Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Pacific Multi-Country Office is based in Suva, Fiji and works alongside over 20 other UN agencies in the region and in 14 countries: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

Under its Strategic Note 2018-2022, UN Women Fiji MCO focuses on delivering on four interlinked programme areas underpinned by support for intergovernmental and normative processes:

Ending Violence Against Women / EVAW:

The Pacific has some of the world’s highest reported rates of violence against women, with studies showing that up to 68% of women are affected.

To respond to the rates of violence in the Pacific, UN Women has developed a comprehensive EVAW programme which takes a transformative approach to prevent violence against women and girls at multiple levels (regional, national and community), and to ensure survivors have access to quality response services.  

UN Women’s EVAW programme is implemented under the Pacific Partnership to End Violence Against Women and Girls (hereafter referred to as ‘Pacific Partnership’), a new, four and a half year programme which brings together governments, civil society organizations, communities and other partners to change the social norms that allow violence against women and girls to continue; to ensure survivors have access to quality response services; and to support national and regional institutions to meet their commitments to gender equality and prevention of violence against women and girls. The Pacific Partnership is funded primarily by the European Union (EU) with targeted support from the Australian Government and UN Women supporting directly UN Women’s programmatic interventions under the programme.

Reporting to the EVAW Technical Specialist, Primary Prevention, the Prevention Coordinator supports the planning, implementation and monitoring of the EVAW programme prevention activities at the national level and works with national and local partners in Tonga to strengthen their capacity to prevent VAWG in the country.

Duties and Responsibilities

Manage the day-today delivery of the prevention component of the EVAW Programme at national level:

  • Provide timely and quality contributions to the planning of prevention programming at national level;
  • Manage delivery of the day-to-day prevention programming activities to ensure prompt and adequate delivery of results;
  • Review, analyze and provide technical inputs into reports and other relevant materials on the state of VAW/G prevention in country and facilitate the sharing of good practices and lessons learned, including through South- South exchanges;
  • Support for the preparation and implementation of intervention research, including coordination with relevant research institutions and consultants.

Manage the implementation of the prevention component of the EVAW/G programme at national level through monitoring and reporting:

  • Provide inputs to  substantive technical reports, such as narrative progress reports and other programme documents required;
  • Implement at national level the EVAW programme monitoring framework for the delivery of programme results;
  • Attend field missions and write reports on monitoring missions;
  • Monitor, analyze and evaluate substantive and financial reports from partners, providing regular substantive and management support to resolve any challenges and ensure timely and quality delivery.

Provide technical support and capacity development to national partners:

  • Provide inputs to and implement capacity-building and training of national counterparts and programme partners  including providing inputs in developing, implementing, monitoring and reporting on evidence-based interventions to prevent VAW/G;
  • Provide partners with direct technical assistance, training and capacity development initiatives as needed;
  • Coordinate technical assistance from the EVAW Technical Specialist, Prevention, based in Suva, and facilitate in country logistics for trainings and workshops

Build partnerships and support stakeholders coordination on EVAW/G Prevention:

  • Build and maintain strong relationships with key inter-agency and partner stakeholders at national levels;
  • Provide coordination support to  government and other stakeholder on EVAW/G prevention programming at national level
  • Represent the EVAW Programme in national working groups and coordination meetings which related to prevention of violence.
  • Coordinate the 16 Days of Activism campaign and work closely with other development partners on EVAW events, including by providing resource materials.

Manage knowledge building and sharing:

  • Identify and synthesize of best practices and lessons learned to dissemination information

Required Skills and Experience

Education and Certification:

  • An advanced university degree (Master’s Degree or equivalent) in social sciences, human rights, gender/women's studies, international development, or a related field is required;
  • A first-level university degree (Bachelor’s Degree) in similar fields with combination of additional years of qualifying experience may be accepted in lieu of the advanced university degree. 

Experience:

  • A minimum of five (5) years (with Master’s Degree), or minimum of seven (7) years (with Bachelors’ Degree) of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to prevention of gender based violence;
  • Demonstrated experience working in the field of ending violence against women and girls (VAWG) is required;
  • Demonstrated experience in implementing capacity development initiatives and providing technical advisory support to a variety of partners;
  • Experience with primary prevention of VAWG interventions (e.g. SASA! or others Pacific specific primary prevention project) is an asset.
  • Previous experience working in the UN system is an asset.

Language Requirements:

  • Fluency in English is required;
  • Fluency in at least one national language of the duty station is required.
