Background

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Regional Office for Asia and the Pacific helps to implement all UNEP's programmes and projects in the region by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This position is in the UNEP Country Office, India and at the New Delhi duty station.

Duties and Responsibilities

Forge strategic and focused partnerships and alliances with clear objectives:

  • Evolve a strategy in compliance with UN Environment India Office mandate to develop and implement cleaner and safer policies and strategies that catalyze efficient use of the country’s natural assets and reduces degradation of the environment and risks to both humans and the environment.
  • To works with Governments, Local authorities, Civil society, other UN entities, Agencies & NGOs in the development sector, Business & Industry, Media, Business and Environmental Forums and forge partnership and programme for addressing environmental issues. 

Each alliance will be innovative and executed with a clear objective of achieving the following results:

  • Brand building
  • Awareness & Involvement
  • Scope for support & expansion of UN Environment Programmes
  • Successful organization of WED 2018. 

Outputs

UN Environment India Strategy Mobilisation for a Partnerships & Alliances Plan:

  • Forge a minimum of four strategic alliances with leading corporates, each customized & designed with a purpose to achieve India office mission objectives;
  • Each alliance will work in compliance with Regional office, Asia & Pacific on the ground programme;
  • Each alliance will be self sustaining, ideally for a period of two years or more. Will showcase in a credible manner the work and objectives of India Office mandate and influence the corporate to become more environment compliant;
  • The strategy will cut across the organisation’s internal and external structure involving all employees, top management (Indian and global) its clients, consumers, retailers and so on for a larger footprint, outreach & impact.

Campaigns, Events & Cobranding

  • Forge partnerships with various agencies (as above) to launch on the ground, online and focused campaigns, designed for outreach to specific audiences: Mass, Youth, Employees, Educational Institutions and so on
  • Organise an event specific for Board of Trustees, Heads of Organizations & Forums and Major Donors
  • Forge partnerships for strategic cobranding opportunities.

Media & Communication

  • Forge partnerships with leading media houses print, electronic and online for awareness, joint initiatives, events, articles and coverage. (Executed & commissioned through a professional communication agency)
  • Partner with a leading advertising agency for developing creative & innovative material for an exclusive portfolio for India Office

CSR

  • Advise private sector on CSR engagements with Business & Industry.
  • Jointly evolve and action a CSR plan with a few leading corporates, for an all inclusive (as above) self sustaining programme (out of internal CSR Budgets compliant with the CSR Bill)
  • This may include workshops, conferences, events, exhibitions, offsites, roadshows and so on.

Required Skills and Experience

Academic Qualifications:

  • Advanced university degree in communication and outreach, environmental studies, natural resource management, science, related discipline, or the equivalent combination of education and experience in a relevant field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. 

Professional Experience:

  • A minimum of five years of progressively responsible experience in environmental project/programme management or related area.

Language Requirements:

  • Fluent in English. 

Payment Schedule:

  • Payment would be done monthly for the actual days worked on submission of progress report to be certified by supervisor.

Documents to be submitted by Consultants:

  • Updated CV with contact details of 3 references;
  • Financial Proposal indicating all-inclusive per day consultancy rate. Prior approved travel expenses, if any, will be reimbursed as per actuals in line with UNDP rules.

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as response and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%.

Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the financial evaluation.

Criteria for Technical Evaluation:

  • Educational Qualification - 20 Marks
  • Relevant Experience - 50 Marks

Notes:

  • Any kind of miscellaneous charges i.e. internet, phone etc. would not be reimbursed; Tickets will be issued considering the most direct and economical option and Consultants are not eligible for DSA;
  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
