Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In the period 2016-2017, UN Women Programme Office in Serbia works towards selected development results in the framework of several projects to effectively coordinate and promote accountability for the implementation of gender equality commitments and advancing gender responsive policies and budgeting in Serbia. The three-year Gender Equality Facility Serbia Project will support the Government of the Republic of Serbia in effective implementation of the EU Gender Equality Acquis and the National Strategy for Gender Equality 2016-2020 by contributing to the specific measures of the National Action Plan for Gender Equality 2016-2018 and throughs support to women CSOs. The beneficiaries of the project are the Coordination Body for Gender Equality, the Serbian European Integration Office, and women's civil society organizations. Furthermore, the project will advance the position of women and will support local communities in fulfilling their commitments on gender equality.

The project will focus on the following key results:

  • Result 1: The Coordination Body for Gender Equality has the administrative capacities to implement the National Action Plan for Gender Equality and to perform gender mainstreaming of state funded programmes.
  • Result 2: The Serbian European Integration Office and IPA units, NIPAC TS/BCPME and authorized applicants have the knowledge and skills to include gender perspective in programming, implementation, monitoring and reporting for IPA programmes.
  • Result 3: Women CSOs are supported to implement measures and share experiences and good practices in the implementation of measures of the National Action Plan on Gender Equality in the area of women's economic empowerment and the empowerment of rural women.

UN Women Serbia will implement the Project, in close cooperation with the Coordination Body for Gender Equality, the Serbian European Integration Office, the EU Delegation in Serbia and other partner institutions and women's organizations’.

Duties and Responsibilities

Under the supervision of the Gender Specialist, the Project Assistant is responsible for providing programming, administrative and logistical support to results oriented, effective, efficient and accountable implementation of the activities and achievement of project results.

Description of Functions:

1.   Project Support

  • Ensure timely and adequate implementation of activities according to the project activity plan and effective delivery of results;
  • Providing support in day to day implementation of projects;
  • Providing assistance in preparing work plans and project reports;
  • Identifying and collecting policy-related, relevant information and data and compiling data for management;
  • Participating in meetings, training sessions, conferences and public promotion of projects;
  • Drafting terms of reference for consultants and contractors, as required;
  • Preparing briefs, talking points and relevant materials;
  • Drafting correspondence on project issues, as required;
  • Assisting team members, experts and consultants on travel and logistics matters;
  • Supporting organization of advocacy and other events: undertake logistical administrative and financial arrangements, in consultation with the office, for meetings and workshops;
  • Maintaining close cooperation with responsible partners and beneficiaries to ensure effective implementation of the agreed activities and delivery of outputs in a timely manner;
  • Facilitating knowledge building and knowledge sharing within the projects through drafting papers on best practices and lessons learnt for UN Women organizational learning;
  • Performing other tasks and duties as assigned by the supervisor.

2.   Administrative support

  • Supports organization of procurement processes including receipt of quotations, bids or proposals;
  • Supports the recruitment of short-term consultants in accordance with recruiting rules and regulations;
  • Analysing administrative service needs to support specific business operations encompassing travel, transport, supply and communication.

FUNCTIONAL COMPETENCIES:

  • Ability to perform a variety of standard specialized and non-specialized tasks and work processes that are fully documented, researched, recorded and reported;

Required Skills and Experience

Education and certification

  • Secondary education, preferably with specialized certification in Economics Business or Public Policy or University Degree in Economics, Business, Public Policy or related area. 

Experience:

  • 5 years of experience with high school degree or 2 years of  relevant professional experience with Bachelor’s Degree, preferably in international/multilateral development context;
  • Experience in supporting complex projects/processes that included extensive communication, coordination and facilitation;
  • Experience in partnership building;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
  • The following specific experiences will be considered as an asset: experience working in the UN system or other international organizations; experience in projects in the field of women’s empowerment.

Language Requirements:

  • Fluency in English and Serbian both verbal and written, is required.
