Background

The Capacity for Disaster Reduction Initiative (CADRI) is a global partnership composed of 15 UN and non-UN organizations: FAO, OCHA, UNDP, UNICEF, WFP, and WHO as Executive Partners, and IFRC, IOM, OECD, UNESCO, UNFPA, UNITAR, UNOPS, WMO, and WB/GFDRR as Observers.

The Partnership was established in 2007 with a view to increase the capacity of the UN System to support countries to implement the Hyogo Framework for Action (2005-2015). Since its creation, it has significantly evolved from a training programme to a broad capacity development facility geared towards supporting countries development of a coherent framework to prevent, manage and recover from the impact of disasters in line with the Sendai Framework for Disaster Risk Reduction (2015-2030).

The CADRI Partners have recently embarked on the design of CADRI third programmatic phase from 2018 to 2022. This is taking place against a significantly changed global agenda. The synchronous adoption of four global agreements - the Sendai Framework for Disaster Risk Reduction, the Sustainable Development Goals (SDGs), the Paris Climate Agreement, and the World Humanitarian Summit (WHS) - have signaled a shift away from managing crises to proactively reducing their risks. They all reinforce the importance of adopting a more anticipatory and risk-informed approach to development and humanitarian crises. In addition, the UN Secretary General’s reform agenda places prevention a cross-cutting theme that needs to be systematically integrated in all UN policies, programmes and operations.

  • The Sendai Framework focuses on anticipatory action, managing risks and addressing underlying risk drivers. It puts more emphasis on risk governance at national and local level, and mainstreaming risk reduction into sectors.

  • The 2030 Agenda places risk at the heart of its 17 Goals. There are 25 targets related to DRR in 10 of the 17 SDGs, firmly establishing the role of DRR as a core development strategy. Contrary to the MDGs, the SDGs have a standalone goal on climate change.

  • The Paris Agreement and its Intended Nationally Determined Contributions (INDCs) present a driver for integrating climate with development. It has direct implications for DRR, including a global goal on climate adaptation that considers enhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change.

  • The WHS concluding Commitment to Action places emphasis on vulnerability reduction and risk management, increased capacity for early action and preparedness, and more joined-up action to bridge the humanitarian and development divide.

    In designing the CADRI new programming phase (2018-2022), different service delivery modalities will be explored. Under the current phase, to deliver capacity development services to countries, the CADRI Partnership leverages a network of 90+ United Nations & Red Cross/Red Crescent DRR experts from 16 regional hubs. Additionally, the CADRI Partnership has a standing agreement with the United Nations Disaster Assessment and Coordination (UNDAC) mechanism to deploy UNDAC member states expertise in disaster preparedness. The UNDAC mechanism has fostered valuable country-to-country experience sharing.

    CADRI Partnership experience with UNDAC paved the way to exploring other opportunities through which CADRI can foster country-to-country or South-South collaboration in support of implementation of the disaster risk reduction, climate change and sustainable development agendas. Recognizing the breadth of expertise, good practices and resources that have accrued in all countries during the decades of implementation of the MDGs, as well as the increasing engagement of emerging economies, country-to-country, South-South or Horizontal cooperation has become a valuable capacity development strategy where countries can learn from their peers facing similar challenges about overcoming implementation bottlenecks. The CADRI Partnership can act as a facilitator and convener, and facilitate matching of demand and supply.

Duties and Responsibilities

The assignment is meant to contribute to the design of the new Partnership programmatic phase (2018-2022). The objective of the assignment is to define a set of options for country-to-country/ South-South/ horizontal cooperation modalities for delivery of capacity development support in disaster risk reduction and climate change action, based on a mapping of relevant existing country-to-country or South-South cooperation initiatives at either national, regional or global levels.

The consultant role consists of the following specific duties and responsibilities:

Identification of successful country-to-country / South-South / triangular cooperation mechanisms in any field (not necessarly DRR or CC) supported by multilateral or bilateral agencies including BRICS countries/ The consultant will define success criteria such as sustainability, cost effectiveness, use…). The analysis of success criteria will serve to design a mechanism relevant to the CADRI Partnership.

Mapping of existing country-to-country or South-South cooperation initiatives that may be relevant to capacity development in disaster risk reduction and climate change action (i.e. on environmental management; climate change; agriculture/ food security; etc.);

The mapping shall be presented in a matrix format, comprising name of initiative, contributing country/ institution; recipient countries/ regions; examples of services/ deliverables; links to online platform; contact details.

The matrix shall be shared with the CADRI Coordinator after completion, and before the options paper is developed.

The mapping will serve to take stock of what is existing and avoid any overlap with future CADRI activities

Options Paper for country-to-country or South-South cooperation mechanism for the CADRI Partnership

  • The Options paper shall comprise a set of 3 to maximum 5 types of country-to-country or South-South cooperation modalities relevant or applicable to the CADRI Partnership types of services and delivery modality;
  • Each modality proposed shall include a description of its purpose, delivery mechanism, expertise available/ required, an estimation of annual or service costs, as well as a comparative table of pros and cons for that particular modality;
  • The Options paper shall be shared with the CADRI Coordinator in Zero draft form, and in full form, once completed.

Cover Note:

Required Skills and Experience

Academic background

  • Master’s degree in DRR/ environment/ climate change/ economics/ sociology/ global social policy/ development studies/ political science/ international relations or related programme.

Experience

  • M.A. in the field of development, international cooperation, law, environmental management, disaster management, climate change;

  • A minimum of three years of experience with South-South/ horizontal cooperation initiatives;

  • Proficient knowledge of sustainable development agenda, climate change, disaster risk, humanitarian assistance and/ or environmental sustainability;

  • Knowledge of the UN system and UN-led South-South/ horizontal cooperation initiatives;

  • Demonstrated capacity to collect and analyze data and identify trends and prepare reports;

  • Proficient knowledge of MS Office applications such as Word and Excel, including graphic development (Word Art or other).

Languages

  • Fluency in English, both written and oral, is required;

  • Knowledge of another UN official language is desired.

Criteria for Selection of the Best Offer

Candidates will be evaluated using a combined scoring method with the qualifications and methodology weighted at 70% and the price offer weighted at 30%.  Only candidates obtaining a minimum of 49% (out of 70%) points on the technical qualifications part will be considered for the Financial Evaluation.
