UNDP is partnering with NIC on developing a mobile application for grievance redressal replicating the features of the online portal for different user groups as agreed by NIC Chhattisgarh. Services of mobile application developers (2) are required for this purpose with the job description given below.

Duties and Responsibilities

Under the overall guidance of NIC Chhattisgarh, the incumbent will be responsible for designing, developing and assisting in the launching of a cross-platform mobile application for the already functioning web-based grievance redressal system of the Government of Chhattisgarh.

While not exhaustive, the following basic requirements for the app have been identified –

The mobile platform should be accessible cross-platform;
The app should replicate the features of the online portal for different user groups as agreed by NIC Chhattisgarh;
The data displayed on the app should sync with the on-line portals and get automatically updated;
The applications interface will be designed for English but possibility of being expanded to other;
The app should be simple to use for all user groups.

Impact of Results

An app is developed and pilot tested for grievance redressal in Chhattisgarh.

Support is provided to NIC Chhattisgarh in developing an app on grievance redressal.

Functional Competencies

Candidates with at-least one or more published application in iPhone / Android platform, in the App Store / Play Store can apply. Strong fundamentals in Android / IOS Programming. Solid understanding of the full mobile development life cycle. Strong design and programming skills in JAVA, JSON & MVC. Android 4+ SDK/NDK Development. Good knowledge of open source database technologies (MySql/ variant of MySql).

Required Skills and Experience

Academic

A minimum of Graduate degree in Computer Sciences / IT / from a reputed University / Institution

Experience

Should have minimum 2 years of technical experience in developing mobile applications.

Language Requirement

English and Hindi.

Duty Station

The Consultant is required to report to the NIC office, Raipur as per the State Government policy.

Schedule of Payments

Payment will be made for the actual number of days worked in a month (maximum of 22 days in a month) based on time sheet signed by the Supervisor.

Documentation required

Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
Please quote your per day consultancy fee in Indian Rupees.

Evaluation Method and Criteria:

The award of the contract shall be made to the top two candidates whose offer has been evaluated and determined as:

Responsive;
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical

Shortlisted candidates may be called for an interview, shortlisting would be done based on the following criteria:

Educational Qualification: 35 marks;
Relevant Experience : 35 marks;

Only candidates obtaining a minimum of (49 marks) 70% of technical points would be considered for further process..

Financial

30 marks.

Notes

Miscellaneous charges i.e. internet, phone, relocation charges, local travel etc. would not be reimbursed separately;
NIC will provide for computing equipment;
Please remember to quote your per day consultancy fee, as applications without financial quote will not be considered.
