Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Pacific Multi-Country Office is based in Suva, Fiji and works alongside over 20 other UN agencies in the region and in 14 countries: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

Under its Strategic Note 2018-2022, UN Women Fiji MCO focuses on delivering on four interlinked programme areas underpinned by support for intergovernmental and normative processes:

  • Gender and Protection in Humanitarian Action and Disaster Risk Reduction

Ending Violence Against Women / EVAW:

The Pacific has some of the world’s highest reported rates of violence against women, with studies showing that up to 68% of women are affected.

To respond to the rates of violence in the Pacific, UN Women has developed a comprehensive EVAW programme which takes a transformative approach to prevent violence against women and girls at multiple levels (regional, national and community), and to ensure survivors have access to quality response services.  

UN Women’s EVAW programme is implemented under the Pacific Partnership to End Violence Against Women and Girls (hereafter referred to as ‘Pacific Partnership’), a new, five-year programme worth over 17 million euros which brings together governments, civil society organizations, communities and other partners to change the social norms that allow violence against women and girls to continue; to ensure survivors have access to quality response services; and to support national and regional institutions to meet their commitments to gender equality and prevention of violence against women and girls. The Pacific Partnership is implemented through a partnership between the UN Women Multi-Country Office (MCO) in Fiji, the Pacific Community (SPC) Regional Rights Resource Team (RRRT) and the Pacific Islands Forum Secretariat (PIFS), with UN Women being responsible for the overall coordination of the program. The Pacific Partnership funded primarily by the European Union (EU) with targeted support from the Australian Government and UN Women supporting directly UN Women’s programmatic interventions under the programme.

Reporting to the EVAW Programme Manager, the EVAW Specialist, Training and Coordination, will support the overall regional training and capacity building of partners; the regional convening’s on key EVAW/G technical issues with key partners and stakeholders, and will support overall technical coordination across the EVAW programme.  

Duties and Responsibilities

Manage and provide inputs to the EVAW/G Programme’s regional and national capacity building and training strategies in coordination with the Technical Specialists (Prevention and Service Delivery):  

  • Oversee and implement regional and national training and capacity development strategies across prevention and response to VAWG, with a focus on building a sustainable approach to capacity building in the region.
  • Oversee and implement the implementation of multi-sectoral service delivery trainings with all relevant service providers and stakeholders across key priority countries.
  • facilitate or co-facilitate trainings requests from government and non-government partners.
  • Manage the delivery of the day-to-day training and capacity building activities to ensure prompt and adequate delivery of results.
  • Develop national training plans and approaches in partnership with government and civil society stakeholders
  • Actively participate in, and contribute to, working groups of national task forces focused on development of quality training materials.
  • Review, analyze and provide technical inputs into reports and other relevant materials as needed.
  • Lead the development and implementation ofstrategies for developing a cadre of regional VAWG trainers, in conjunction with regional training organisation partners.
  • Provide partners with direct technical assistance, training and capacity development initiatives as needed.
  • Develop a capacity building plan for, and provide training to, UN Women EVAW/G national coordinators on EVAW/G, facilitation skills, gender and human rights and other key technical areas of work.

Manage effective knowledge management, including dissemination strategies, of the tools and training resources developed:

  • Develop and oversee the finalization and dissemination of training resource packages developed for regional and national trainings.
  • Provide technical support to the development of strategies for the implementation of regional and national training plans, that build skills in a coherent and effective way, in partnership with national governments and other partners.
  • Identify and synthesize of best practices and lessons learned to dissemination information.

Provide technical support to the coordination of EVAW regional programme activities:

  • Represent the EVAW programme in regional working groups and coordination meetings, including the GBViE Regional Sub Cluster, as requested by the Programme Manager;
  • Support the coordination of the Essential Services Joint Programme and regional prevention activities.

Support partnerships and the development of communities of practice:

  • Support the development of partnerships, communities of practice and collaboration across prevention activities
  • Support regional convening’s with faith, sport and other actors engaged in prevention of violence activities.

Required Skills and Experience

Education and Certification:

  • An advanced university degree (Master’s degree or equivalent) in social sciences, human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree in similar fields with combination of additional years of qualifying experience may be accepted in lieu of the advanced university degree. 

Experience:

  • A minimum of five (5) years (with Master’s Degree), or minimum of seven (7) years (with Bachelors’ Degree) of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to prevention of gender based violence;
  • Demonstrated experience working in the field of ending violence against women and girls (VAWG) is required;
  • Demonstrated experience in implementing capacity development initiatives and providing technical advisory support to a variety of partners;
  • Experience with primary prevention of VAWG interventions (e.g. SASA! or others Pacific specific primary prevention project) is an asset.
  • Previous experience working in the UN system is an asset.

Language Requirements:

  • Fluency in English is required;
  • Fluency in at least one national language of the duty station is required.
