Background

The UNDP Country Office in Myanmar provides a range of administrative services related to programme implementation (Common Services) to other UN Agencies and the UN Resident Coordinator Office (RCO) in human resources, procurement, finance and administration. The Common Services and Transactions Services Team carries out these functions as well as provides administrative support to UNDP staff, UNDP project personnel and UN agencies on issues such as protocol, visa facilitation, travel and similar services.

The Transaction Services Analyst reports to the Programme Support Team Leader and leads effective provision of Common Services to UN agencies as well as administrative support to UNDP staff, project personnel, and UN agencies. These tasks will be handled through a team consisting of procurement, human resources, administration and ICT capacities. In exercising these roles, the incumbent supervises a unit comprised of national professional and support staff and manages the deployment of additional long and short-term assistance as required.

The Transactions Analyst leads the Common Services and Transaction Services Team by fostering a client-oriented environment and operating consistently with UNDP rules and regulations. S/he plays critical role in supporting delivery of both institutional and development resources and acting resourcefully to identify cost-saving opportunities as well as generate extrabudgetary resources.

Duties and Responsibilities

1)     Responsible for efficient and client-oriented Common Services in human resources, procurement, finance and administration

  •  Ensures efficient facilitation of end-to-end recruitment services, staff administrative services, benefits and entitlements and separation management for all National Officer, General Service and Service Contract UN Agency and RCO personnel;
  •  Oversees procurement planning and management of procurement processes, for goods and services for UN Agencies and UNOMT mandated administrative procurement actions;
  • Ensures efficient provision of technical support in assessing true cost of UNDP services and reflecting resource requirements accurately and transparently in budgets; as well as tracking of use of UN Agency and RCO financial resources in accordance with UNDP business development efforts and institutional rules and regulations;
  •  Establishes efficient and client-responsive work processes, SOPs and workflows in the work unit.

2) Responsible for efficient and client-oriented administration services to the UNDP Country Office, staff, project personnel and UN Agencies

  • Responsible for efficient and client-oriented administration services to the UNDP Country Office, its staff and project personnel;
  •  Ensures efficient and client-oriented provision of general administration services in export/import permits, travel, visas, security access, transportation, archiving and other administration services;
  • Oversees management of premises in Yangon, Naypyidaw and Field and Project Offices;
  •  Ensures complete control over UNDP asset and inventory management; 
  •  Ensures full compliance with the Internal Control Framework in day-to-day work and maintenance of CO performance indicators, dashboards regarding procurement, human resources and finance functions.   

3)  Ensures secure and up-to-date information and communication management to support UNDP, RCO and UN agencies:

  • Maintains a secure, reliable infrastructure environment for ICT and adequately plans for disasters and recoveries;
  • Identifies opportunities to address issues of efficiency and full accountability;
  • Promotes available systems and applications for optimal content management, knowledge sharing, information provision and learning including e-registry, web-based office management system, etc;.
  • Identifies office technology needs and oversees maintenance of equipment, software and systems.

4) Supports CO management in implementation of Business Contingency Plan (BCP)

  • Responsible for regular updating of BCP;
  • Conducts regular BCP tests and incorporates lessons learnt to improve BCP to meet work requirements in cases of emergency and disasters.

5) Capacity Development and Knowledge Building

  • Ensures enhanced capacity of staff in the unit and office in general in the area of expertise using in-house resources and/or tapping into corporate resources;
  • Prepares and disseminates lessons learned, best practices from own office or other Country Offices, and substantively contributes to UNDP Yammer;
  • Provides advice on learning and development options for staff.

6) Facilitates forward-looking client relationships, information and communication management

  • Establishes and maintains strong relations with all UN clients and ensures and demonstrates commitment to a client-oriented approach in all service areas;
  •  Communicates regularly and appropriately to all internal UNDP and external agency or RCO clients on issues affecting services;
  •  Ensures that all services are provided at agreed service levels;
  •  Establishes and ensures adherence to minimum services standards;
  • Ensures transparent performance monitoring of services and issues affecting services supported by high quality data collection.

7)    Team Building and Management

  • Facilitates day-to-day functioning of the Common Services and Transactions Services team. Manages human and financial resources for achieving results;
  • Guides and ensures effective recruitment, performance management and staff learning to motivate and promote organizational excellence in his/her team.

Required Skills and Experience

Education:

Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Accounting, Economics or other relevant field.

Professional Certification on Finance, Procurement and Human Resources are added advantages.

Experience:

·         A minimum of 2 years of relevant experience at the national and international level in operations and transaction services

·         Demonstrated ability in people management and working with diverse teams in developing countries

·         Proven ability to deliver under pressure and in short timeframes

  • In-depth knowledge of all modules of UNDP’s ERP platform (ATLAS)

·         Strong interpersonal and communication skills
