Background

Immunization against preventable childhood diseases is the right of every child. Committed to improving immunization coverage and addressing the equity agenda, the Ministry of Health & Family Welfare, Government of India, has implemented various intensification strategies including its flagship programme “Mission Indradhanush” launched in December 2014, and delivery system strengthening exercises through improved micro-plans.

While acknowledging the impact of Mission Indradhanush in improving immunization coverage across the districts over the three phases, Hon’ble Prime Minister through PRAGATI platform, emphasized the need of a supplemental aggressive action plan to cover all left outs and drop outs in select districts and urban cities with low routine immunization coverage in a specific time-frame.

To evaluate the impact of Intensified Mission Indradhanush (IMI) on immunization coverage in all selected districts of the 6 high focus States and generate timely data to monitor immunization coverage, a new survey has been designed. The study will involve a representative sample using probability sampling methods and census data with lists of enumeration areas for sampling frames.

UNDP is conducting the coverage evaluation for Round 1 of the IMI across 120 districts in 6 high focus States, namely, Maharashtra, Uttar Pradesh, Bihar, Madhya Pradesh, Rajasthan & Assam and seeks to take on board a Senior consultant to provide technical oversight to the Coverage Survey to evaluate impact of Intensified Mission Indradhanush

Duties and Responsibilities

  • Develop detailed study proposal, including SOPs and tools for study design, data collection, monitoring, validation and analysis for Intensified Mission Indradhanush Coverage Survey.
  • Provide technical oversight on developing the terms of reference for and hiring of data collection agency for the survey.
  • Analyze data and prepare briefs, presentations, and research publications for programme and technical audiences as directed.
  • Prepare the final report on the study findings.
  • Liaise with relevant officials at the Ministry of Health and Family Welfare, other immunization partners and other stakeholders on matters relating to the study.
  • Any other relevant task that may be required by the  Senior National Programme Manager – Health System Strengthening

Competencies

Functional  Competencies:

  • Should have analytical, capacity building, negotiating, communication and advocacy skills;
  • Should have computer knowledge in MS Office and other applications;
  • Should be willing to travel to supervise studies being undertaken.

Required Skills and Experience

Academic Qualification:

  • Master’s degree in Community Health, Public Health or similar.

Professional Experience:

  • At least more than 10 years’ experience in public health and immunization.  Experience of working with UN agency preferably;
  • Essential 5 years and above experience in Immunization programme related research and monitoring and evaluation.

Language requirment 

  • An excellent command of English and Hindi is required.

  • Consultant shall specify his/her per day consultancy rate; any travel with prior UNDP approval will be handled separately as per rules.

Payment Schedule:

  • Payment would be done monthly for the days worked and submission of monthly report.

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

Responsive; 

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

  • Technical Criteria weight - 70%;
  • Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Criteria for Technical Evaluation would be as under: 

  • Qualification - 20%
  • Relevant Experience – 50%

  • Any kind of miscellaneous charges i.e. internet, phone etc. would not be reimbursed; Tickets will be issued considering the most direct and economical option and Consultants are not eligible for DSA;
