UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN WOMEN established its presence in Yemen in 2014 working in close collaboration with the UN system providing coordination and programme support to strengthen the UN response to addressing national priorities for gender equality and women’s empowerment, in line with UN Women’s strategic vision. UN Women in Yemen has entered into a partnership with UN entities in the country to support women’s engagement in Yemen’s current transition focusing on supporting women’s effective engagement in Yemen’s peace processes and in political participation. UN Women also focuses on supporting women’s effective engagement in the overall humanitarian response with partners and beneficiaries.

UN Women in Yemen is seeking to recruit a Research and Liaison Support Consultant to coordinate with local authorities and local communities.  In addition, the Consultant works in ensuring the quality of the designed social studies methodologies by UN Women partners.  In addition, the Research and Liaison Support Consultant   will support in the communication and relationship with the relevant government authorities in official processes. The Research and Liaison Support Consultant will keep strong relations and communications with the different authorities to best represent UN Women and maintain good relationships between UN Women and government stakeholders. 

Duties and Responsibilities

Under the direct supervision of the Country Programme Manager, the Research and Liaison Support Associate will undertake the following functions:

  • Provide ongoing situational analysis on Yemeni socio political context and its implications on Gender equality and women empowerment in Yemen, provide technical inputs, analytical information and guidance on means to promote UN Women Yemen strategic interventions;
  • Support the development of the studies' methodologies undertake by UN Women local partners pertaining to Gender equality and women empowerment;
  • Support and advise the UN Women team on government relations processes and communication approaches (correspondences and formal communications with governmental authorities, government permits/clearances etc.);
  • Support and coordinate for UN Women activities such as surveys, workshops and trainings and coordinate with the concerned authorities and facilitate UN Women activities and operations;
  • Support and coordinate for UN Women activities such as government and stakeholder’s satisfaction surveys, stakeholder’s engagement workshops and relevant trainings in coordination with the government counterparts;
  • Maintains routine and confidential correspondence files/documents;
  • Develops and regularly updates a database on contact details in relation to authorities;
  • Performs any other duties as assigned by Programme Manager and Programme Unit.

Deliverables:

  • Submit periodic updates and analytical briefs as determined by the UN Women team in coordination with the consultant – to be determined and amended on a monthly basis as needed;
  • Provide feedback and advice on the studies' methodologies undertake by UN Women local partners;
  • Provided analytical feedback and assessment on the capacity of UN Women potential local partners;
  • Provide guidance and support on the best modalities to promote UN Women Yemen strategic interventions;
  • Submit brief reports on the achieved progress to maintain good communications with government officials of different authorities in a way that best represents UN Women and maintain good relationship with the government stakeholder;
  • Facilitate UN Women activities on the ground such as surveys, workshops and trainings and coordinate with the concerned authorities and facilitate UN Women activities and operations.

Required Skills and Experience

Education:

  • Master degree or equivalent experience in social sciences, gender, business/public administration, law, international development or another relevant field;
  • Bachelor degree in a discipline related to social sciences, management, international studies, public relation and other related filed.

Experience:

  • A minimum of 5 years of relevant work experience in coordination, public relations and communications with local authorities and local communities and experience in the field of social studies, communication or network management;
  • A minimum of 2 years of socio-political research experience;
  • Experience in working in a multicultural environment is an advantage;
  • Experience in preparing analytical reports.

Language Requirements:

  • Written and oral proficiency in Arabic is required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Technical Criteria:

  • Criteria: The consultant should have relevant academic qualification. (Maximum obtainable Points: 5)
  • Criteria: 5 years of professional experience in coordination, relations and communications with local authorities and local communities and experience in the field of social studies, communication or network management. (maximum obtainable points 25);
  • A minimum of 2 years of socio-political research experience (maximum obtainable points 20);
  • Criteria: The consultant should demonstrate professional experience with the Yemen context, strong background in coordinating with local authorities and local communities (Maximum obtainable Points: 10);
  • Criteria: The consultant must have strong written and oral Arabic (required), English language is preferred, and experience in preparing analytical reports (Weight: 10%. Maximum obtainable Points: 10).

Financial: Lowest Financial Proposal: 30%:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical); 
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered)/(Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
