UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

One of the key areas of UN Women work in Ukraine is Women, Peace and Security (WPS). In partnership with the Office of the Vice Prime Minister on European and Euro-Atlantic Integration, UN Women provides support to the national security sector institutions, including the Ministry of Interior, in implementation of the UN Security Council Resolution 1325 and the subsequent resolutions on Women, Peace and Security. UN Women supports the state institutions with the implementation of the National Action Plan for Implementation of UNSCR 1325 on Women, Peace and Security for 2016-2020 (NAP 1325), which represents the vision of the government for the gender-specific response to the conflict and its consequences. The NAP includes several areas of responsibility of the state institutions on mainstreaming gender into peace and security agenda, including: increasing women’s participation in peacebuilding processes and peacekeeping operations, conducting a gender assessment and providing gender-responsive services to people affected by conflict, combating conflict-related sexual violence, ensuring human rights and protection of women’s rights, among other priority actions.

The national security and defense sector is one of the priority national reforms under the Strategy for the Sustainable Development of Ukraine - 2020. The Government implements the National Security Strategy (2015-2020), adopted 26 May 2015, which aims to achieve the national security priorities, the reforms envisaged by the Association Agreement between Ukraine and the EU and the Sustainable Development Strategy 2020. The Strategy includes the protection of human rights among its goals. On 20 May 2016, the President signed the Strategic Defense Bulletin, which serves as a roadmap for the reform, to change the policy, planning and resource management systems, and introduce a new division of authority, functions, duties and responsibilities in defense. The Government is committed to implementation of the Women, Peace and Security agenda as a part of the reform.

To support Ukraine’s security sector actors to comprehensively integrate the Women, Peace and Security agenda in the security sector reforms, UN Women and the Office of the Vice-Prime Minister on European and Euro-Atlantic Integration, in close collaboration with Ukraine’s Ministry of Interior and Ministry of Defense, conducted a gender impact assessment of the security sector in 2017. The assessment reviewed performance effectiveness, laws, policies and planning, community relations, accountability and oversight, personnel and institutional culture, as well as suggestions for the establishment of a system of gender advisors in the security and defense sector. A Gender Equality Strategy (2017-2020) is being developed based on the results of the Gender Impact Assessment and in line with the five strategic objectives of the Strategic Defense Bulletin.

To ensure comprehensive gender mainstreaming, as well as to institutionalize the implementation of the Women, Peace and Security agenda in the law enforcement reform, the Ministry of Interior has drafted the Plan on Actions for the Implementation of the UNSCR1325 for 2017-2020 with respective monitoring and evaluation matrix.

To support the Ministry of Interior to further integrate and implement the Women, Peace and Security agenda within the work of Border Guards, National Guards, Emergency Service, National Police and the Migration Service, the NAP 1325, the Gender Equality Strategy, and the NATO Partnership goals on gender equality, UN Women will support the Ministry with the establishment of three Gender Advisors to provide support in the areas of policy, capacity-building/training and coordination, monitoring and evaluation. The Gender Equality Policy Advisor will be responsible for providing day-to-day policy advisory support to the Ministry of Interior to ensure gender is mainstreamed into all relevant policies and reforms to support the implementation of the Plan on Actions for the Implementation of the UNSCR1325 for 2017-2020, as well as the implementation of gender equality and women’s human rights commitments by departments of the Ministry, as well as Border Guards, National Guards, Emergency Service, National Police and the Migration Service.

Duties and Responsibilities

Under the overall guidance of the UN Women Country Programme Manager/Head of Office, and direct supervision by the Programme Manager, the Gender Equality Advisor (Policy) will provide day to day policy support to the Deputy Minister on European Integration of the Ministry of Interior of Ukraine through technical advice and policy expertise in the area of Women, Peace and Security (WPS) and the implementation of the WPS agenda in the respective institutions. The assignment will include but will not be limited to the following tasks:

1.Under direct supervision of the Deputy Minister on European Integration of the Ministry of Interior develop a work plan for the provision of advisory services, including tasks, indicators for measuring progress, as well as timeline

  1. Directly support the Ministry of Interior with the analysis and evaluation of the status of the reforms from the perspective of the integration of gender equality and the women, peace and security framework into all relevant policies
  2. Help to identify entry points for the further integration of gender perspectives into the institutions’ policies and regulations to further support the implementation of the MOI Action Plan on the Implementation of the UNSCR 1325
  3. Support the development and/or revision of internal policies, guidelines and regulations to ensure they are in line with national commitments to CEDAW, UNSCR resolutions on women, peace and security, the SDGs (particularly SDG 16) and other international and regional frameworks
  4. Support the management to ensure its policies and practices are in line with international standards regarding documenting and investigating incidents/allegations of sexual harassment, gender-based violence, sexual violence and/or any other human rights violations related to gender inequalities.
  5. Provide gender policy analysis to support the operational and security reforms planning process.
  6. Collect and disseminate information regarding national policies and procedures on gender related issues, including the implementation of UNSCRs 1325 and related resolutions.
  7. Share information on methodologies, tools and good practices for analysis of policies and legislation from a gender perspective, particularly within the security sector;
  8. Write brief Monthly Progress Reports and additional reports on the implementation of UNSCR 1325 and its subsequent resolutions, as well as NATO Programme Goals on gender equality and the status of the integration of gender in the policies and reforms of the MOI.
  9. Cultivate relationships and liaise with all elements of the institution’s staff to facilitate integration of UNSCR 1325 and gender perspectives in their policy work and to promote awareness of the benefits of effective integration of a gender perspective into all areas of the security sector.
  10. Participate in regular coordination meetings with all Gender Advisors in the Ministry of Interior
  11. Take part in the learning sessions and trainings on Women, Peace and Security, including those organized by UN Women.

  • UN Women and the Ministry of Interior of Ukraine will provide the Consultant with background materials related to the assignment.
  • The Ministry of Interior will provide the consultants with the space and access to the internal institutional documents.
  • The consultant is expected to work using her/his own computer.

Performance evaluation:

  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on a month by month basis to the consultant.

Financial arrangements:  

  • Payment will be disbursed on monthly basis upon receipt of the deliverables (as per above matrix) and their certification by the Ministry of Interior and UN Women Programme Manager that the services have been satisfactorily performed.

Required Skills and Experience

Qualifications Education:

  • Advanced (Masters) degree in social sciences, law, public policy/administration, economics, development studies, gender studies or similar.


  • Minimum 3 years of relevant experience in the field of gender equality and policymaking and providing technical support to government, parliament, civil society, and/or international organizations;
  • Proven knowledge of UN SCR 1325, the women, peace and security agenda and women’s rights;
  • Previous experience conducting gender analyses, studies and research on gender equality and women, peace and security issues;
  • Previous professional experience with the United Nations would be considered an asset.

Languages and other skills: 

  • Ukrainian (knowledge of English and Russian is an asset);
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 50 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30
  • (S - score received on financial evaluation; F min - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
