Background

The United Nations Country Team (UNCT), the Government of Mozambique and partners in are jointly supporting the implementation of the United Nations Development Assistance Framework (UNDAF 2017-2020 Eng.pdf.

The UNDAF 2017-2020 was formulated in 2016 and approved in 2017. The 10 Outcome areas of the document are aligned with the Government’s Five Year Plan Plano Quinquenal do Governo (PQG) 2014-2019 and the Sustainable Development Goals (SDGs). The UNDAF includes an Joint Annual Work Plan (JAWP) with planned interventions in the country for the UNDAF cycle.

In 2016, RCO in Mozambique became a pilot to design and test UNInfo. UNInfo is an online platform to plan, monitor and report on the work of the UNDAF. A key purpose of UN Info is to improve the visibility and impact of UN initiatives, by making the information of what UNDP Moz is doing is publicly accessible. UNInfo will also be able to report the work of individual UN agencies (and the UN system), and the contributions the different projects can/ will provide to support the implementation of agenda 2030 in the country. UNInfo also includes basic geo-referencing capabilities to produce maps, graphs of the work of the UN in country.

The UN M&E group in Mozambique is responsible to collect, organize and input project data on the UNInfo platform and to report on results. 

Duties and Responsibilities

Objective for the consultancy

2017 will be the first year when the UNDAF Annual review will be uploaded in the UNInfo online platform. The UNCT in Mozambique is looking for an experienced M&E professional to work with the UN M&E Group and with the UN coordination team to collect, input, analyse and prepare the 2017 report of the work of the UN in the country.

More specifically the consultant is expected to:

  • Familiarize oneself with the UNInfo platform to understand the categories of information required in the application, how to collect, clean and upload the information (data) required, and to visualize the information by using different formats (Texts, tables, maps, infographics) available in UNInfo;
  • In close collaboration with the relevant data providers support the data entry and data clean up.  
  • Encourage and work closely with data providers to proactively collect geo referenced information and test the capability of the UN Info to prepare maps and other geo referenced reports.
  • Encourage and work closely with data providers to link the project implementation data collected with the 2030 agenda (at the level SDG goals, and Goal indicators)

Expected Outputs / Deliverables

  • A written draft report of the work of the UN in Mozambique in 2017 that meets the reporting requirements guidelines for annual UN country team reports.
  • Ensure that all Information used in the written draft UN report is also available in the UN Info Platform
  • Easy to use guidance tips for data providers to prepare and upload information in UN Info
  • A multi format, multipurpose presentation on the annual report with including infographics, charts, maps that can be used in different knowledge products.

Required Skills and Experience

Education:

  • A masters-level degree in social sciences, political science, international relations, or related fields.

Experience:

  • At least 7 years of progressively professional experience in M&E, evaluation, at the national or international level;
  • Knowledge of qualitative and quantitative data collection methods and tools to prepare, clean, analyze and summarize data for reports.
  • Familiarity with mapping /infographic tools.

Language:

  • Language proficiency in written and oral English is required;
  • Portuguese is an asset.
