Background

Development and upgrade of the National Integrated Health Information System - NIHIS is of enormous importance for further development of the overall health-care system. Improving the IT infrastructure of the entire health system has significant implications for the improvement of the quality of health services’ provision, but also for the process of evidence-based and timely strategic decision making.. In order to come up with adequate decision on further development of NIHIS, the UNDP CO Montenegro would need to perform an analyses the current state of affairs and define the entire e-Architecture that would be translated into the national strategic, institutional/organizational and legal framework. 
In this regard, the goal of the project is to implement an Assessment on Health Information system which will, among others, identify the appropriate e-Architecture including the functional analysis of the existing information systems and the ways for the existing systems to be integrated with the proposed new solutions.
The Assessment would set basis for further upgrade and development of NIHIS that will ensure more efficient management of the health care system, better quality control of the services as well as better control of related health care costs. It will also ensure more efficient and higher quality collection and processing of data related to the health condition of citizens and will improve overall functioning of the health care system. Development of the NIHIS for entire health sector, both medical and business components, would create conditions for a better exchange of data, monitoring and analysis of the work and business operation of the health system institutions

 

 

Duties and Responsibilities

Under direct supervision of and UNDP Social Inclusion Team Leader and in close cooperation with UNDP Senior System Analyst (SSA), the representative from Ministry of Health (MoH), the International IT Expert  (IITE) is primarily tasked with: 

  1. designing the solutions of NIHIS e-Architecture and NIHIS Interoperability Framework, 
  2. developing proposals for revision of the Institutional set up, and
  3. to ensure regional knowledge sharing through study visit(s) organized in the West Balkan countries.

More specifically the ITTE is expected to perform the following:

  • Based on the Assessment of the current primary, secondary and tertiary healthcare information system of the health protection in Montenegro, to develop e-architecture solutions, based on the NIHIS development needs;
  • To develop conceptual design of a system solution for integration of all existing health ISs into NIHIS which guarantee data exchange and support the business processes including the restructuring of work processes;
  • To develop the conceptual solutions for standardized and transparent information exchange and interoperability between the existing ISs;
  • To propose solutions for the central register of patients (that depends of the proposed E-architecture design);
  • To propose design of interoperability framework and inter-institutional data exchange; 
  • To provide recommendations in local language for re-defining the institutional setup that should be compatible with requirements of the E-architecture;  To organize the study visit for the key partners in the Health sector to learn about the software solutions that have already been successfully implemented and put in practice in the West Balkan countries;
  • Under the guidance of SSA the IITE , will the present the recommendations for the National health sector e-Architecture to the Ministry;
  • ITTE will participate in the a comprehensive discussion that should be organized to ensure adoption of the national e-Architecture, and a revised Institutional set -up with a view to achieving consensus on the proposed solutions;
  • ITTE will support Ministry in the process of drafting legal and organizational segments of Interoperability Framework, E-architecture and proposed Institutional set up;

Time duration and travel: The International IT Expert will be expected to provide long-distance advice and in-country consultations. Therefore, it is expected to start with activities in December 2017, with a duration period of 50 working days, until 31st May 2018. In addition, it is expected from IT Expert to be able to travel to Podgorica, Montenegro as it is envisaged to have four missions to Podgorica, in the duration of 3 working days per visit. The envisaged costs of travel to duty station and study visit should be covered by Consultant. Therefore, the travel related costs should be included in the lump sum proposal as breakdown of all applicable costs.

Required Skills and Experience

 

Education

  • PhD degree in Information Technology/Computer Science/Economics&Organizational science; 

Experience

  • Minimum ten (10) years of working experience in the field of Information systems design &development, system implementation monitoring and monitoring;
  • Minimum five (5) years in the area of Health system strategy design and development in the international set up;
  • Experience with Information systems analysis methods and techniques and information systems’ modelling (e.g. hardware and system platforms, specification of functional requirements;
  • Excellent understanding of various software (including online web) architectures and database systems and data migration;
  • Good understanding of the Health sector in Montenegro, and health information systems in the countries of the West Balkan region; 
  • Familiarity of the EU accession processes and EU requirements concerning Health Information system; 
  • Preferably working experience in the West Balkan region.  

Language

  • Fluency in Bosnian/Croatian/Montenegrin/Serbian language.  
  • Working knowledge of English language is advantage.

Criteria for selection

  • Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the inidividual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
  • Only offerors obtaining a minimum 490 points for technical criteria will be considered for the financial evaluation.
