Post Context
This position is primarily focused on the technical work of M&E, in the context of using evidence to link innovation to strategy in the implementation of evaluation standards, quality assurance/control and capacity development in the Country Office.
In this context, and under the overall guidance of the Results Management Analyst, the Monitoring & Evaluation Associate, beyond ensuring the effective implementation of monitoring and evaluation policies, works with the programme portfolio team to align evolving new programmes and projects in Sri Lanka with the UNDP monitoring framework.
The incumbent endeavors to introduce innovative monitoring and evaluation tools to enable data collection and analysis from new programmatic activities, particularly where data are novel or untested, becomes critical in measuring and demonstrating UNDPs ongoing relevance and performance.
Working with the Results & Management Team, the M&E Associate supports the application of innovative tools and methods in the country office and projects by supporting programme colleagues and collaborators in identifying meaningful indicators and applying innovative approaches to data generation and reporting.
Duties and Responsibilities
Ideas & Expertise:
- Ensure rigorous and innovative monitoring and evaluation of the CO programme and projects
- Act as the CO's focal point for M&E and prepare regular reporting
- Apply innovative approaches and technologies to support the entire portfolio programme and projects
- Identify opportunities to adapt M&E procedures to more fully capture new business relationships and programmatic activities
- Updates and maintains country office monitoring databases and enhances accessibility for all users
- Prepares & updates on the Sri Lanka M&E plan ensuring team partners inputs are understood by work units in advance of delivery.
- In collaboration with portfolio team managers and Results & Management colleagues, recommends new indicators and integrated / cross-cutting reporting opportunities.
- Participates in preparation and conduct of audits of projects and implementation of audit recommendations.
Partnership engagement:
- Maintains close relationships with external institutional collaborators to understand data meaning, management capacities and reporting requirements.
- Creates M&E with an awareness that must be adaptable to multiple client perspectives beyond an internal UNDP audience to promote UNDP story and performance.
- Build relationships with institutional M&E counterparts to both learn and influence the M&E practice within UN partners in Sri Lanka.
Team Collaboration
- Support CO teams in understanding value of monitoring policies and strategies and guiding them in effective usage.
- Provides M&E technical advice to programme staff (e.g. drafting annual targets and reporting requirements in the RBM platform), monitors and disseminates findings to Management and CO staff.
- Organization/conduct of training for the programme/projects staff on M&E.

Required Skills and Experience
Education:
- Secondary Education with specialized M & E training. University Degree on Business/Public Administration or Economics would be desirable, but it is not a requirement.
Experience:
- 6 years of relevant experience or Bachelor’s Degree with 3 years of working experience in Monitoring and Evaluation is required at the national or international level.
- Proven experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc.), experience in handling of web based management systems is required.
Language Requirements:
- Fluency in written and spoken English and local language of the duty station. Other official language of the UN will be desirable
