Background

Since 2005, UN Women (formerly UNIFEM) has been supporting strengthening democratic governance, and promoting and protecting women’s human rights in Kosovo and the Western Balkans through implementation of UNSCR 1325. Building on the previous projects ‘Women Building Peace and Human Security in the Western Balkans’ and Advancing Implementation of UN SCR 1325 on Women, Peace and Security in the Western Balkans’ UN Women will continue its support to RWL SEE with a primary focus to promote better understanding between women from across the region of Southeastern Europe, with an emphasis on Kosovo and Serbia.  
Under a series of initiatives on Women, Peace and Security, UN Women supported the establishment of the Regional Women’s Lobby for Peace, Security and Justice in Southeast Europe  (RWL SEE) in 2006 as a response to the growing awareness of the marginalization of women from decision-making on peace and security and concerns over recent security and stability in the region. RWL SEE is composed of women political leaders and activists in the Western Balkans including Kosovo that share a commitment to achieve full recovery from the devastation of the wars of the 1990s through advancement of justice and reconciliation leading to lasting peace, security and prosperity for future generations. Moreover, RWL SEE has organized a series of interethnic dialogue roundtables between women Members of Parliament (MPs) from Kosovo and Serbia, thus promoting issues of common concern for women that transcend ethnicity and nationality. RWL SEE is now registered as an independent NGO and is rapidly growing as an important regional women’s network for women’s security and empowerment at the regional and global level (see www.rwlsee.org  for more information on RWL SEE). 
Building on results achieved through previous interventions and in order to not lose momentum but rather to build and expand upon the achievements reached so far, UN Women jointly with RWL SEE have agreed to continue collaboration on the following one year project “Women’s political empowerment, participation in and contribution to peace and security processes in the Western Balkans" funded by Ministry for Foreign Affairs, Sweden, which is within the overall framework of the RWL SEE Strategic Plan for 2015-2018. 

To support the implementation of project, UN Women seeks to recruit a Project Coordinator who will support the work of RWL SEE on inter-ethnic dialogue, advocacy and on women, peace and security, and networking at the regional and global level as a secretariat and coordination for RWLSEE.

Duties and Responsibilities

Summary of Key Functions:

The Project Coordinator will be under the direct supervision of UN Women’s Head of Office in Kosovo.  

The RWL SEE Coordinator will: 

  • Support the implementation and monitor the project activities. 
  • Serve as Coordinator of the Regional Women’s Lobby for Southeastern Europe (RWLSEE).
  • Maintain and update of the RWL SEE website, periodical update on women, peace and security via emails to share information among RWL SEE  
  • Support RWL SEE in gathering information useful in their advocacy 
  • Facilitate the communication sharing and information between RWL SEE members and support the external communication of RWL SEE
  • Ensure dissemination of advocacy materials via webpages, e-mail groups etc. 
  • Supports UN Women office in Kosovo for implementation and monitoring of the planned activities for 2017 in relation to the RWL SEE Strategic plan. 
  • Attend RWL SEE meetings and conferences and provide support to UN Women/RWL SEE on organization of these events;
  • Attend conferences and meetings relevant to RWL’s work (women’s peace and security and women’s human rights) on behalf of RWL SEE, when delegated by the RWL SEE members
  • Support RWL Chair, Steering Committee and Advisory Board in fundraising efforts 
  • Support drafting of RWL SEE documents and materials, their dissemination, and ensure proper filing,
  • Prepare an annual work plan for the Coordinator and provide report against the plan bi-annually.
  • Support UN Women Project Office in Prishtina in preparation of relevant reports/other documents, provision of inputs concerning RWL SEE work and SCR1325 activities on request; 
  • Support the UN Women Project Office in Pristina in the preparation of relevant reports and other documents;
  • Performing other tasks as assigned by the UN Women Head of Office, Kosovo

In particular, the key results have an impact on the design, operation, and programming, monitoring and reporting of activities, progress and achievements, as well as creation of strategic partnerships.

Required Skills and Experience

Education and certification:

  • Master Degree in Gender/women’s studies, Management, Social science, development, or related field.  

Experience:

  • Min 2 years of work experience in gender, human rights and development, especially in the post-conflict context and in the Western Balkans;
  • Proven expertise and experience in advocacy work on women’s human rights and peace and security is an asset;
  • Excellent computer skills, computer literacy: Microsoft Windows, proficient use of processing tools such as Microsoft Office package (Word, Excel and PowerPoint)
  • Proven ability to deal with a dynamic group comprised of high-level officials and women advocates
  • Work experience with the UN System, especially with UN Women (previously UNIFEM), is an asset
  • Excellent English language skills (written and spoken) is required and Knowledge of a local language (Albanian/Serbian) is an asset;
