Background

“Human development is about people, about expanding their choices to live full, creative lives with freedom and dignity. Economic growth, increased trade and investment, technological advance – all are very important, but they are means, not ends. Fundamental to expanding human choices is building human capabilities: the range of things that people can be. The most basic capabilities for human development are living a long and healthy life, being educated, having a decent standard of living and enjoying political and civil freedoms to participate in the life of one’s community.”

 

For more than a decade, national and regional Human Development Report (HDR) teams have been helping to advance the human development conceptual framework and apply it to the most pressing development challenges of the day. Now published in over 135 countries, these reports, grounded in thorough analytic research, have become dynamic advocacy tools. They are helping to generate lively debates around the policies and actions needed to accelerate human development and achieve the Sustainable Development Goals.

 

With the support of the UNDP, Two National Human Development Reports for Kuwait have been prepared. The first report was published in 1997 and it was a general report on human development and the second, published in 1999, focused on human development within the Economic Reform Plan of the Government.

 

With the recent fluctuations in oil prices leading to the decrease in the Kuwait’s national income, an emphasis on improving on improving the standards of living will need to be addressed. The 2016 Kuwait Human Development Report will be a stepping ground for policy makers to address certain aspects that will lead to development within the country. 

 

With education being one of the main pillars of human development, the report theme will be on education with a focus on private education. This theme will give policy makers an insight on the private education in contrast to public education.

 

Under the direct supervision of the GSSCPD and the UNDP, and the Advisory Board, a team of  Co-authors will be appointed to provide technical services ensuring high quality, accuracy and consistency of work ensuring the reliability of the National Human Development Report (NHDR). The NHDR Co-Authors will be guided by the NHDR Advisory Board and will work in close collaboration with UNDP Focal point and The Project Coordinator to successfully complete the write up of the NHDR Report.

 

Duties and Responsibilities

Summary of key functions:

The expertise of several co-authors will be solicited for the preparation of the Kuwait National Human Development report on education while working closely with other team members. The co-authors will be supported by other short term advisory inputs and will be responsible for the overall and timely coordination of all inputs.

 

The tasks of the NHDR co-authors are as follows:

  1. Ensure compliance with the NHDR Toolkit
  2. Contribute substantively to the preparation of the assigned chapters of the NHDR report.
  3. Participate in the promotion and dissemination of the report findings

1. Ensure compliance with the NHDR toolkit

  • Ensuring all standards and procedures are in-lined with by the NHDR Concept Note and the NHDR Toolkit[1]
  • Coordinate closely with the statistician for the design and analysis and surveys needed related to the report theme and content.
  • Prepare periodic progress reports, briefings and deliver presentation on status of the report in workshops with members of Advisory Board and involved agencies.
  • Cooperate with the editor for the review of the edited version of the report.

Coordinate with UNDP in all stages leading to the final publication of the Report including in proofreading and preparing a final text and executive summary for printing and proofreading the translation.

2. Substantively Contribute to the preparation of the report:

  • Prepare a timeline for the drafting of the complete text; and present this initial work to the Advisory Board for comments.
  • Identify the scope, content, structure and objectives of background papers including needed information, data and statistics.
  • Work closely with the report statistician on the data collection and analysis required for the assigned chapters
  • Based on his/ her area of expertise, Prepare the relevant substantive write-up in the report including consolidation of all inputs for assigned chapters and co-write the introductory chapter and the final chapter, conclusions and recommendations with other co-authors.
  • Identify further substantive areas that need to be covered, and topics of background papers required;
  • At all stages of review, record feedback from the Advisory Board and Readers Group on drafts of the report and ensure that comments are reflected in the revised draft;
  • Coordinate with UNDP in all stages leading to the final publication of the Report including in proofreading and preparing a final text.
  • Submit their final assigned chapters.

3. Ensure a participatory approach and the promotion of the report:

  • Consult relevant stakeholders during the preparation of the report.
  • Participate in the consultation process organized throughout the preparation of the report.
  • Participate in all Advisory Board meetings, provide updates on the progress of the report development, present the report and solicit feedback.
  • Participating at the launch of the NHDR and other follow up events.

 

Expected Outputs and Deliverables

The Co-author will be responsible for the following deliverables:

 

 

Deliverable 1: Co-develop the conceptual framework and outline of the report and prepare the timeline for the drafting of the complete text with other co-authors- 20% - 2 month after the start of the contract.

Deliverable 2 Submit first draft of the assigned chapters of the NHDR -  30% - After 4.5 Months

Deliverable 3: Prepare and present revised assigned chapters of the draft NHDR – 30% - After 5 months

Deliverable 4: contribute to the Final review of the NHDR report and participate in its dissemination  and launched – 20% - After 6 months

Institutional Arrangement

The consultant will work under the supervision of the GSSCPD and the UNDP and the project coordinator.

Required Skills and Experience

I. Academic Qualifications:

  • PHD in Education or relevant field.

II. Years of experience:

  • Minimum 7 years of relevant experience in Academic or research institutions, with a focus on education and socio-economic analysis.
  • experience with gender analysis and the development of composite indices, or social impact assessment is an advantage
  • Experience in Development Education, and Human Development in the Kuwait Development Context
  • Possess acumen of related publications.
  • Experience with international organizations and/or with internationally recognized reports is an advantage
  • Experience working in Kuwaiti Academic Institutions is an advantage.

III. Language Requirements:

Scope of Price Proposal and Schedule of Payments

Lump Sum Amount

  1.  the lump sum amount must be “all-inclusive
  2. the contract price is fixed regardless of changes in the cost components;

Cumulative analysis :

Total score=Technical Score + Financial Score.

Technical Criteria weight - 70%, 700 scores maximum 

Financial Criteria weight - 30%. 300 scores maximum

 

Only candidates obtaining a minimum of 490 from 700 point in the Technical part of evaluation would be considered for the Financial Evaluation

 

The selection of candidates will be done in 3 stages:

 

1st stage: Prior to detailed evaluation, all applications will be thoroughly screened against eligibility criteria (minimum qualification requirements) as set in the TOR in order to determine whether they are compliant/non-compliant.

Financial Evaluation Criteria

Maximum obtainable points – 300 (30%)

 

3rd stage: Financial evaluation

Cumulative analysis will be used based on the following methodology: All the offers of individual consultants who scored 490 (70% from 700) and more points during the desk review are acceptable for financial evaluation. The lowest financial qualified proposal receives 300 points and all the other technically qualified proposals receive points in inverse proportion per the formula:

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.

  1. Duly accomplished and signed Offeror’s letter/filled-in template to UNDP confirming interest and Breakdown of Costs Supporting the Final All-Inclusive Price as per Template. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;
  2. Complete and signed P11 form, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate;
  3. At least three (3) professional references;
  4. Brief description of why the individual considers him/herself as the most suitable for the assignment.
  5. Technical Proposal of how the consultant will carry out the required assignment, with a clear Methodology.
  6. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. 

The Financial Proposal should be based on the 2 assumptions:

  1. Part Time - 4 hour work days – 20 work days per month (For a period of 6 months)
  2. Full Time - 8 hour work days – 10 workdays per month (for a Period of 6 months)
