Background

The United Nations Office for South-South Cooperation (UNOSSC) aims to be a robust knowledge hub providing advisory and consulting services to Member States, UN entities, IGOs, NGOs and other stakeholders on South-South and triangular cooperation (SSTC). It enables developing countries to effectively face their development challenges and harness opportunities to address them, while monitoring progress on the implementation of the Buenos Aires Plan of Action, New Directions Strategy and the Nairobi Outcome Document.

UNOSSC engages with Member States globally, regionally, as well as within the United Nations system to facilitate practical expressions of Southern solidarity towards the achievement of internationally agreed development goals. UNOSSC ensures that our southern constituencies have timely access to high quality analytical planning, mapping, programming, and reporting on data, trends and opportunities that will propel South-South and triangular cooperation in ways that ensure success.

In light of the growth of South-South cooperation and increasing importance of UNOSSC’s mandate, the Office, as part of its vision to enhance knowledge sharing and matching of development cooperation through South-South and triangular cooperation, is encouraging countries and institutions to publish their successful policies, initiatives and activities that led to the achievement of some of their development goals.

The Global South-South Development Expo (GSSD Expo) is a United Nations system-wide global event that is organized by the UNOSSC in its capacity as the General Assembly-mandated global and United Nations-wide facilitator of South-South and triangular cooperation, with full United Nations system-wide support and participation including the United Nations specialized agencies and programmes.

Building on past successes and driven by the strong desire of the international community to continue to share and exchange South-South development solutions, the GSSD Expo 2017 will be hosted by the Government of Turkey in Antalya, with full participation from the United Nations system as well as non-state development partners.

OBJECTIVES:

Through this report UNOSSC aims to provide its development partners hosted at the GSSD Expo – including governments, civil society, academia and the private sector, as well as the United Nations agencies, funds and programmes – a platform to advance their South-South cooperation agenda and share their development successes.

The objectives of this report:

  1. Provide other governments, development partners and any other interested stakeholder, with basic information on South-South cooperation initiatives as featured at the GSSD Expo 2017;
  2. Share with other developing countries, the foundations of successful development undertakings; and
  3. Act as a window for development partners to see and recognize opportunities for collaboration that exist in the South.

Duties and Responsibilities

DESCRIPTION OF THE ASSIGNMENT:

Reporting and data gathering on site at the 2017 Global South-South Development Expo, followed by the production of a report on the proceedings. The report will: (i) report on the proceedings of the Global South-South Development Expo 2017; (ii) highlight and report on policies, programmes, solutions etc. presented during the Expo; (iii) articulate the role and contribution of the Government of Turkey in hosting the Global South-South Development Expo 2017, and in facilitating international development through South-South and Triangular cooperation mechanisms; and (iv) highlight the role of the United Nations Office for South-South Cooperation in organizing the event and supporting South-South and triangular cooperation.

SCOPE OF WORK:

Under the overall supervision of, and in close collaboration with, the Strategic Communications Advisor, UNOSSC, the incumbent will be responsible for reporting and development of the final report.

Key responsibilities include:

  • Comprehensive note-taking and reporting onsite at the event
  • Delivering daily summaries during the Expo and a closing summary
  • Compiling reporting and photos from the event
  • Writing and editing messages, articles, and stories for the report
  • Compiling a comprehensive Annex describing all solutions shared at the Expo
  • Developing ideas for infographics, charts and images that creatively convey key messages/data
  • Drafting, proofreading, and completing the final content of the publication (about 160 pages)

ANNOTATED OUTLINE OF PUBLICATION:

The main target audiences of the report are policy makers and development practitioners (including diplomats in the economic section with an interest in development cooperation data) United Nations agencies, and academics. For consistency of definitions, concepts and further guidance on South-South cooperation and triangular cooperation, reference can be made to the Buenos Aires Plan of Action (BAPA), New Directions for Technical Cooperation among Developing Countries, and the Nairobi Outcome Document (A/RES/64/222).

1) Delivery of daily summaries- 27,28,29 November 2017

2) Delivery of executive summary for presentation at Expo Closing Ceremony- 30 November 2017

3) Presentation of substantive focus and annotated outline- 8 December 2017

4) Substantive reporting, data and photo collection archived- 15 December 2017

5) First draft report- 31 December 2017

6) Final draft report with comments introduced- 19 January 2018

Work-progress reporting/monitoring meetings will be held with Consultant on regular basis. All activities of Consultant shall be discussed and agreed upon with the supervisor. UNOSSC will be the final authority to control the quality and evaluate the work.

PAYMENT ARRANGEMENT:

Lump sum upon submission of final deliverable, due quality of which is endorsed by Supervisor.

Required Skills and Experience

EDUCATION:

  • Degree in Communications, Journalism, Development or a similar field

 

WORK EXPERIENCE:

  • Minimum of five years of work experience at the national and/or international levels in journalism and report writing
  • Excellent analytical skills and ability to integrate diverse quantitative and qualitative data as demonstrated by prior involvement in producing well thought-out written publications on business, economic, development, and social issues indicators and measurements
  • Works independently and effectively within a team environment
  • Manages and delivers quality deliverables on time
  • Takes initiatives and works independently to carry out tasks and achieve results
  • Familiarity with South-South and triangular cooperation within the international development context an asset

 

LANGUAGE:

  • Excellent writing, editing and oral communication skills in English is required
  • Knowledge of one of the other five official languages of the UN is an asset

 

REQUIRED PRESENTATION OF OFFER AND APPLICATION PROCESS:

Applicants are requested to submit in one file the following documents:

  • Brief cover letter (1 page) outlining experience against selection criteria;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) at least three (3) professional references;
  • Financial proposal indicating all-inclusive lump sum contract for the entire assignment; Do not include travel expenses to Antalya, Turkey.
  • Provide at least two (2) writing samples.

EVALUATION:

Method: cumulative analysis method will be used to evaluate proposals.

The evaluation criteria as shown below shall be used to evaluate all the proposals received. The award of the Individual Contractors Contract shall be made to the individual contractors whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70 per cent

Financial Criteria weight - 30 per cent

 

Technical Proposal (70 per cent of total score)

Selection criteria are as follows:

  1. Demonstrated knowledge of South-South and triangular cooperation substance and principles (25 points)
  2. Prior experience researching and documenting best practices in development cooperation including development of reports, briefing papers, or similar (25 points)
  3. Previous work experience with United Nations entities, development partners, national governments, or similar (25 points)
  4. Excellent writing and editing skills in English, as demonstrated by review of provided writing samples (25 points)

 

Financial Proposal (30 per cent of total score)

Financial proposal shall take the form of a lump sum in USD. Please include a breakdown of the lump sum indicating fees and any other expenses that consultant might think is required for the assignment.

Please do not include in the financial proposal the travel expenses to Antalya, Turkey. Travel arrangements to Antalya, Turkey including air tickets, daily subsistence allowance, terminal expenses, will be arranged by UNOSSC.

The following formula will be used to evaluate financial proposal: p = y (µ/z),

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated;
