Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative ”Making Every Woman and Girl Count” (MEWGC) aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Programme envisions a multi-year and multi-country programme of work, supported by global and regional activities linking normative and technical work on gender statistics at the global level to the regional and national levels through three interlinked areas of work:

  • Building a supportive policy and institutional environment for the localization and effective monitoring of the Sustainable Development Goals (SDGs);
  • Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
  • Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

Under the supervision of the Programme Management Specialist, the Monitoring and Evaluation (M&E) Specialist is responsible for ensuring that a Results-Based Management (RBM) approach is fully integrated into the MEWGC projects, including, evidence-based programming approach and the results-based M&E. Responsibilities include: managing MEWGC Learning, Monitoring and Evaluation (LME) activities; monitor, assess, analyze and produce reports about key results and achievements across MEWGC projects; provide technical support to MEWGC projects on Results-Based Planning, Reporting, Monitoring, Evaluation and Learning; support RBM and M&E activities of the Research and Data Section.

Duties and Responsibilities

Manage Making Every Woman and Girl Count (MEWGC) learning, monitoring and evaluation (LME) activities:

  • Develop, manage and lead the implementation of a rigorous MEWGC’s learning, monitoring and evaluation framework, including selecting adequate indicators and establishing adequate baselines and targets that are consistent with the programme’s objectives; 
  • Provide technical guidance on Results Based Management (RMB) and Learning, Monitoring and Evaluation (LME) to all project teams, including conducting practical training as required;
  • Develop, update and ensure the effective use of LME-related guideline documents by relevant staff;
  • Technically contribute to the development of and implementation of the M&E sections and results framework of the MEWGC projects;
  • Act as the main Task Manager for internal/external assessments and evaluations of MEWGC, including management of evaluators and overall coordination.

Monitor, assess, analyze and produce reports about key results and achievements across MEWGC projects:

  • Lead the development of quality learning, monitoring and evaluation plans for all MEWGC projects based on RBM principles that are in line with and consistent with the overall objectives of the MEWGC and ensure application of RBM principles;
  • Collect and report at least quarterly and year-end results data and measure progress towards the targets established by each MEWGC projects;
  • Technically contribute to the production of the annual narrative reports of MEWGC;
  • Periodically review the performance of indicators and make adjustments as needed;
  • Provide regular, rigorous analysis and updates to the MEWGC programme management team regarding progress towards the objectives set by project teams and the specific challenges faced;
  • Organize mid-term and end-term project global meetings to review implementation, document lessons learnt and share experiences;
  • Generate critical lessons learned, impact achieved and good practices from projects and ensure their wider circulation in close collaboration with relevant team members;
  • Conduct monitoring missions as required.

Provide technical support to MEWGC projects on Results-Based Planning, Reporting, Monitoring, Evaluation and Learning:

  • Provide detailed written feedback on the Results and Monitoring and Evaluation (M&E) sections of MEWGC projects, based on their overall quality, results-oriented nature, technical strength and ensure alignment vis-à-vis the overall Results Framework of MEWGC;
  • Provide technical support to all MEWGC projects in the areas of results-based planning, baseline data collection/analysis, monitoring, reporting and evaluation, in accordance with the programme’s objectives and UN Women’s RBM guidelines.

Provide technical contributions to RBM and M&E activities of the Research and Data Section:

  • Technically Contribute to RBM and LME activities for all products of the Research and Data Section;
  • Serve as the main RBM and M&E focal point in the Research and Data (R&D) Section to coordinate with relevant divisions of UN Women and to contribute to the UN Women corporate initiatives on RMB online system and M&E;
  •  Serve as the main focal point in the UN Women Corporate Evaluations to coordinate with the Evaluation Office and MEWGC staff, and to provide necessary data and documents to evaluation team.

  • Timely and quality implementation of MEWGC activities against set workplans, timelines and budgets, in line with the Programme’s objectives;
  • Improve efficiency and effectiveness of programme implementation and results management;
  • Implementation of MEWGC LME framework and regular and timely monitoring and reporting of activities; 
  • Accurate analysis and presentation of results and achievements to enhance UN Women’s position as the lead agency in gender statistics.

Required Skills and Experience

Education:

  • Master's degree (or equivalent) in finance, public administration, economics or other related fields.

Experience:

  • At least 5 years of experience in the area of learning, monitoring and evaluation;
  • Experience in monitoring and evaluating programmes related to statistical capacity building required and experience-related to gender statistics is highly desirable;
  • Experience as a trainer and facilitator on learning, monitoring and evaluation issues, and in developing user-friendly practical guidance and tools conducive to learning;
  • Substantial experience and track record in monitoring complex projects and multi-country program implementation is an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of another UN official working language is an asset.
