To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “Making Every Woman and Girl Count (MEWGC)” aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The regional component of the MEWGC Programme envisions a multi-year and multi-country programme of work with particular focus on implementing and supporting the regional and country activities in the region. This includes enhancing the linkages between normative and technical work on gender statistics at the regional and national levels in the three inter-related key areas of work:

  • Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs;
  • Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
  • Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

Under the guidance and the direction of the  Deputy Regional Director as a primary supervisor and the Chief Statistician, Global Programme Manager of MEWGC in HQ as a secondary supervisor, the Statistics Specialist is responsible for managing and overseeing the implementation of Making Every Woman and Girl Count at the regional level, providing knowledge management and capacity development services, managing advocacy, partnership building and networking initiatives and contributing to monitoring and reporting.

This vacancy is for 2 positions: one in the UN Women Asia and Pacific Regional Office in Bangkok, Thailand and one in the UN Women Europe and Central Asia Regional Office in Istanbul, Turkey. Applicants should indicate their duty station reference, if any, in their on-line application.

Duties and Responsibilities

Manage and oversee the implementation of Making Every Woman and Girl Count (MEWGC) at the regional level:

  • Provide substantive technical support to establish UN Women’s statistical work in the region, including strategic direction and positioning of UN Women’s work on gender and statistics at the regional and country levels;
  • Lead the planning of the regional project for the Region and activities to ensure timely and comprehensive implementation of MEWGC and ensure that the implementation of MEWGC follows strict quality standards, as established under the Fundamental Principles of Official Statistics and the Principles Governing International Statistical Activities;
  • Working with the Programme Management Specialist, provide technical contributions to identifying and undertaking the programmatic and administrative tasks necessary for the implementation of MEWGC, including preparation of budgets, reporting on budget/programme performance, and preparation of inputs for results-based budgeting;
  • Provide inputs to support periodic regional monitoring reports to take stock of regional progress towards Sustainable Development Goal (SDG) targets related to gender equality and women’s empowerment as necessary;
  • Frequently liaise with the team at Headquarters to report on activities, contribute the regional perspective and ensure that the implementation of regional activities is in line with the overall objectives of MEWGC.

Provide knowledge and capacity development services to UN Women offices and project/programme teams to strengthen their capacities in the area of gender statistics and SDGs monitoring:

  • Produce and disseminate templates, guidance notes and methodologies, including for conducting country level assessments, national and sectoral plans to monitor the gender-related commitments in the SDGs and data use plans;
  • Provide adequate technical and advisory support to UN Women offices and AP RO Member States on demand, including providing direct technical support to countries on all matters related to gender statistics and SDGs monitoring;
  • Provide referral services to countries, including through the establishment of a roster of thematic consultants and experts on gender statistics;
  • Produce and disseminate technical notes and methodologies for Tier I, Tier II and Tier III indicators, based on needs, capacities and expertise;
  • Organize and provide regular training to UN Women country and programme office in order to progressively build their capacity in the area of gender statistics;
  • Establish and actively lead a regional community of practice to facilitate knowledge sharing, improve coordination and support knowledge sharing.

Manage advocacy, networking and partnership building initiatives:

  • Develop and manage the partnerships needed to implement MEWGC in the region, including with governments, donors, international agencies, civil society and philanthropic organizations and the private sector;
  • Strengthen UN Women’s partnerships with key regional and national stakeholders, including NSOs, UNESCAP, UN agencies, the Pacific Community (SPC), civil society organizations and other data collecting organizations in the region in order to present a wide range of relevant data on gender equality and women’s rights to contribute to the regional and thematic monitoring of SDGs, other publications and other associated communications materials;
  • Provide technical inputs to technical inter-agency discussions related to SDGs indicators and monitoring in the region
  • Participate and/or represent UN Women in regional inter-agency statistical forums;
  • Provide technical inputs to the development of communication strategies and activities for maximum communication impact and outreach to promote awareness, establish partnership/alliances and support fund raising for MEWGC in the region.
  • Co-chair the RCM Thematic Working Group on Gender Statistics;
  • Initiate resource mobilization by liaising with the partnership division in UN Women, engaging with partners and potential donors to raise additional funding for the MEWGC project and ensuring that the organization’s resources are being spent efficiently, in accordance with its objectives.

Provide substantive inputs to Knowledge management/sharing and contribute to monitoring and evaluation of results:

  • Provide technical inputs to the production of quality monitoring and evaluation plans that are in line with and consistent with the overall objectives of the project, Working with the team at HQ;
  • periodically collect data and submit program/project reports, working with the (HQ) Programme Management Specialist and the Learning, Monitoring and Evaluation (LME) Specialist; 
  • Manage the targets established and oversee the monitoring of results, including ensuring adequate inputs and performance indicators are incorporated to allow for effective progress monitoring and successful achievement of MEWGC;
  • Contribute to all activities related to the leaning, monitoring and evaluation of MEWGC;
  • Ensure regular assessments of the regional, multi-country and country strategic and implementation plans. Identify lessons learned and areas of emphasis to guide program improvements and future strategic development plan;
  • Identify areas that may require improvement and capture best practices/lessons learned, using corporate monitoring tools;
  • Manage the process of collecting and sharing lessons learned on gender equality and women's empowerment to build knowledge and capacity of partners and stakeholders;
  • Provide substantive and coordination inputs to the development and maintenance of global and regional program knowledge networks and practices, and development of knowledge products;
  • Promote and publicize the work of UN Women and undertake training activities including delivering lectures on selected topics to support capacity development of partners.

Required Skills and Experience


  • Master degree (or equivalent) in development related disciplines, gender, economics, statistics, development or other social science fields.


  • A minimum of 7 years of experience in the field of gender and statistics at the national and/or international level;
  • Experience in formulation and implementation of programme/project with strong background in results-based management;
  • Experience in the planning and implementation of large-scale data collection and related statistical activities in developing countries;
  • Experience in the drafting of statistics-based research and related reports, and in providing training on statistics, preferably in the context of gender and statistics;
  • Experience in survey questionnaire and sample design, data processing, data quality assessment and data analysis. Familiarity with the development and application of household-based survey tools, establishment surveys and administrative records for generating information on progress towards gender equality and empowerment of women;
  • Experience of working in the and advantage.


  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset;
  • NOTE: Knowledge of Russian would be an asset for the post located in the Europe and Central Asia Regional Office.
