Background

UN Women is grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action.

The Policy Division works on analysis, research and knowledge management that provides the evidence base for the advice and guidance UN Women provides to the intergovernmental processes, the UN system, and to UN Women country and regional offices on issues of gender equality, women’s empowerment and violence against women and girls. It identifies emerging issues and trends, and develops and proposes new strategies for achieving the Sustainable Development Goals through innovative approaches and lessons learned about what works in practice.

The Ending Violence Against Women (EVAW) Section is responsible for a number of functions including supporting the normative work on EVAW at the global level, developing and managing global level programmes and providing policy and technical advice to regional and country offices on EVAW. UN Women is working to implement with partners a Prevention and Access to Essential Services to End Violence against Women Global Flagship Programme. The programme builds on existing work carried out and led by UN Women together with other partners, including the outcomes of CSW 57 by bridging research with policy recommendations; formulating global guidelines for the provision of services; and strengthening inter-agency understanding and collaboration in new areas such as prevention.

The EVAW Section is supporting various UN Women country and regional programmes on EVAW, which aim at addressing all forms of violence against women and girls. These programmes aim to support transformative change on the ground to end violence against women and girls, in numerous countries globally. The EVAW Section works to ensure coherence, alignment, and strong technical quality of these large programmes, in line with regional/country context.

Under the supervision of the Section Chief the Policy Specialist  is responsible for providing technical advice and inputs to UN Women country and regional offices to develop and implement programmes on EVAW,  providing technical and operational advice on the prevention of violence against women and girls and leading on learning and knowledge management of the FPI on Prevention.

Duties and Responsibilities

Provide technical advice and inputs to UN Women country and regional offices to develop and implement programmes on EVAW:

  • Provide technical advice to support and strengthen inter-agency partnerships, planning, monitoring and reporting on UN Women programmes on EVAW;
  • Provide programmatic and technical support to UN Women country offices on EVAW, including conducting trainings and participating in programming workshops and medium term technical support missions;
  • Provide coordination, liaison and planning support to regional offices work in support to global programmes on EVAW;
  • Provide support to the establishment of partnerships with research institutions and other relevant stakeholders to ensure that research findings are transformed into policy recommendations and that the interventions of global programmes on EVAW are based on the latest evidence and research findings, while building the knowledge base;
  • Provide technical inputs into capacity building initiatives, within and beyond UN Women, to build the body of expertise on findings from global programmes on EVAW, and to support the scale-up and replication of good practices;
  • Organize expert meetings, advocacy events, panels and other interactive events on EVAW, particularly as regards UNW programmes on EVAW.

Provide technical and operational advice on the prevention of violence against women and girls:

  • Provide technical advice and inputs in the review of the innovative evidence-based approaches to the prevention of violence against women and girls and coordinate the development of toolkits, guidance and tools to support programming/monitoring/advocacy on this topic, as necessary;
  • Develop technical inputs to strengthen the UN and other partners’ institutional capacities in preventing violence against women and girls;
  • Develop technical inputs to intergovernmental forums, as well as relevant entities, regarding the prevention of violence against women and other related topics, as relevant.
  • Provide technical advice to EVAW resource mobilization initiatives and documentation, as relevant.

Lead on learning and knowledge management of the FPI on Prevention:

  • Provide technical advice and inputs on the creation and dissemination of knowledge products to the prevention of and response to violence against women and girls;
  • Collate, analyze and consolidate lessons learnt/best practices linked to in-country programming and contributing to the development of new UN Women knowledge products, research and policy;
  • Provide feedback to UN Women offices on case studies and other related knowledge products and publications as needed.
  • Maintain knowledge product platform as required.

Provide any other technical support as requested by supervisor.

Required Skills and Experience

Education:

  • Advanced university degree (Master's level) in law, social sciences, political science/ international affairs (i.e. international development studies, gender/women’s studies) or a related technical field.

Experience:

  • Minimum of 5 years of experience in programme and policy analysis in one of the following fields: violence against women, human rights, gender and development;
  • Experience working with women’s organizations and governments desirable;
  • Experience of country level implementation of projects and programmes, particularly within the UN System strongly desirable.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
