Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Joint Programme developed with UN-Habitat aims towards enhancing the Right to the City for All in Kosovo and FYROM with a focus on improving public space and urban safety.
Citizens of South-eastern Europe are demanding that governments be more responsive in delivering public services, including those related to urban safety and the use of public space. At the same time, civil society networks report that urban safety issues continue to impact how women and girls perceive and use public space. While local authorities in the Balkan Region have shown progress in developing and creating public space in selected urban centers, the supply, diversity, as well as universal and safe accessibility to public space still requires major improvements. This calls for further participatory and evidence-based public policy development in addressing the needs and priorities of urban dwellers, with a particular emphasis placed on the experiences of women and girls, since their right to the city is often adversely affected by feelings of insecurity and fear of crime and violence. The programme targets sustainable urban development and public space by promoting equality, mutual trust and safety, inclusiveness, accessibility and overall quality of life. It aims to enhance the right to the city for all by reducing gender inequalities in access to public space and attempt localising and benchmarking selected Sustainable Development Goal 11.7 and related indicators as a basis for decision-making and policy development.

To support the implementation of selected activities of the Joint Programme, UN Women is seeking an International Consultant, who under the direct supervision of UN Women Kosovo, Head of Office will draft a Regional Project Document on Public Space and Urban safety from gender perspective building on Pristina and Skopje experiences and recommendations triggered from the Regional Conference to be held in December 2017. The Regional Project Document will be covering Kosovo, FYROM, BiH, Montenegro, Serbia and Albania.

Duties and Responsibilities

Main objective of the assignment: In coordination and articulation with UN Women and UN-Habitat and other partners in the region, draft a Regional Project Document on Public Space and Urban safety from gender perspective in close consultation with and building on the ongoing project “Towards enhanced Right to the City for All women and girls in Kosovo and FYROM with a focus on improving safety in urban public spaces”.
The consultant is expected to have online consultations with UN Women Heads of Offices in each of the above mentioned countries.

Main tasks of the assignment:
The Consultant will work with assigned officers from UN Women, UN-Habitat and partner entities. In this capacity, he/she will be responsible for the following duties:

  1. In close collaboration with the UN Women and UN-Habitat in Kosovo and Macedonia, develop a detailed work plan, and methodology for the drafting of the Regional Programme Document and related consultation processes with the identification of milestones and timelines for specific activities;
  2. Conduct a desk review and consolidate the data from the existing reports and documents regarding? Public Space and Urban safety from gender perspective;
  3. Conduct a mapping of government and civil society stakeholders, UN agencies and development partners working on Public Space and Urban safety from gender perspective to inform the development of the Programme Document;
  4. Facilitate consultations/dialogue with stakeholders identified in the mapping exercise to identify programming gaps and opportunities and build consensus and support for the future programme. This will involve making preparations for and conducting 2 (two) field missions in collaboration with UN Women and UN Habitat staff/personnel in Kosovo;
  5. Based on this participatory approach, draft a Regional Programme Document focused on Public Space and Urban safety from gender perspective; the programme document will include at least: context and programme response; goals, objectives and priorities; programme approach, rationale and main challenges to be addressed; activities and outputs; partners and synergies; management arrangements; programme implementation and financing;
  6. Participate at the Regional Conference on Public Space and Urban safety from gender perspective to take place in Skopje in December 2017
  7. Incorporate the recommendations from the conference in the Regional Programme Document;
  8. Share draft programme document with relevant UN Women and UN Habitat colleagues and other key stakeholders for their comments;
  9. Based on received comments and following consultations, draft final Programme Document.

Duration and Remuneration:

  • The duration of the contract is for maximum 25 working days in the period of November 06 - December 20, 2017

  • The 30 % of the total amount will be disbursed after the first field mission, and the remaining balance of 70% will be disbursed upon the approval of all deliverables by the UN Women Head of office.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in urban planning and management, human rights, law, gender/ women’s studies, international development, or a related field is required;

Working experience:

  • At least 5 year of relevant work experience in writing high level report, concept papers and programme proposals;
  • Previous experience in development assistance or related work for an international agency or donor organization or NGO, including at international level in transition countries, especially in the Balkans;
  • Understanding of sustainable urban development issues and opportunities, preferably in relation to public space;
  • Experience in the field of Urban Management & Gender Equality is an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Demonstrated ability to work in a team;
  • Functional computer skills in Windows environment, knowledge of Internet communications and command of MS Office applications (Power Point, Word, Excel,);
  • Previous experience with UN would be an asset.
