Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Country Office (CO) is based in Astana, Kazakhstan and CO programming includes support to Government and civil society organizations in the development and implementation of innovative approaches aimed at achieving gender equality and women’s empowerment
In Kazakhstan, UN Women supports efforts of the national partners and UN agencies in implementation of gender equality commitments in compliance with the UN human rights conventions ratified by Kazakhstan. It provides strong and coherent technical support of gender equality priorities in national and UN efforts and support to build effective partnerships with civil society and other relevant actors. It strengthens coordination on gender equality and women’s empowerment programming and enhances cooperation for gender responsive post-2015 development agenda’s implementation at the national and sub-regional levels.

Under the supervision of the Representative, in close collaboration with UN Women’s and relevant HQ units, the Communications and Advocacy Officer is responsible for developing strategic communications and media initiatives and managing media/press coverage and oversees the production of a range of communications materials for UN Women, and for online and offline audiences. S/he is responsible for timely, accurate and high-quality informational materials, such as press releases & media advisories, news briefs, fact sheets, stories from the field etc. for media outreach, the UN Women website, and inclusion in informational kits for further public outreach.
The Communications and Advocacy Officer will collaborate closely with the Headquarters, Regional and Country Offices’ (RO/CO) colleagues to ensure communications strategies, media relations and organizational outreach efforts are aligned with corporate communications policies and initiatives. S/he also collaborates with /CO  to support outreach campaigns, resource mobilization and donor relations initiatives; s/he mobilizes support in conjunction with intergovernmental processes, and support the activities and special events organized for UN Women.

Duties and Responsibilities

Summary of key functions:

  • Provide advice and support to UN Women advocacy and campaigns;
  • Build communications partnerships and media alliances;
  • Oversee and maintain online outreach and produce information materials for public outreach;
  • Liaise closely with UN Women and UN agencies Communications officers;
  • Manage UN Women media/press relations.

Provide advice and support to UN Women advocacy and campaigns:

  • Plan and implement communications components of UN Women and/or UN campaigns, e.g. HeforShe, 16 days Against Violence/Say NO to Violence against Women campaign; UNite campaign;
  • Inputs to advocacy and events conceptualized and organized with a view to reaching wider audiences; to that end, concepts conceived and relevant materials developed and compiled.

Build communications partnerships and media alliances:

  • Identify and develop new communications partnerships and media alliances to enhance the visibility and cement UN Women as a thought-leader; manage and nurture existing partnerships;
  • Identify innovative opportunities and new communications tools and platforms which can serve to highlight the work of UN Women;
  • Draft CO Communications Strategy.

Oversee and maintain online outreach and produce information materials for public outreach:

  • Oversee and manage social media accounts in line with corporate social media policy and provide inputs to corporate social media accounts;
  • Draft publications, brochures, fact sheets, stories from the field to inform media and general public on the work of UN Women in the region, and its global mandate and inter-linkages;
  • Video producers hired and supervised to produce relevant video material on UN Women’s work;
  • Support formatting and editing of MCO documents.

Liaise closely with UN Women and UN agencies Communications officers:

  • Regular contributions to and advice provided on UN Women materials, e.g. web site, reports, video productions etc. to highlight regional / national initiatives and ensure visibility at the regional and  international level;
  • Regular liaison with Communications Officers from other UN entities at country level to provide UN Women inputs to joint UN initiatives; to that end, represent UN Women on the UN Communications Group.

 Manage UN Women media/press relations:

  • Opportunities for press conferences identified and press conferences organized; interviews with the Representative facilitated.
  • Press releases drafted;
  • Maintained and expanded contacts with regional media; topics, background information, news-related developments and coverage of interest to each identified.

Required Skills and Experience

Recruitment Qualifications:

Education:

  • Advanced degree in communications, journalism, public relations, social sciences, international relations, or a related field.

Experience:

  • A minimum of 5 years’ experience (post-Masters) in communications at the national or international level, including experience in media relations;
  • Experience in on-line outreach and multimedia an asset;
  • Experience working in large development agency also pertinent;
  • Good IT skills, including databases and office software packages;
  • Familiarity with gender issues. Familiarity with UN Women and UN system is an asset;
  • Outstanding oral and written communications and editing skills, with proven ability to meet tight deadlines.

Language requirements:

  • Fluency in English and Russian (written and oral);
  • Knowledge of Kazakh is an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
