Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The European Union and the United Nations have launched the Spotlight Initiative aimed at addressing all forms of violence against women and girls, and harmful practices, which will follow a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. In line with the principles of the 2030 Agenda for Sustainable Development, the Initiative will follow a human rights-based approach and take into consideration the specific needs of women and girls who experience multiple and intersecting forms of discrimination and uphold the principle of “leaving no one behind”.

Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls, in numerous countries globally. In order to ensure coherence, alignment, quality, and strong technical support for a programme of this size with regional specificities, the Initiative will be supported by a Technical Unit. A multi-partner fund has been set up to receive, disburse and manage funds and deliver programmes under the Initiative. The Secretariat for the Initiative will comprise two parts, the programme fund management component (housed at the Multi-Partner Trust Fund Office) and the Technical Unit (housed at UN Women).

The Technical Unit is accountable for the technical quality and coherence of the Fund, it will respond to requests from the Fund’s Strategic and Operational Committee, for support and assistance to: Provide key technical support and guidance in development of country programmes: collaborate with and provide support to technical officers of UN Agencies at country and regional levels to guarantee the technical quality and coherence of the Fund, regularly brief and consult all relevant UN Agencies, serve as a liaison to civil society at the global level to build partnerships and ensure inclusion, ensure timely deployment of technical capacity to country programmes as needed, initiate and support regional programming where there is no regional structure, make the linkages between programming and policy outputs, provide on-going monitoring support for quality assurance, coordinate the evaluation of programmes, and ensure public information, communication and visibility for the Initiative and Conduct analysis and management of the Fund’s knowledge.

The Technical Unit will be led by a Senior Technical Advisor who will work closely with the Fund’s Secretariat, the core implementing agencies (UN Women, UNFPA, UNDP) and the Administrative Agent (MPTFO) and will be overseen by the EOSG.

Under the guidance and direction of the Chief, EVAW section of UN Women and in close collaboration with the Senior Gender Advisor in the Executive Office of the Secretary General (EOSG), the Senior Technical Advisor is responsible for 1) Providing and managing technical assistance for development and implementation of the Fund’s EVAWG/HP programmes, including for monitoring and tracking results of regional and country programmes; 2) Leading the provision of capacity development in support of the Fund’s programmes; 3) Establishing and strengthening; strategic partnerships with stakeholders, regional and international actors and development partners, including in particular civil society and women’s organizations; 4) Leading the design, development, management and sharing of relevant knowledge products on EVAWG/HP, and 5) Managing the team.


Duties and Responsibilities

Provide and manage technical assistance for development and implementation of the Fund’s EVAWG/HP programmes, including for monitoring and tracking results of regional and country programmes:

  • Work in close collaboration with the Fund’s core implementing agencies to manage the development and implementation of an integrated strategy for the delivery of technical assistance, policy advice, and programme support for the Fund;
  • Work in close collaboration with the Fund’s core implementing agencies, to review and vet country programme proposals;
  • Ensure thought, leadership, and conceptual innovation in the provision of technical expertise;
  • Lead the provision of policy recommendations and guidance to strategic planning and positioning on EVAWG/HP to the Fund’s programmes, in close collaboration with the Fund’s core implementing agencies and other relevant UN Agencies;
  • Oversee the contextualization/localization of programme documents and country strategies;
  • Lead the provision of technical policy advice to the Fund’s programmes, in close collaboration with the Fund’s core implementing agencies;
  • Provide oversight to monitoring and evaluation activities in close collaboration with Technical and Monitoring & Evaluation Specialist;
  • Engage in Strategic Management meetings with the Fund’s core implementing agencies in a timely manner.

Lead the provision of capacity development in support of the Fund’s programmes:

  • Lead the provision of capacity development assistance including directly with all stakeholders aimed at enhancing capacities on EVAWG/HP, including for the implementation of Fund’s programmes on EVAWG/HP;
  • Lead the provision of support to the Fund’s programmes in developing and strengthening policies and programmes and modalities to support the implementation of global norms and standards; and ensuring adequate monitoring;
  • Manage the identification of knowledge and implementation gaps and possible solutions, in close collaboration with the Fund’s core implementing agencies;
  • Lead the development, implementation and monitoring of capacity development initiatives.

Establish and strengthen strategic partnerships with stakeholders, regional and international actors and development partners:

  • Build and strengthen strategic partnerships for the advancement of EVAWG/HP, in close collaboration with the Fund’s core implementing agencies;
  • Function as a liaison and partnership builder with women’s organizations at the global level;
  • Build and strengthen close liaisons with relevant donors and other actors supporting efforts towards EVAWG/HP;
  • Lead the production of periodic updates and briefs on regional/country development situation on EVAWG/HP to be used by all relevant agencies, including the EOSG;
  • Foster the strengthening of key partnerships including to support and feed into global advocacy efforts;
  • Maintain close contact with relevant staff of core implementing agencies, funds and programmes including UN Women, UNFPA, and UNDP.

Lead the design, development, management and sharing of relevant knowledge products on EVAWG/HP:

  • Lead and provide advice to regional/national bodies, in close collaboration with the Fund’s core implementing agencies and other relevant actors;
  • Contribute substantively to thematic and gender equality networks to better connect the Fund and partners;
  • Lead the research, development, and presentation of analytical reports, research papers, briefing notes, background papers, summaries, correspondence on issues related to the Fund;
  • Identify promising practices, technical expertise, and strategic opportunities for the Fund;
  • Coordinate the provision of evidence-based knowledge including research, upstream policy analysis, design and development of guidance and operational tools aimed at strengthening response to EVAWG/HP through the Fund;
  • Conceptualize, develop and ensure implementation of capacity building plans with regional staff aimed at providing knowledge-based and readily useable methodologies to programme for EVAWG/HP at the country level;
  • Provide vision and coordination for key South-South/Triangular Cooperation opportunities in close collaboration with regional and country specialists within and across regions and participating countries, including for knowledge sharing with participating and non-participating countries;
  • Oversee convening of global Fund meetings;
  • Ensure technical skills and knowledge are shared within and among the Fund’s programmes;
  • Ensure management of any relevant knowledge platforms and innovative approaches in EVAWG/HP related to the Fund.

Manage the Ending Violence Against Women and Girls (EVAWG) Global Technical Support Programme Team:

  • Manage the Global Technical Support Programme Team, including managing and overseeing performance reviews;
  • Supervise, guide and coach team members as necessary;
  • Establish the annual workplan and budget and oversee expenditures and reporting;
  • Finalize donor reports as required;
  • Oversee security requirements for the team.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in human rights, international development, international relations or other social science fields is required.

Experience:

  • At least 10 years progressively responsible experience in designing and managing programmes and advocating for gender equality, and EVAWG/HP, ideally with some experience in developing countries;
  • Experience in provisioning of technical assistance, programme, policy analysis, and strategic planning;
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field;
  • Experience working with the UN system is an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of another UN official working language is an asset.
