Background

Djibouti's population is highly urbanized and very young. About 74% of the population is under 35 years of age. Working-age youth account for about one-third (33.1%) of the total population, or about 294,200 youths aged 16 to 34 (RGPH 2009).

According to ILO, unemployment affects 41% of young Djiboutian, against 25.7% of the total workforce. However, by broadening the concept of unemployment to include all unemployed persons available for work, it appears that the lack of employment affects 48.2% of the potentially active population and respectively 62.8% and 65.6% of young people and women. More than one-third (37%) of 16- to 34-year-olds have no education, totaling about 39,100 youths aged 16 to 24 and 68,700 youths aged 25 to 34.

The Government of Djibouti is aware of this worrying situation and is making the fight against youth unemployment a national priority. In 2014, with support from UNDP, the Government developed and adopted a 2014-2014 National Employment Policy with a 2014-2018 Operational Action Plan.

Through UNDP, the Government of Japan is funding a Youth Employment Support project. The project targets young people without qualifications or graduates affected by unemployment. One of the components of the project is to place 140 young people (graduates and non-graduates) in local companies. The list of these young people will be provided by the National Agency for Employment, Training and Professional Integration (ANEFIP).

In close collaboration with the Djibouti Chamber of Commerce, the project will place young people in companies for a period of six months. During this period, the project will pay a monthly premium to young people. Before being placed in enterprises, young graduates will receive training courses on how to behave in the workplace. The notion of professionalism, integrity and respect for the hierarchy will be taught to young people. The Chamber of Commerce will provide these training sessions.

Placing these young people directly in the world of work is a great opportunity that offers them training in the field. Young people will be exposed and immersed in the job market. Young people will be trained in various professions and will work directly with professionals. These young people Will be able to adapt more easily to the job market.

In order, to make the activity more visible and to report on the work accomplished, the project document provides for the production and production of a mini documentary film on the placement of young people in companies. This mini-film is scheduled to be broadcast on Djibouti Radio-Television (RTD).

Duties and Responsibilities

Under the direct supervision of the Deputy Resident Representative of UNDP Djibouti and the Youth Employment Support Project Team, the Video Document Production Consultant will be responsible for:

  1. Develop communications strategy to promote UNDP employment and livelihoods projects: strategy to include key messages, multi-media production, media engagement, distribution, and outreach.
  2. Supervise the production of communications materials promoting employment and livelihoods projects: work with national multimedia specialists to produce professional photos, graphics, and videos to be used for publications, website and broadcast on national television; ensure multimedia products are produced in a timely manner and are consistent with UN corporate standards; develop content suitable for website, social media posts, and video scripts.
  3. Increase visibility and extend digital reach through targeted ‘success’ stories for UNDP Djibouti website: develop a series of success stories accompanied by professional photographs promoting the employment and livelihoods project.

  4. Organize one promotional event for employment project together with the private sector: coordinate local media participation, prepare media information pack, organize press conference, prepare talking points for panel, draft press release, develop web story, develop signage, organize event logistics together with UNDP staff.

Competencies

The Communication Specialist Consultant will work under the over- all supervision of the UNDP Deputy Resident Representative Djibouti and the Youth Employment Support Project Team Leaders. The coaching methodology will be the MDP (Management Development Performance). It is a performance monitoring system focused on results management and ongoing dialogue. In agreement with the supervisor, the Communication Specialist Consultant will provide communication services to increase visibility and promote the project Support to Youth Employment

Required Skills and Experience

Qualifications:

  • Master's degree in journalism, communications, or other relevant degree.

Experience:

  • At least 8 years of experience in strategic communications at the national or international level in public relations, communications, or advocacy.

  • Previous experience with a multilateral or international organization is mandatory.

  • Proven experience in content development and multimedia production.

  • Proven experience in managing contractors.
