Background

The UNDP Local Governance Program aims at strengthening institutional capacities of sub-national governments as well as the engagement and networking capacity of citizens including CSO and media notably at the township level in local planning, inclusive local development and people-centred service delivery. A component of the program envisages the establishment of a Township Development Grant structured around the main phases of the public expenditure Management cycle, such as participatory planning and budgeting, implementation and contracting, monitoring and evaluation. To support the implementation of the TDG and participatory planning processes UNDP is providing the Government of Myanmar with substantial capacity development in areas such as accountability and transparency, participatory planning and budgeting, revenue and expenditure management and procurement.

One of the key groups involved in the participatory planning process is the Ward/Village tract administrators, the lowest tier of elected persons in Myanmar. Out of the nearly 17.000 W/VTAs only 88 are women and as part of the above mentioned project UNDP is providing specific capacity development for these women. Part of that is a study tour to Cambodia to learn from the experiences of empowering female commune councilors and other work on gender empowerment and enhanced gender equality in Cambodia.

Recognizing the progress made by some other countries in the ASEAN region in introducing the principles of participation, gender mainstreaming and greater gender equality, in particular in planning and budgeting. Mindful of the importance of South-South cooperation, UNDP intends to organize a study tour for a group of 24 female ward/village tract administrators two from each state and region of Myanmar and three officials to the Royal Kingdom of Cambodia to stimulate exchange of experiences in the region.

The overall objective is for female W/VTAs and GAD officials to gain experience and knowledge on the role of women in local development and leadership. The specific objectives are to enhance the understanding of:

  1. Cambodia’s sub-national governance structure with emphasis on (female) CS councilors; the local development fund modality (CS and District/Municipality Fund) and linkages to Cambodia’s National Planning Framework
  2. CS councilors’ responsibilities and practical experiences of local development planning (women and men), including monitoring of development outcomes by engaging local communities and experiences of overcoming gendered barriers to participation and female leadership, including the involvement of men.
  3. The role of Village Chiefs in security matters, including conflict resolution, disaster management and civil registration National policies and local practices promoting gender equality and human rights awareness

Duties and Responsibilities

The consultants will provide assistance on the study tour as follow:

  • facilitation of contacts with officials, interlocutors;
  • planning, preparing and attending meetings and field visits;
  • documentation / summarizing of meetings;
  • facilitation of information, reports, documents; acquisition of relevant documents / legislation
  • elaboration of short inputs for mission deliverables;
  • translation Khmer - English and vice versa;
  • discussion of selected subject matters with team.
  • analysis of and commenting on draft documents produced by team
  • any other related activity as defined by team leader.

Required Skills and Experience

Education:

  • Academic degree (MA, PhD preferred) in public administration, social sciences, economics, law or related field.

Experience:

  • At least 7 years of relevant works experience and solid knowledge of public administration in Cambodia.
  • Experience in working with government and civil society in Cambodia;
  • Experience in social political and economic analysis and documentation, possibly media.

Language Requirement:

  • Excellent verbal and writing English and Khmer language skills.
