“Human development is about people, about expanding their choices to live full, creative lives with freedom and dignity. Economic growth, increased trade and investment, technological advance – all are very important, but they are means, not ends. Fundamental to expanding human choices is building human capabilities: the range of things that people can be. The most basic capabilities for human development are living a long and healthy life, being educated, having a decent standard of living and enjoying political and civil freedoms to participate in the life of one’s community.”

For more than a decade, national and regional Human Development Report (HDR) teams have been helping to advance the human development conceptual framework and apply it to the most pressing development challenges of the day. Now published in over 135 countries, these reports, grounded in thorough analytic research, have become dynamic advocacy tools. They are helping to generate lively debates around the policies and actions needed to accelerate human development and achieve the Sustainable Development Goals.

With the recent fluctuations in oil prices leading to the decrease in the Kuwait’s national income, an emphasis on improving the standards of living will need to be addressed. The Kuwait Human Development Report will be a stepping ground for policy makers to address certain aspects that will lead to development within the country.

With education being one of the main pillars of human development, the report theme will be on education with a focus on private education. This theme will give policy makers an insight on the private education in contrast to public education.

The National Human Development Report (NHDR) is being prepared with direct supervision from the UNDP and the General Secretariat for the Supreme Council for Planning and Development (GSSCPD) as lead institution. A joint board is established to coordinate the NHDR process which has overreaching responsibility for HDR production, launch, advocacy, and follow-ups.

In order to ensure successful preparation and to form common understanding of NHDR process & methodology, the UNDP is seeking to recruit a trainer specialist to facilitate a workshop targeting project team and counterparts. The role of the trainer specialist is to design and facilitate the workshop. The design of the workshop will need to be carefully calibrated with the composition and level of experience, needs and expectations of the trainees.

Duties and Responsibilities

The Trainer is expected to fulfill the following tasks:

 

1. Undertake workshop preparation

  • Conduct a pre-assessment for the team attending the workshops.
  • Develop the concept note, agenda, detailed programme and methodology for the workshop.
  • Draft a preliminary overall design of the workshop covering methods to be adopted ensuring they are interactive and provide hands-on learning experience.
  • Prepare activities, presentations and other materials to ensure interactivity during the workshops.

 

2. Conduct and facilitate the workshop with emphasis on the following:

  • Describe the NHDR and its methodology in accordance with the Toolkit of preparing NHDR
  • Explain the human development concept, principles, measurement, its policy application, and HDR value added to human development approach.

3. Assume the following post workshop responsibilities:

  • Prepare a final report that includes summary of workshop conducted, methodology covered and challenges & recommendations for future similar workshops.
  • Post- assessment of participants to be included in a final report.

 

.Expected Outputs and Deliverables

The Human Development Trainer is expected to produce the following:

 

  • Design/Lesson Plan for workshop.
  • Workshop conduction and facilitation
  • Workshop report summarizing discussions, participant feedback as well as pre and post assessment of staff.

Required Skills and Experience

I. Academic Qualifications:

  • Bachelors Degree in Social Science, Human Development, or any other related fields.

II. Years of experience:

  • Minimum 7 years of relevant work experience with training workshops including for United Nations and/or other international, regional or bilateral development organizations;
  • Proven experience with working on HDRs on national level and facilitation of training workshops on HDRs.
  • Background knowledge about the 2030 Agenda for Sustainable Development, the United Nations and UNDP is highly desirable.
  • Experience working with International Organizations and/or working on internationally recognized reports

III. Language Requirements:

  • Excellent command of English and Arabic languages (Written and Oral)

Scope of Price Proposal and Schedule of Payments

Lump Sum Amount

  1. Clearly state that the lump sum amount must be “all-inclusive

  2. Clearly state that the contract price is fixed regardless of changes in the cost components;

Evaluation Cumulative analysis:

Total score=Technical Score + Financial Score.

Technical Criteria weight - 70%, 700 scores maximum 

Financial Criteria weight - 30%. 300 scores maximum

 

Only candidates obtaining a minimum of 490 from 700 point in the Technical part of evaluation would be considered for the Financial Evaluation

 

The selection of candidates will be done in 3 stages:

 

1st stage: Prior to detailed evaluation, all applications will be thoroughly screened against eligibility criteria (minimum qualification requirements) as set in the TOR in order to determine whether they are compliant/non-compliant.

Financial Evaluation Criteria

Maximum obtainable points – 300 (30%)

 

3rd stage: Financial evaluation

Cumulative analysis will be used based on the following methodology: All the offers of individual consultants who scored 490 (70% from 700) and more points during the desk review are acceptable for financial evaluation. The lowest financial qualified proposal receives 300 points and all the other technically qualified proposals receive points in inverse proportion per the formula:

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.

 

Documents to be included when submitting the proposals

  1. Duly accomplished and signed Offeror’s letter/filled-in template to UNDP confirming interest and Breakdown of Costs Supporting the Final All-Inclusive Price as per Template. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;

  2. Complete and signed P11 form, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate;

  3. At least three (3) professional references;

  4. Brief description of why the individual considers him/herself as the most suitable for the assignment.

  5. Technical Proposal of how the consultant will carry out the required assignment, with a clear Methodology.

  6. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
