Background

World Environment Day is the UN’s primary public outreach effort on environmental issues. It aims to be the biggest, most powerful environmental moment to inspire positive action towards achieving harmony between sustainable development and human wellbeing.

In addition to a global campaign and activities organized around the world, World Environment Day works annually with an official global host country.  Subject to confirmation, India is expected to host World Environment Day 2018.  With a theme of plastic pollution, World Environment Day 2018 will leverage and dovetail with the Clean Seas campaign that works on marine pollution.

The United Nations Environment Programme is looking for an outstanding India Campaign Manager to lead the implementation of the celebrations across the country.  This will require strong organizational skills, initiative, tenacity and passion with the selected candidate working closely with the Head of India Office, representatives of the Indian Government, UN Environment’s Regional Office in Bangkok, and Nairobi Headquarters colleagues in the Division of Communication to deliver.

Duties and Responsibilities

Implement the World Environment Day campaign strategy in India:

Working closely with the Government of India on the organization of their programme in the country, ensuring tasks delegated to the consultant are delivered efficiently, and overseeing the implementation of the plan, this campaign strategy would require:

  • Brand materials: With the Communication Division, ensure the brand materials and assets are shared with key partners across the country.
  • Content: Design a content plan for India that would include key stories, activities and engagement across the country.
  • Collaborate: Collaborate closely with government officials, UN colleagues and other partners in civil society and the private sector to secure their ownership and engagement and provide them with content and relevant inputs/support in the months building up to the day.
  • Support and facilitate the government’s timely design of a programme of activities to be delivered in India for the window of activities around the day (likely 3-6 June) working with Government, partners and the HQ colleagues in Nairobi to ensure that an exciting / high impact schedule of events is in place.
  • Implement relevant aspects of the Clean Seas campaign in India.

Partnerships and publicity: Work with colleagues to ensure major partnerships with media, private sector and government partners to support World Environment Day

This would include the following deliverables:

  • Engagement packs: Develop Indian tweaked assets that would give different audiences the content to celebrate and engage in World Environment Day.
  • Partnerships: Identify critical civil society, digital and corporate partners to implement the work and inspire others to join with World Environment Day.
  • Secure opportunities for publicity for events e.g. pro-bono advertising and editorial stories on talk/news shows and other appropriate outlets.

Project management & operational support

  • With the Head of India Office, ensure the World Environment Day per the budget allocations (where secured through partnerships or otherwise made available) are on track with regular monthly updates and forecasting, ensuring all core activities as laid out in the contractual agreements as laid out with the host country and providing regular evaluation updates on progress being made.
  • Liaison with the Communication Division, national and regional UN offices on the commercial partners required to deliver for World Environment Day and ensuring that these are in place within the timeframe needed and constraints of UN procurement.
  • Provide full operational and logistics support to UN Environment’s World Environment Day and associated Clean Seas interventions, activities and missions in India.

Outputs

  • World Environment Day campaign, events, and activities successfully implemented in India;
  • Media, private sector and government partnerships supporting World Environment Day and its publicity successfully established and maintained;
  • World Environment Day project and operations effectively managed and documented.

Required Skills and Experience

Academic Qualifications: Advanced university degree in journalism or related social sciences or arts field, or a first degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: Minimum 3 years of experience in journalism for high quality publications; Significant experience in the international arena; Familiarity with the work of the UN and leading the implementation of high profile events.

Language: For the advertised post, fluency in written and spoken English is required. Knowledge of other UN official languages is desirable.

Payment Schedule:

  • Payment would be done monthly for the actual days worked on submission of progress report to be certified by supervisor.

  • Financial Proposal indicating all-inclusive per day consultancy rate. Prior approved travel expenses, if any, will be reimbursed as per actuals in line with UNDP rules.

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as response and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight - 70%.
  • Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the financial evaluation.

Criteria for Technical Evaluation:

  • Educational Qualification - 20 Marks
  • Relevant Experience - 50 Marks
