Background

This position is part of the UN Monitoring Mechanism (UNMM), established by the United Nations Security Council (SC) through SC resolution 2165, under the authority of the United Nations Secretary-General.

Under the overall guidance of the Chief and direct supervision of the Team Leader, the Monitoring Support Officer (MSO) provides support to UNMM Monitoring Teams. He/she supports the preparation and implementation of monitoring activities and facilitates dialogue with national authorities, UN agencies, organizations and local stakeholders involved in cross-border operations, in particular custom authorities.

Duties and Responsibilities

Under the supervision of the UNMM Team Leader, the incumbent is expected to perform the following tasks:

  • Ensure regular contact with local authorities with a view to ensuring an enabling environment for the UNMM;
  • Facilitate effective partnerships with humanitarian stakeholders, in particular local authorities, NGOs and UN agencies, to ensure smooth operation for the UNMM;
  • Coordinate the monitoring activities with local stakeholders, in particular customs authorities and private contractors; support communication with them on the ground;
  • Liaise with the Logistic Cluster and UN agencies regarding the planning and preparation of cross-border operations;
  • Assist the Team Leader in identifying capacity requirements for monitoring operations and planning the deployment of teams accordingly;
  • Contribute inputs to Lessons Learned and After Action Review exercises with a view to updating monitoring procedures and working processes;
  • Provide logistics support to the monitoring teams as required;
  • Represent the UNMM in relevant coordination forums;
  • Serve as office focal point for the logistics coordination meetings; make sure that issues of concern to the UNMM are raised at the level of these meetings;
  • Assist the UNMM senior management in organizing meetings with high-level authorities and provide translation support as appropriate;
  • Support documentation and maintenance of monitoring records;
  • Any other related tasks assigned by the supervisor.

Effective partnerships are maintained with all relevant stakeholders. The UNMM has support from the local authorities and the UNMM has excellent working relationships with the Logistics Cluster, UN agencies, NGOs and private contractors. Monitoring operations are conducted efficiently as a result.

Required Skills and Experience

 

Education:

Master’s Degree or equivalent in political or social sciences or related field. Bachelor’s degree will be considered as a qualification.

 

Experience:

  • 2 years of experience for candidates with a Master’s Degree or;
  • 3 years of experience for candidates with a relevant License or;
  • 5 years of relevant experience for candidates with a Bachelor Degree at the national or international level in humanitarian affairs, emergency relief management or development work.
  • Familiarity with and good knowledge of the Syria crisis and humanitarian assistance to Syria is strongly desired.
  • Knowledge of UNMM business, operations and SOP is an advantage. 
  • Experience with the United Nations is preferable.

Language Requirements:

Fluency in English and Turkish are required. Knowledge of Arabic is an asset.
