Background

The Republic of Guinea-Bissau signed with the United Nations System in April 2016, a Partnership Framework for the period 2016-2020 which reflects the expression of the common will of the two parties to further strengthen their partnership to permanently break the a vicious circle of political instability and poverty in which the country has been bogged down for more than three decades.

The Partnership Framework sets out the expected results of the partnership and the strategic interventions that the United Nations will implement to make a meaningful contribution to the achievement of national priorities. These are the 4 following effects:

  • State institutions including defense, security and justice consolidate stability and the rule of law, democratic participation and equitable access to opportunities for all;
  • Economic growth is inclusive and sustainable to promote poverty reduction, decent employment, food security, structural transformation of the economy;
  • All citizens, especially the most marginalized and vulnerable, have equitable and sustainable access and use health, nutrition, HIV / AIDS, water, sanitation and hygiene, education and quality protection services;
  • Public institutions, civil society organizations, the private sector promote the sustainable management of the environment and natural resources, risk management and disaster prevention;

The organization of the workshop by the United Nations Country Team is part of the improvement of the UNPAF implementation framework, particularly through capacity building; results-based management (RBM); and Monitoring & Evaluation (i.e., Collection, Processing, Quality Control, Data Analysis and Reporting) - which is crucial important for promoting transparency, accountability, efficiency, effectiveness and equity in the implementation of the Government's Strategic and Operational Plan 2015-2020 ".

This workshop aims to improve the knowledge and expertise of key stakeholders involved in the implementation of UNPAF, including members of the Outcome Groups and Thematic Groups, on RMB and practical use of key M&E and implementation tools of UNPAF 2016-2020. It comprises two phases:

  • The first phase targets the UN staff involved in the implementation of UNPAF Joint Work Plans and Monitoring & Evaluation;
  • The second phase will be dedicated to the national stakeholders, i.e. government, CSO and private sector entities, involved in the implementation of the Joint Work Plans activities.

To ensure better communication and coordination of the activities planned in these two workshops, the recruitment of an International / National Facilitator Consultant is expected.


Duties and Responsibilities

Under the guidance and direct supervision of the UN Resident Coordinator and in coordination with the Head of the Resident Coordinator Office (RCO) and M&E Specialist, the consultant will have the following key activities:

  • Support the finalization of the training program and the agenda of each workshop;
  • The preparation and presentation of the themes that will be entrusted to him;
  • Facilitation and management of interventions and presentations during each workshop;
  • The preparation of the General Report and the recommendations of each workshop.

Expected results

At the end of the works, the Consultant will present for each workshop two reports:

  • A critical evaluation report of the development and participation of target populations in the workshop;
  • The General Report of the workshop.

Duration of the assignment

The assignment should take twelve (12) working days, with six (6) working days for each workshop.

The distribution of the five working days per workshop is as follows:

  • Preparation of the course and agenda of the workshop with the technical team: 2 days;
  • Conduct of the workshop: 3 days.

Finalization and submission of the draft evaluation report and the general report of the workshop: 1 day


Competencies

  • Excellent knowledge programmatic processes in a humanitarian context would be an asset;
  • Mastery of programmatic processes within the UN system is desirable;
  • Knowledge of national programmatic processes, planning, monitoring & evaluation;
  • Good knowledge of principles of Results-Based Management;
  • Excellent listening and pedagogical skills;

 


Required Skills and Experience

Academic qualification:

  • Have a university degree of at least BAC + 5 (at least) in the fields of social sciences, economics, development planning, or any other related technical field.

Experience:

  • Justify a minimum of ten years of relevant professional experience in the area of ??program management including design and implementation;
  • Have contributed to at least two cooperative program development processes or other multi-stakeholder planning processes.
  • Have facilitated at least two capacity-building workshops in program development or in the United Nations system:

Language requirement:

  • Fluency in French and English required;
  • Knowledge of Portuguese would be an asset.

Financial Proposal* - specifying a daily rate in USD and, if applicable, a lump sum for round-trip travel costs to join duty station/repatriation travel.

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. rent of dwelling, fee, health insurance, vaccination, visa costs and any other relevant expenses related to the performance of services...). All envisaged costs (except of the unforeseen travel costs for missions, if any) must be included in the financial proposal. Unforeseen travel costs for missions, if any, will be paid separately according to UNDP rules and regulations.

Evaluation:

Applicants will be screened against qualifications and competencies specified below through a desk review or an interview process. Applicants will be evaluated based on cumulative analysis based on a combination of the Technical and Financial Scores:

Technical Evaluation Criteria: 70%

Financial Evaluation Criteria: 30%

Only candidates obtaining a minimum of 70 point would be considered for the Financial Evaluation

Evaluation Criteria:

  • Criteria A: Education background – 10 pts;
  • Criteria B: Experience as defined in the ToRs – 15pts;
  • Criteria C: Competences as defined in the ToRs – 10pts;
  • Criteria D: Understating of the ToRs – 15pts
  • Criteria E: Methodology and overall approach -30pts;
  • Criteria F: Overall quality of the proposal (Comprehensiveness, structure, language and clarity) -20pts.
