Background
BACKGROUND
UNDP is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 166 countries, working with them on their own solutions to global and national development challenges.
UNDP - Sri Lanka, World Food Programme - Sri Lanka, and Ministry of Mahaweli Development and Environment agreed to jointly implement the remaining activities of “Addressing Climate Change Impacts on Marginalized Agricultural Communities Living in the Mahaweli River Basin of Sri Lanka” Project funded by the Adaptation Fund from October 2017 to January 2019.
The overall objective of the project is to secure community livelihoods and food security against climate change-induced rainfall variability leading to longer droughts and more intense rainfall. To directly address these climate-induced impacts, the project proposes to; 1. Develop household food security and build resilient livelihoods for rain-fed farming households; 2. Build institutional capacity in village, local, regional service delivery to reduce risks associated with climate-induced rainfall variability in Medirigiriya, Lankapura and Walapane Divisional Secretariat Divisions (DSDs) in Polonnaruwa and Nuwara Eliya districts.
The project will deliver tangible impacts on the ground that include increased local availability of food, livelihoods that can withstand current climate shocks, more information on risks and adaptive strategies, better connectivity to early warning and risk forecasting and, importantly, an efficient and informed agriculture extension service.
The outcomes and outputs are designed to address specific vulnerabilities faced by rain-dependent farmers; strategies to overcome dry season food and income security; introduction of diversified income sources to broad-base risk, improved water storage and irrigation to overcome uncertainty of rainfall, improved soil quality and fertility for increased production, and timely, quality agriculture advice and extension.
SCOPE AND OBJECTIVES
- Develop diversified home garden based agro forestry in target DSDs, to build household adaptive capacity to climate change;
- Introduce and promote drought tolerant crop varieties and agronomic practices to counter effects of rainfall variability;
- Identify and promote climate-resilient alternative income sources among rural households such as livestock, perennial cash crops and inland fisheries;
- Train and mobilize officers at village, division and provincial level to design, and monitor local adaptation strategies;
- Strengthen farmer organizations with information, training and equipment to implement adaptation strategies.
Duties and Responsibilities
RESPONSIBILITIES
- Facilitate to develop climate resilient divisional development plans for three divisions;
- Ensure institutional support and operational systems for climate resilient livelihood development;
- Participatory development of agriculture development plans for each tank rehabilitated under the project;
- Form and strengthen the agriculture producer groups in three divisions under the leadership of Provincial Department of Agriculture for implementation of climate resilient agriculture development activities;
- Establishing climate resilient home gardens through relevant government authorities in three DSDs;
- Establishing climate resilient diversified livelihoods through relevant government authorities in three DSDs;
- Establishing a trainer pool to carry out trainings on risk assessments, vulnerability and climate resilient agriculture development in three divisions;
- Facilitate to produce a module on CCA in agriculture and water resource management;
- Facilitate the establishment of climate resilient farmers markets;
- Functional supervision of two divisional development coordinators;
- Expected Output/Deliverables;
- Participate in the Divisional Agriculture Coordination Committees;
- The Consultant shall make his/her own arrangements for food and lodging in the site.
UNDP RESPONSIBILITIES:
1.UNDP shall facilitate a field program for the consultant to familiarize with the project stakeholders;
2.Provide transportation facility for the consultant to carry out field operations;
3.Facilitate project representation where necessary to deliver the program with the other stakeholders.
Expected Output/Deliverables
- The consultant need to coordinate with the relevant stakeholders and deliver the outputs;
- The consultant need to submit a financial proposal with the deliverable.
Activity 1: Facilitate to develop climate resilient divisional development plans for three divisions
Deliverables:
- Resource profiles are collected for three divisions;
- Draft divisional development plans in three divisions;
- Final divisional development plans in three divisions.
Activity 2: Ensure institutional support and operational systems for climate resilient livelihood development
Deliverables:
2.1 MOUs are ready to sign between the project and Provincial Department of Agriculture for climate resilient agriculture development in three divisions;
2.2 Buy back systems are established for marketing agricultural produce in three divisions.
Activity 3: Participatory development and implementation of climate resilient agriculture development plans in three divisions
Deliverables:
3.1 Participatory action oriented climate resilient agriculture development planning is initiated in three divisions;
3.2 Implementation of participatory climate resilient agriculture development activities are initiated in project locations - Yala cultivation season - year 2018;
3.3 Participatory climate resilient agriculture development activities are in progress during Yala cultivation season - year 2018;
3.4 Participatory climate resilient agriculture development activities are completed in Yala cultivation - year 2018;
3.5 Participatory climate resilient agriculture development activities are planned for Maha cultivation - year 2018;
3.6 Implementation of participatory climate resilient agriculture development activities are initiated in Maha cultivation season - year 2018;
3.7 Implementation of participatory climate resilient agriculture development activities are in progress in Maha cultivation season - year 2018;
3.8 Participatory climate resilient agriculture development activities are completed in Maha cultivation season - year 2018.
Activity 4: Form and strengthen the agriculture producer groups in three divisions under the leadership of Provincial Department of Agriculture.
Deliverables:
4.1 Form climate resilient home gardening groups in three divisions;
4.2 Form climate resilient commercial fruit cultivation groups in three divisions;
4.3 Strengthen the farmer organizations for climate resilient tank based agriculture development.
Activity 5: Establishing climate resilient diversified livelihoods through relevant government authorities in three DSDs
Deliverables:
5.1.1 Plan the aquaculture development programme in the tanks rehabilitated through the project;
5.1.2 Stocking fingerlings for the rehabilitated tanks;
5.2 Initiate poultry farming in the project locations;
5.3 Initiate cattle farming in the project locations.
Activity 6: Establishing a trainer pool to carry out trainings on risk assessments, vulnerability and climate resilient agriculture development in three divisions
Deliverables:
6.1 The Trainer pool is established;
6.2 The trainer pool conducts training programmes.
Activity 7: Facilitate the establishment of climate resilient farmers markets
Deliverables:
7.1 Farmers market development strategic plan is ready;
7.2 Farmers market facilitator is contracted;
7.3 Farmers market supply chain is established;
7.4 Consumer survey was conducted;
7.5 Farmers market venue is identified;
7.6 Farmers market operation system is established;
7.7 First farmers market event is conducted;
7.8 Farmers market quality assurance system is established;
7.9 Farmers market regular events are conducted.
TIMEFRAME:
The envisaged time frame of the consultancy the period of November 2017 to February 2019.

Required Skills and Experience
QUALIFICATIONS
- Bacholor’s Degree or equivalent in the areas of Development Studies, Climate change, Environment, Disaster Management, Project Management, Business Administration, Development Studies , Agriculture or related field Experience;
- Minimum of 7 years’ experience in the field of Agriculture Development, Rural Development, Climate Change Adaptation;
- Excellent written and spoken knowledge of English;
- Fluency in Sinhala and/or Tamil is an additional requirement.

Note: Payments will be based on invoices on carry out the duties/responsibilities i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee”. The financial proposal should include his/her consultancy and professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for travel and accommodation outside of North Western Province (Duty Station) outside of this TOR on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials.
For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.Such medical examination costs must be factored in to the financial proposal above.
