Background

UNDP-Global Environmental Finance Unit is based in UNDP’s Bureau of Policy and Programme Support and is responsible for providing leadership and technical support to, among other areas, delivery of the Environment and Sustainable Development pillar of UNDP’s Strategic Plan. Its main focus is on helping countries develop the capacity to fully incorporate environmental sustainability and resilience into development at national and local, but also global and regional levels. The principal areas of work are in environmental mainstreaming, environmental finance, adaptation to climate change, and local governance of resources, including energy.

The UNDP-GEF Unit helps developing countries make green, low-emission and climate-resilient development and the sustainable management of biodiversity and ecosystems not only possible, but also economically attractive.  To achieve this, it works closely with UNDP country offices to help countries develop and implement programmes and projects which advance their capacity to put in place the right mix of regulatory and financial incentives, remove institutional and policy barriers, and create enabling environments that attract and drive private sector investment into sustainable development.

Recently, UNDP-GEF CCA/LECRDS Team started implementing a series of project focused advancing adaptation at the country and regional level.

At the same time, the UNDP-GEF Ecosystems & Biodiversity (EBD) team, which manages hundreds of projects in 132 countries, is overseeing a complex and growing portfolio of innovative interventions at the country, regional and global levels – funded both by the GEF and by other donors.

Additionally, UNDP’s work on Disaster & Climate Risk Governance (DRR) is working to provide technical support to strengthen policy, legal and institutional development that fosters greater accountability and integrated solutions for disaster risk reduction and climate adaptation. Particular emphasis is placed on the principles of good governance, i.e. transparency, accountability, efficiency and effectiveness, participation, responsiveness, equity, and inclusion. Specific areas of support include: capacity development for coherent DRR and adaptation policies; incentives for DRR and adaptation through legal and regulatory frameworks; embedding risk in national and sectoral planning and programmes; increasing public and private investments for DRR and adaptation; and ensuring DRR and adaptation solutions are gender-responsive.

In the context of the above, UNDP-GEF is looking to recruit the services of an individual who will support  the CCA, EBD and DRR Teams with systematically documenting the evolution and results of select projects/programmes through improved communications, knowledge management and external outreach (including building and maintaining partnerships).  The consultant will also support with the organization of workshops, and ensuring the sustainability of relevant UNDP supported knowledge platforms on adaptation.

This assignment is to assist UNDP to improve its communications and advocacy work on results achieved through a selection of projects in the CCA and EBD portfolios.  The assignment is geared to broaden and deepen awareness of UNDP supported programmes in these areas of work, engage with key audiences (donors, client countries, media as well as internal UNDP stakeholders), create brand recognition and lift the related media profile of UNDP-supported adaptation and biodiversity projects. The consultancy will aim to introduce intervention instruments, highlight individual projects to different audiences and mobilize partners, stakeholders, and the general public to advocate on results achieved through the portfolios.

Duties and Responsibilities

Scope of Work

UNDP-GEF Global Adaptation Portfolio (70 working days)

The consultant will improve web presence of impacts of UNDP climate change adaptation work, initiate a more visible campaign that will show case results achieved to date, as well as systematize the way that knowledge is harvested and materials are created and presented:

  • Advance UNDP’s digital presence of country level adaptation projects financed by LDCF, SCCF, GCF, AF as well as bilateral sources;
  • Undertake activities to promote the media coverage of UNDP supported adaptation projects;
  • Undertake direct engagement events planning; coordinate with Regional Technical Advisors (RTAs), communications officers to ensure the consistency of message delivery;
  • Produce and oversee production of communications products while ensuring consistent style and format in line with UNDP’s and the donor’s Communication policies;
  • Provide technical support for designated RTAs for their communications effort and products. Support in spreading communications toolkit/communications strategy/messages to designated RTAs;
  • Monitor and evaluate the effectiveness of communications products created;
  • Work closely with Communications Specialist for CCA and Results and Knowledge Specialist for CCA to ensure seamless collaboration, creative and successful delivery of high quality communications operations and products.

UNDP Disaster Risk Reduction Portfolio (25 working days)

The consultant will support partnerships and improve the web and social media presence of UNDP’s disaster risk reduction portfolio work by undertaking the following tasks:

provide support to the following tasks:

  • Support to prepare op-eds & blogs for COP23. This includes two high profile op-eds (one on Pathway to Paris and climate action and one on COP23 and UNDP’s objectives);
  • Support to edit a minimum of five blogs and a maximum of 10;
  • Support to prepare media friendly key messages on climate impacts/climate action from UNDP (e.g. identifying concrete examples of UNDP’s work that can be used in speeches and talking points);
  • Review of the script for the documentary ‘Blue Gold’ on climate change in Mongolia;
  • Continued support to the Pathway to Paris partnership, including promotion, liaising with the organizers on line-up, etc., designing materials as needed, preparing talking points for speeches, remarks, op-eds, etc., and ensuring UNDP is adequately represented in all concert promotion;
  • Support for the Pathway to Paris concert on November 5th (including 3-day mission to NYC Nov 4-6 to support on the ground logistics);
  • Drafting and creation of photo essay highlighting the Pathway to Paris November 5th concert.

UNDP-GEF Ecosystems and Biodiversity Global Portfolio (100 working days)

The consultant will be responsible for improving web and social media presence of UNDP’s biodiversity and ecosystems work by undertaking the following tasks:

  • Facilitate partnerships with mainstream media companies and/or media professionals in support of the EBD portfolio and project communication;
  • Consolidate the EBD Flickr album for use by the team and country offices; Identify projects (minimum of 12) in the EBD portfolio to profile in communications products (including but not limited to photo essays);
  • Propose and develop those communications products, as agreed with the team, traveling to project sites as needed;
  • Produce quarterly EBD News Letters for dissemination to partners;
  • Support the EBD team in developing interlinkages among the communications/KM work of its UNDP-GEF portfolio and Signature Products (BES-Net, BIOFIN and NBSAP Forum);
  • Provide targeted support (training) to each EBD RTA, on demand, to enhance communications work of their projects including through social media, UNDP and GEF corporate websites, and specialist national/regional print and online media
  • Support select project team and country office communication officers to generate quality project communication pieces.

Expected Outputs and Deliverables

The expected outputs from this assignment are as follow:

UNDP-GEF Global Adaptation Portfolio

Photos, photo essays, success stories and videos:

  • Creation of 2 Success Stories from UNDP's global LECRDS projects;
  • Creation of 6 Photo Essays (monthly) via undp.exposure.co (e.g. undp.exposure.co/20000-mangroves-strong);
  • Maintain and promote UNDP-ALM YouTube channel: www.youtube.com/user/AdaptationLearning Competitions- Enter 2-3 Film Competitions;
  • Collating and uploading photos from projects to the CCA Flickr page;
  • Providing photos for various UNDP publications (e.g. UNDP-GEF SIDS publication).

Project profiles:

  • RTA support via dedicated time with each RTA (e.g. each RTA gets 3-4 weeks with dedicated support). Discuss communications needs within each of their portfolios – Fact Sheets, videos, etc. Harvest info from each of their projects – documents, ppts, photos, etc. Update the UNDP-ALM project profiles accordingly;
  • Liaise directly with communications officers from projects.

Websites:

  • Maintain and build content, continuously update UNDP-ALM and inter-agency ALM;
  • Update rotating highlights weekly;
  • Create RTA corner: cultivate buy-in from RTAs, take direction from RTAs about projects from respective portfolios worthy of wider notice, highlight programmes/activities, etc.

Oversee interns:

  • Content building on websites;
  • Review and oversee the creation of fact sheets / project briefs with the project teams - editing of material so that UNDP-ALM compliant, publishing and promoting on UNDP-ALM database.

Feeding into various websites:

UNDP HQ; UNDP Regional (with additional Regional exposure in the Pacific); UNDP Country-level promotion; additional online dissemination; GEF Infrastructure; Sidsnet – contributions.

Feeding into official social media channels:

  • Provide tweets for various UNDP Twitter feeds: e.g. twitter.com/UNDP, twitter.com/UN, UNDP-APRC, etc;
  • Provide updates for various Facebook accounts: www.facebook.com/UNDP, etc;
  • Produce a monthly document to monitor and evaluate the dissemination of messages through social media channels (a part of action plan);
  • Produce a monthly document to monitor and evaluate the effectiveness of the communications effort, including press clippings, screen shots of media products, etc;
  • Liaise with  media  for  press  releases  and  events,  establish  media  connections  and  aim  to  get maximum media attention for press releases, special events, press interview either through broadcast or print media.

  • Minimum one joint communication project with mainstream media companies/professionals;
  • Minimum of 12 communications products, including but not limited to photo essays;
  • Minimum of 3 EBD newsletters;
  • Consolidated EBD Flickr Album;
  • Soft and hard copies of those products, as agreed;
  • Targeted support (training) to each EBD RTA, with concrete communications plans agreed therein.

Institutional Arrangement

  • The consultant will report overall to the Head of Climate Change Adaptation, the Head of Ecosystems & Biodiversity and the Head of Disaster Risk Reduction;
  • The Consultant will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, photo camera, applicable software, etc.) and must have access to a reliable internet connection;
  • The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment.

Duration of the Work: 10 November 2017 – 31 October 2018 (Up to 195 working days)

Duty Station: Home-based with possible travels.

Required Skills and Experience

Education:

  • Master’s degree in communications, journalism or other relevant field.

Experience:

  • At least 5 years of professional experience working on communications in the development sector, preferably working with donor-funded projects and project teams;
  • Demonstrable communication products from past assignment that showcase enhanced communications from development projects (please attach or provide links to at least 2 samples of previous work in your application);
  • Previous experience working on climate change and development issues;
  • Previous work experience with UNDP or a related organization is an advantage;
  • Demonstrated experience in handling of web based management systems and IT tools;

 Language Skill:

  • Excellent in oral and written communication skills in English.

Price Proposal and Schedule of Payments

Professional Fee

The contract will be based on Lump Sum Amount

The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

UNDP-GEF Global Adaptation Portfolio;

  • Deliverable 1: Photos, photo essays, success stories and videos: 15 % of total contract amount;
  • Deliverable 2: Project Profiles: 6% of total contract amount;
  • Deliverable 3: Websites: 5% of total contract amount;
  • Deliverable 4: Oversee interns: 5% of total contract amount;
  • Deliverable 5: Feeding into social media changes: 5% of total contract amount;

Disaster Risk Reduction Portfolio

  • Deliverable 6: Two high profile op-eds (one on Pathway to Paris and climate action and one on COP23 and UNDP’s objectives): 7% of total contract amount;
  • Deliverable 7: Drafting and creation of photo essay highlighting the Pathway to Paris November 5th concert and Support to edit a minimum of five blogs and a maximum of 10: 6% of total contract amount;

UN- GEF Ecosystems and Biodiversity Global Portfolio

  • Deliverable 8: 4 Communication products- Photo essays and etc.: 10% of total contract amount;
  • Deliverable 9: 4 Communication products- Photo essays and etc.: 10% of total contract amount;
  • Deliverable 10: 4 or more communication products – photo essays and etc.: 10% of total contract; amount
  • Deliverable 11: 3 EBD newsletters: 10% of total contract value;
  • Deliverable 12: EBD Flickr Album; Soft and hard copies of those products; Targeted support (training) to each EBDRTA: 11% of total contract value.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.  The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 100 points)

  • Criteria 1: Relevance of Education – Max 10 points
  • Criteria 2: Years of total work experience in communication in the development sector- Max 20 Points
  • Criteria 3: Communication products that showcase the enhanced communication from development projects– Max 20 points
  • Criteria 4: Work experience in Climate Change and Development issues – Max 20 points
  • Criteria 5: Work experience with UNDP or other UN Agencies– Max 10 Points
  • Criteria 6: Experience in handling of web- based management system and IT Tools- Max 10 point
  • Criteria 7: Excellent English skills (10 points)

The technical criteria (education, experience, language) will be worth a maximum 100 points. Only the top 3 candidates that have achieved a minimum of 70 points (70%) from the review of the education, experience, and language will be invited for an interview.

The interview will be given a maximum of 100 points (30%). When combined with the technical review of 100 points (70%), only candidates who pass 70% of technical and interview evaluation will be evaluated further.

For those passing technical and interview evaluation above, further evaluation will be done according to the Combined Scoring method:

  • Technical and Interview (70%)
  • Financial evaluation (30%)

The financial proposal shall specify a lump sum fee, including breakdown per deliverable as outlined above.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal must additionally include a breakdown of this daily fee (including number of anticipated working days and all foreseeable expenses to carry out the assignment).

Applicant receiving the Highest Combined Score and has accepted UNDP’s General Terms and Conditions will be awarded the contract.
