Background

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Regional Office for Asia and the Pacific helps to implement all UNEP's programmes and projects in the region by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This position is in the UNEP Country Office, India and at the New Delhi duty station.


Duties and Responsibilities

  • Monitoring the implementation and following up on the UNEP Corporate Regional Strengthening and Presence outcomes to be delivered by UNEP Country Office, India; identifying problems and issues to be addressed and proposes corrective actions; identifying and tracking follow-up actions; leading the analysis of progress and submission of consolidated reports to Head of the Country Office, India;
  • Developing and analyzing Sub-programme/project development and implementation including through the India Office Programme of Work implementation matrix; Medium Term Strategy development process, reviewing relevant documents and reports; identifying problems and issues to be addressed and proposing corrective actions;
  • Researching, analyzing and presenting information gathered from diverse sources;
  • for preparation of briefs and reports from India Office for the UNEP governing structures and management;
  • Assisting in policy analysis and development, including the reviewing and analysing of issues and trends, preparing of evaluations or other research activities and studies;
  • Contributing to and leading, where relevant, in written outputs, e.g. country briefs, draft background papers, analysis, sections of reports and studies, and inputs to publications;
  • Providing substantive support to consultative and other meetings, conferences, including preparation of documents and presentations, and briefing notes, among others;
  • Coordinating reporting on project progress in UNEP’s Programme and Information Management System (PIMS);
  • Coordinating and preparing presentations on assigned topics/activities, developing substantive inputs for outreach materials including website, social media and other outreach materials;
  • Performing any other relevant duties.

Required Skills and Experience

Academic Qualification:

  • Advanced university degree in environmental studies, natural resource management, science, related discipline, or the equivalent combination of education and experience in a relevant field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Professional Expereince:

  • A minimum of five to seven years of progressively responsible experience in environmental project/programme management or related area.

Language Requirements:

  • Fluency in oral and written English is required.

Payment Schedule:

  • Payment would be done monthly for the actual days worked on submission of progress report to be certified by supervisor.

Documents to be submitted by Consultants:

  • Updated CV with contact details of 3 references;
  • Financial Proposal indicating all-inclusive per day consultancy rate. Prior approved travel expenses, if any, will be reimbursed as per actuals in line with UNDP rules.

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as response and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight - 70%.
  • Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the financial evaluation.

Criteria for Technical Evaluation:

  • Educational Qualification - 20 Marks
  • Relevant Experience - 50 Marks

Notes:

  • Any kind of miscellaneous charges i.e. internet, phone etc. would not be reimbursed; Tickets will be issued considering the most direct and economical option and Consultants are not eligible for DSA;
  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
