Background

The objective of the “Removing Barriers to increase investment in Energy Efficiency in Public Buildings in Ukraine” (EEPB) Project is to accelerate the implementation of energy efficiency measures in public buildings in Ukraine through the ESCO modality, utilizing Energy Performance Contracts (EPC), by leveraging over significant private sector investment over its five-year implementation period as well as by introducing a single nationwide energy management information systems (EMIS) for Ukraine. The project is run by a Project Manager and supported by two part-time international Chief Technical Advisors, one focusing on ESCO related activities (selected) and one focusing on energy management (the position in this ToR).

The international advisor on Energy Management and Energy Monitoring will aim to help to ensure that Ukrainian legislation and policies are updated and improved with regards to energy efficiency in public buildings, focusing on support for the introduction of minimum energy performance standards (MEPs) and on a multi-year budgeting for energy efficiency in public buildings. The advisor will also assist with designing, developing, and implementing a nationwide energy management system for energy management in public buildings in Ukraine. The system is expected to provide support for the development of a national buildings database for all public buildings in Ukraine, as well as design and implementation of a comprehensive nationwide energy management information system (EMIS), possibly building upon the highly successful UNDP experience in introducing and EMIS in other countries in the region, e.g. Croatia on an earlier UNDP GEF project. The main point to note is that Ukraine currently does not have any institutionalized nationwide system for collection of data, related to energy consumption in public buildings, and there is neither a nationwide national buildings database for energy consumption nor nationwide energy management information systems.

The international CTA needs to work with the UNDP GEF EEPB project team to raise awareness of the Ukrainian government on the importance of energy management as a tool for improvement of energy efficiency in public buildings. In other countries, UNDP has successfully lobbied for the appointment (and training) of regional energy managers which is a positive step forward in the direction of improved energy management in public buildings. Similarly, in Ukraine this project can and should lobby the government and work with the UNDP project manager and project team to support governmental decisions regarding the fully responsible and capacitated the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEEES), responsible for monitoring and enforcement of the energy savings and CO2 emission reductions in public buildings through EMIS with an approved annual budget to carry out this function. This state agency will then be responsible for developing, maintaining, and updating the national buildings database and the nationwide energy management information system.

The EEPB project has four main outcomes, which are as follows:

Component 1: To formulate and introduce a streamlined and comprehensive legal and regulatory framework to promote energy efficiency in public buildings through strengthening of monitoring and enforcement mechanisms.

Component 2: To promote private investment in energy efficiency in public buildings through appropriate catalytic financial incentives, including the establishment of a Financial Support Mechanism (FSM).

Component 3: To implement at least 10 pilot projects in selected public buildings to demonstrate the energy and cost-saving potential of energy efficiency measures.

Component 4: To establish an institutional basis and comprehensive nation-wide Energy Management and Information System (one single energy management system adopted for public buildings in Ukraine) to support energy efficiency in public buildings

The two international technical advisors will support two components each. The advisor hired under this ToR will be responsible for the lead support on component 1 and component 4 of the project.

For more details of the work required under each component, please refer to Annex 2 – Project Results Framework.

The International Technical Advisor on energy efficiency in public buildings will be responsible for providing technical inputs for the smooth implementation of the Project activities focusing primarily on full support for activities under component 1 and component 4 of the project. The following outcomes should be achieved under component 1 and component 4 of the project.

Outcome 1: Streamlined and comprehensive legal and regulatory framework to promote energy efficiency in public buildings through strengthening of monitoring and enforcement mechanisms.

  • Support for preparation and adoption of a draft law or a government decree, such as “On energy-efficiency in buildings” to include mandatory energy management reporting in all public buildings.

  • Support for development of an inventory & database and energy monitoring and management system put in place for all public buildings in Ukraine. This may include support for the transfer of the energy management information system (EMIS) developed by UNDP in Croatia to Russia, if found feasible.

  • Support for preparing Terms of Reference to make sure that there are at least 20 completed automatic energy monitoring systems in public buildings carried out under the project within 12 months of the assignment (working with international advisor on ESCO).

  • Prepare and complete a review and cost-efficiency analysis of all energy audits and automatic and manual energy monitoring systems carried out by the project shortly after the completion.

Outcome 4: Institutional basis for supporting energy efficiency in public buildings and implementing a nation-wide Energy Information Management System (EMIS) is in place.

  • Support for the governmental decision which determines that there is a fully responsible and capacitated state agency (SAEEES) with a responsibility to monitor and enforce the energy savings and CO2 emission reductions in public buildings through EMIS and with approved annual budget to carry out this function. This includes support for writing the draft decision document and for preparing related supporting documentation, as required.

  • Recommendations on an approved national energy audit program for promoting larger number of energy audits of public buildings within approved governmental budgets.

  • Developed and published public awareness raising materials and completed nation-wide awareness and information campaign advocating the benefits of energy efficiency measures in public buildings (including contributions to the project website).

  • Support for the development of an agreed methodology and sustainable institutional arrangements for annual monitoring of energy efficiency in public buildings through adoption and implementation of an Energy Management and Information System (EMIS).

  • Support for and participation in national and international conferences on energy efficiency in public buildings in Ukraine.

In addition, under component 2 and component 3, which involve the establishment of a financial support mechanism and implementation of pilot demonstration projects using the ESCO modality and through the signing of EPC contracts, the international CTA on energy policy and energy management should be available and willing to review and provide comments on work in this area if and as requested by the Project Manager. In particular, under component 3, the international advisor on energy management and energy monitoring shall be responsible for:

Outcome 3: Pilot projects in selected public buildings, which demonstrate energy and cost-saving potential of new energy efficient measures.

“Capacity development of designated “Energy Managers” to monitor energy use in public buildings through EMIS and propose/implement necessary energy efficiency measures.”
