Background

UNDP recognizes the need to further improve coordination of its development programming and enhance the communication of its development results. To ensure that UNDP Liberia’s development results are communicated within the organization and to the external publics, it is imperative the capacity of its Communication Staff is enhanced to effectively support communication for development through the promotion of professionalism. A good video collection is one of the key variables for ensuring high quality publications. Consequently, the Communications team will need to acquire the requisite skills in video production and editing, as well as improve social media skills. A professional Trainer is to be commissioned to conduct hands-on training for UNDP Communication Staff in the areas specified to support UNDP information/messages.

Duties and Responsibilities

Specifically, the consultant will perform the following tasks:

  • Prepare a training Plan with deliverables
  • Produce a step by step guideline/manual to help staff as refresher whenever needed
  • Training must take into consideration options for video softwares; uploading and downloading, converting to you-tube version; utilizing skills on social media
  • Consultant will be responsible to provide all necessary materials for the training but will request any technical support needed from UNDP/ IT
  • Assist when needed and becomes imperative to produce a good 10-minute video documentary of key UNDP programmatic activities
  • Provide training on improving Social media skills of Communication staff
  • Consultant will be required to use own equipment and be capable of delivering high quality/resolution of raw and finished products
  • Consultant will be required to assist with installation where necessary, of Communication software being procured for Communication Unit.

Deliverables 

  • Prepare a training Plan :  1st week of Training;
  • Produce a step by step guideline/manual to be used by staff during the training and help staff as refresher whenever needed: 
  • Video softwares; recording, producing editing, uploading and downloading, converting to you-tube version; utilizing skills on social media: 
  • Provide training on improving Social media skills of Communication staff: 
  • Assist Staff produce a good 10-minute video documentary of key UNDP programmatic activities.

Required Skills and Experience

Education:

  • High School Certificate with Training Certificate(s) in the required field
  • College degree is an added advantage;

Experience:

  • Minimum 5 years of prior experience in conducting similar projects/activities;
  • Candidate must be a Video Editor;
  • Consultant must have a minimum of prior 3 years training experience.

Language Requirement:

  • Fluency in written and spoken English.

Evaluation criteria:

Shortlisting: Education = 4 points : Experience = 6 points; 7 points required for pass to the desk review process

Technical proposal (desk review)

  • Technical skills, given by qualifications and training record (20 points);
  • Overall experience in the provision with the services given above (50 points);
  • Adequacy of competencies & skills responding to the Terms of Reference (30 points).

To be qualified candidate should obtain minimum 70% of the total 70 points.

Contract Award

Contract will be awarded to highest scored candidate (technical score + financial scores)/100
Rating will be as follow:

Rating the Technical Proposal (TP):
TP Rating = (Total Score Obtained by the Offer / Max. Obtainable Score for TP) x 100

Rating the Financial Proposal (FP):
FP Rating = (Lowest Priced Offer / Price of the Offer Being Reviewed) x 100

Total Combined Score:
(TP rating) x (Weight of TP, e.g. 70%) + (FP Rating) x (Weight of FP, e.g., 30%)
Total Combined and Final Rating of the Proposal: The higher combined score will be recommended.
