activities with UN Women rules, regulations, policies and procedures;
  • Timely and quality reports;
  • Timely and accurate tracking of data and finances for management and donor purposes;

Required Skills and Experience

Education:

A secondary degree is required;

University degree would be an asset.

Experience:

Six (6) years of progressively responsible administrative and financial management experience is required at the national or international level.

Experience in project management the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.

Completion of UN Administrative Support Assessment Test (ASAT) – formerly known as the UN Clerical Test.

Language Requirements

Fluency in English is required.

Fluency in other UN languages is an advantage.
