UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Tanzania is one of UNAIDS 35 Fast track countries requiring urgent accelerated action towards national prevention treatment, care and support and mitigation of the impact of HIV/AIDS. HIV infection among women is significantly higher than men (6.2% vis-à-vis 3.8%). Stigma and discrimination against people living with AIDS remain a challenge and in particular for the key population groups jeopardizing the effective enjoyment of their rights. Women and girls continue to disproportionately bear the burden of the disease and shoulder the negative impacts of the disease, including the burden of caring for the infected. The government’s commitment to mitigate the impact of HIV/AIDS is translated in the national policy response, which is informed by the Joint UN AIDS Strategy 2016-2021 that addresses gender inequalities and gender-based violence to mitigate risk and impact of HIV/AIDS for women and girls.

In Tanzania, UN Women is implementing its Strategic Note 2017 - 2021 to support the national development priorities on GEWE and works closely with UN partner agencies in delivering on the UNDAP II specific outcome which aims to improve, scale up equitable use of proven HIV prevention, treatment, care and support interventions.  Leveraging its role as a UNAIDS co-sponsor, UN Women in Tanzania has been working closely with key partners to strengthen capacities of relevant government institutions, civil society coalitions and organisations of women living with HIV, through provision of technical guidance and development of tools to track and deliver on the national and international commitments for women and girls in the HIV prevention and response. In this regards, UN Women is hiring an expert consultant to support its engagement in the 2018-2019 process for developing the Joint UN Plans on AIDS, including the Country Capacity Assessment and Country Envelope Proposal for Tanzania; and undertake in other related activities  

Under the overall guidance of the Country Representative and direct supervision of the Deputy Country Representative and in general consultation with the Programme Analyst, VAW, Human Rights and HIV/AIDS; the HIV Consultant is responsible for supporting and developing UN Women’s engagement in the development of UN Joint Program on HIV/AIDS initiatives in Tanzania. The Gender Equality and HIV Expert consultant will be guided by the UN Women’s Strategic Note and the UNDAP II and will work in close collaboration with the HIV/AIDS Working Group, UNAIDS and Tanzania Aids Commission (TACAIDS) and other relevant stakeholders.

Duties and Responsibilities

More specifically, the consultancy will involve the following duties and responsibilities:

  • Explore, identify, support and develop programme/grant proposals, including the Country envelopes and others in line with UN Women’s thematic and geographic priorities with a focus to increasing UN Women cooperation in all its key policy areas;
  • Lead HIV resource mobilization efforts for UN Women’s VAW/HIV programme;
  • Maintain regular liaisons with key donors and identify resource mobilization opportunities;
  • Organise, participate and represent Unwomen in advocacy meetings, workshops and other meetings related to specific HIV/AIDS issues, as well as in technical working groups, inter-agency task forces, UN theme groups on HIV/AIDS, UNDAP and other relevant forums, in line with the HIV/AIDS mandate;
  • Assist TACAIDS in building national capacity for enhanced policy development, coordination, sound monitoring and evaluation with regard to Gender HIV/AIDS prevention in the UN Women key areas;
  • Contribute to developing strategic partnerships with key stakeholders, including national and  local authorities,  communities, civil society organizations, private sector, relevant international stakeholders in the country, other UNAIDS Cosponsors;
  • Assist with the TACAIDS project closure as well as ensuring the required follow up to new partnerships in the context of VAW and HIV.


  • Clear establishment of strategic partnerships with multi stakeholders- government, inter-agency mechanisms, CSOs and women’s associations to continuously promote gender equality and VAW programming in the HIV prevention and response;
  • Enhancement of policy development, coordination and M&E with regards to Gender and HIV Prevention to TACAIDS;
  • Resource mobilization strategy for addressing VAW/HIV programme;
  • Potential list of partners on VAW and HIV prevention ;
  • Representation of UN Women in advocacy meetings, national and local policy discussions, workshops and other meetings related to specific HIV/AIDS and its gender dynamics.

Required Skills and Experience


  • Minimum of Master's degree or equivalent in Gender, Public Policy, International Relations, Development studies or other related disciplines.


  • A combined HIV/AIDS,  gender equality and women’s human rights background will be an asset;
  • A minimum of seven years of professional experience in the field of gender and HIV/AIDS, gender audit, public policy research at a national or international level;
  • Experience in HIV /AIDS programming from a gender perspective, with extensive knowledge of the Tanzania HIV/AIDS issues, programming frameworks
  • Strong knowledge of the government system, procedures, policy frame working and HIV/AIDS coordination systems in Tanzania;
  • Extensive experience as a researcher on gender and HIV/AIDS;
  • Experience in working with UN, international organizations and/or research and training institutions, with specific emphasis on gender and HIV/AIDS;
  • Demonstrated hands-on experience as a researcher, and documentation of best practices, development of knowledge products and advocacy materials and tools in the field of gender and HIV/AIDS in Tanzania;

Language Requirements:

  • Written and oral proficiency in English is required;
  •  Knowledge of one or more local language is highly desirable.
