Background

The constitution RDTL provides a provision of special status to Oecusse, stating that it shall be ‘governed by a special administrative policy and economic regime’ (Article 71, Clause 2) and a law on Oecusse has recently been passed by the National Parliament.

UNDP has been providing Policy advice to the Special Economic Zone for Social Market Economy (ZEESM) Office since its establishment and has developed a program to support ZEESM conceive, establish and support governance and sustainable and innovative development structures and systems in Oecusse. The framework for UNDP’s support to Oecusse ZEESM is built around two components: (i) governance (ii) sustainable and innovative development. Thus, as part of the roll out process of ZEESM there is a need to formulate policies and provide high quality advice to support priority areas that have clear and strong forward linkages to the ZEESM. The proposed assistance is aligned with the priorities of the Fifth Constitutional Government as articulated under Timor-Leste Strategic Development Plan 2011-2030 to establish special zones of social market economy to transform the lives of the people of Oecussi with an integrated approach to sustainable, social and economic development. The Admin/Finance Associate in Oe-cusse will work under the direction of the Project Manager in constant coordination with HR and procurement department in UNDP’s office in Dili.

Duties and Responsibilities

Under the supervision of the Project Manager (PM) in close consultation with the Financial Operation Unit of the UNDP Country Office and the Admin/Finance Associate the intern will support financial and related activities of ZEESM Project, are implemented in a timely manner in strict accordance with UNDP’s set rules, guidelines and procedures.

The intern will have the opportunity to learn about UNDP policies and procedures related to HR and procurement.

Ensure administration of budgets and implementation of finance processes in line with operational procedures:

  • Support the preparation of budget reports - quarterly and annual financial reports as per agreed work plan;
  • Support the preparation of financial ad-hoc reports upon request of PM or by UNDP Management;
  • Maintenance of accounts receivables for the programme and inform PM and Project Board on need to follow up on contributions.

Principle accounting, cash management and administrative support functions:

  • Support the preparation of requests for payments, requisitions and required vouchers and ensure that all payments and receipts are in compliance with the UNDP Rules and Regulations;
  • Ensure control of supporting documents for payments;
  • Maintenance of internal expenditures control system, which ensures that vouchers and all transactions are correctly processed and recorded in Atlas system;
  • Ensure that payrolls, travel claims or any other financial entitlement are duly processed and ensure timely correction actions on any financial or budget errors;
  • Support the preparation of process and monitor petty cash management;
  • Act as focal point for internal and external audits and accounts examinations;
  • Ensure proper filling and record of all transaction;
  • Full compliance of administrative management and inventory ensuring that proper asset management is performed in adherence to UNDSS/UNDP rules, regulations, policies and strategies;
  • Perform any other tasks as required by the PM, Finance assistant and Project Board or designated programme official

Knowledge Building and sharing:

  • Participate in trainings related with administration/management and finance;
  • Contribute to sharing lessons learned and knowledge with the project staff or related CO staff.

Required Skills and Experience

Applicants to the UNDP internship programme must at the time of application meet one of the following requirements:

(a) Be enrolled in a graduate school programme (second university degree or equivalent, or higher);

(b) Be enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent);

(c) Have graduated with a university degree (as defined in (a) and (b) above) and, if selected, must start the internship within one-year of graduation.

Language Requirements:

  • Fluency in English (written and spoken), and an ability to summarise and present information;
  • Working knowledge of Tetun, Bakeno and Portuguese? is an advantage.

Financing the Internship:

The internship does not pay for internship. Costs associated with the internship must be borne by the nominating institution, related institution or government, which may provide the required financial assistance to its students; or by the individual, who will have to obtain financing for subsistence and make his or her own arrangements for travel, accommodation etc.

Career Opportunities:

The purpose of internship is not to lead to further employment with UNDP but to complement an intern’s studies. However, a number of interns, having completed their studies and met the necessary requirements, have gone on to further assignments in the United Nations system through success in competitive recruitment process.
