Background

The ‘Leading the Way for Gender Equality’ (LWGE) program is a new and innovative 3-year program of the Ministry of Women’s Affairs of Cambodia (MoWA) whose overall objective is “Enabled environment for gender equality, women’s empowerment and feminist leaderships in Cambodia through enhanced capacities of the Gender Machinery.” The LWGE program is supported by the Swedish International Development Agency (Sida) and UNDP -through the Partnership for Gender Equity-Phase IV project-.

The program is focused on three components or outcomes: 1) More effective institutionalization of gender policies across government, and more effective performance of Gender Machinery to lead gender equality mainstreaming with inclusion of disadvantaged groups of women and girls; 2) Promotion of behavioural change in favour of gender equality among the public and young Cambodians; and 3) Increase number of and capacities of women in decision-making positions and strengthen feminist leaderships.

The LWGE program relies on the implementation of an innovative approach which is based on four key success factors:

  1. Cambodian leadership and ownership
  2. Systemic management
  3. Feminist methodologies and practices
  4. New development approach

Duties and Responsibilities

As part of the LWGE program’s component number 2, the Ministry of Women’s Affairs (MoWA) is expected to strengthen its partnerships with the Ministry of Education, Youth and Sports, the Ministry of Information, the Ministry of Culture and Fine Arts and other relevant institutions (i.e. universities, Club of Journalists, etc.) to promote gender equality through the Education sector and the media. This work is guided by the priorities and actions outlined under the second strategic area (‘Education of Women and Girls, and Public Behavioral Change’) of the Fourth National Strategic Plan for Gender Equality and Women’s Empowerment (2014-2018) -known as Neary Rattanak IV- and the strategic area on Primary Prevention of the Second National Action Plan to End Violence Against Women (2014-2018), both national gender policies developed under the leadership of MoWA.

The consultancy is expected to inform MoWA, in the context of the LWGE program, to help to move forward in directions and areas explained above. Consultant shall undertake the following:

  1. Brief description of women’s representation, gender gaps and gender issues in educational institutions and the media in Cambodia.
  2. Mapping of existing initiatives/programs in Education and Public Behavioral Change sector and in Governance and Public Administration sector to promoting gender equality and gender mainstreaming vis-a-vis priorities, outputs and activities from the Neary Rattanak IV and the Second NAPVAW for Education and Public Behavioral Change sector as well.
  3. Institutional gender assessment of the Ministry of Education, Youth and Sports (MoEYS), the Ministry of Information (MoInf), the Ministry of Culture and Fine Arts (MCFA), the Ministry of Civil Service (MoCS) and the National Committee for Sub-National Democratic Development (NCDD). This will be focused on an analysis of resources in place to deliver gender-related work under their ministerial portfolios, an analysis of the Gender Mainstreaming Action Groups from the five institutions as well as the implementation and monitoring status of their Gender Mainstreaming Action Plans and relevant gender strategies. This will be complemented by a field gender analysis of MoEYS, MoInf, MCFA, MoCS and NCDD at sub-national level in 2 provinces.
  4. Analysis of the situation of women’s studies and gender studies in Cambodian universities and identification of windows of opportunities and recommendations for their establishment and strengthening.
  5. Mapping of existing policies and initiatives from universities to promote gender equality (i.e. sexual harassment policies, campaigns to promote gender equality and prevent gender-based violence in campuses, incentives for female professors, etc.).
  6. Analysis of the situation of gender mainstreaming in the Royal School of Administration -with a focus on its curricula- and provide recommendations to MoWA for future cooperation with it.
  7. Gender analysis of the Official Development Assistance (ODA) in the Education & Public Behavioral Change sector and in the Governance & Public Administration sector, including identification and analysis of key stakeholders’ contribution to gender in the two sectors as well as recommendations for potential partnerships with the LWGE program.
  8. Description of existing gaps, emerging issues and identification of entry points to enhance gender equality in the Education & Public Behavioral change sector and to promote gender-responsive Governance and gender equality in Public Administration. This is to facilitate involvement of the Ministry of Women’s Affairs and the LWGE program in both sectors.

Required Skills and Experience

Education: 

Advanced university degree (PhD, Master or equivalent) in women’s studies, gender studies, public administration, social sciences, international development or another relevant field.

Experience:

  • Minimum of ten years of relevant experience in policy advice to governments and public institutions for gender equality and/or gender mainstreaming, preferably in South-East Asia.
  • Experience promoting gender equality/mainstreaming in Education sector.
  • Experience in promotion of gender equality in Leadership, Governance and Public Administration.
  • Previous working experience in Cambodia and knowledge of Cambodian institutional context is considered a strong asset

Language Requirements:

  • Excellent verbal and writing English language skills.
  • Knowledge of Khmer language would be an advantage.
