Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads a coordination on the United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

 

Established by General Assembly resolution 64/289 of 2 July 2010 on system-wide coherence, with a mandate to assist Member States and the United Nations system to progress more effectively and efficiently towards the goal of achieving gender equality, women’s empowerment, and upholding women’s rights, UN Women’s global programmatic priorities for the period 2018-2022 are: (a) a comprehensive and dynamic set of global norms, policies and standards on gender equality and the empowerment of all women and girls is strengthened and implemented; (b) women lead, participate in and benefit equally from governance systems; (c) women have income security, decent work, and economic autonomy; (d) all women and girls live a life free from all forms of violence; and (e) women and girls contribute to and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and from humanitarian action.

 

UN Women will advance its efforts in Nepal in accordance with its unique role and triple mandate (normative, operational and coordination) and lessons learnt to achieve gender equality and empower women and girls in Nepal to realize their human rights. The two main components of the country programme will contribute to UN Women Global Strategic Plan (SP) results. The Governance and Leadership component will contribute mainly to Outcome 2 (women lead, participate in and benefit equally from governance systems) and Outputs 2.1 - 2.4. The work under Outcome 2 will also feed into Outputs 4.1 and 5.1. The Women’s Economic Empowerment component is related to Outcome 3 (women have income security, better jobs and economic autonomy) and its Outputs 3.1 – 3.3. This component also contributes to Output 5.3. UN Women interventions will also contribute to Nepal UNDAF 2018-2022 pillars on Sustainable and Inclusive Growth (UNDAF Outcome 1, By 2022, impoverished, especially economically vulnerable, unemployed and under-employed and vulnerable people have increased access to sustainable livelihoods, safe and decent employment and income opportunities) and Governance and Rule of Law (UNDAF Outcome 4, By 2022, inclusive, democratic, accountable and transparent institutions are further strengthened towards ensuring rule of law, social justice and human rights for all particularly for vulnerable people).

 

Duties and Responsibilities

Under the overall supervision and guidance of Deputy Representative and in close consultation with M&E and RM Officer and Programme Specialists and/or Programme Officers, the National Consultant will be responsible to provide project management support to UN Women partners. The scope of work requires substantive experience and in-depth understanding of results-based management (RBM) for efficiency and effectiveness and good writing and analytical skills. The detailed scope of the assignment includes:

  • Lead capacity strengthening sessions for UN Women partners on IDPG GESI Framework, project planning, implementation and results reporting using a human right based approach (HRBA), to programming;
  • Provide quality assurance support in monitoring progress on results for the timely implementation of project by reviewing the project implementation tools and guidelines;
  • Guide partner organizations to strengthen internal communication and information sharing;
  • Build capacity of partner organizations to achieve project results in monitoring of implementation of planned activities as per workplans, keeping records of progress and writing progress reports on a quarterly basis;
  • Review project documents of partner organizations and support partners to finalise their narrative and financial reports within the framework of the UN Women’s operational guidelines and suggest way forward to accomplish satisfactory submissions;
  • Provide technical expertise and advisory services to partner organizations on the results-based management to sustain the gains of particular project results;
  • Provide coordination and any other programme management expertise as requested by the supervisor.

 

EXPECTED DELIVERABLES

Expected deliverables include but not limited to:

  • Capacity building sessions with partner organizations were provided and HRBA training package (presentations and relevant resource material) available;
  • Pre- and post- capacity assessment reports of learning sessions for partners;
  • Expert services/capacity building sessions with partner organizations to strengthen their capacity in project management and report writing, including workplans, project implementation guidelines/formats, and risk analysis;
  • Expert services to partner organizations on monitoring and reporting of project activities/results;
  • Technical expertise provided to partner organizations in developing, reviewing and updating their narrative and financial reports.

 

PAYMENT TERMS

  • Payment will be made on the basis of the quantity actually called off and upon certification of satisfactory performance by the supervisor.

Required Skills and Experience

Education:

  • Master’s degree in gender and development Studies, economics, public policy, business administration, communication or any other related field of studies. 

Experience:

  • A minimum of 10 years of work experience on issues related to project design, monitoring and reporting;
  • Proven experience in UN HRBA and RBM practices highly desirable;
  • Expertise in the area of gender equality and the empowerment of women;   
  • Experience in working with government, donors, civil society organizations (CSOs) or the UN previously is an asset;
  • Strong proofreading, editing and writing skills and familiarity with the UN reporting system will be an asset.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
