This assignment is focused on a study into frameworks and mechanisms for systematic and effective community and citizen participation in disaster and crisis management in the Kurdistan Region of Iraq (KRI). The study is commissioned under the 2017-2020 strategic plan of the Kurdistan Regional Government (KRG) and the aim is to develop a blueprint for establishing a volunteer system for community and citizen participation into the future KRI disaster and crisis management system. SCOPE OF WORK AND DELIVERABLES  

Scope of Work:

The consultant shall conduct a range of research, review and consultation activities to produce the deliverables listed under heading C below. For more details about the scope of work, kindly see annex 1 – concept note for a study into citizen participation in disaster and crisis management.

WORKING ARRANGEMENTS  (length up to 1 page)

Institutional Arrangements:

 

  1. The consultant is expected to report to the UNDP Crisis Response Specialist and JCC Director general;
  2. The consultant is expected to work closely with the JCC and operate from the JCC offices on a regular basis;
  3. The consultant will fall under UNDSS security regulation;

 

 

Duration of the Work: 2 Months

 

 

Duty Station:

Erbil with expected travel to other KRI governorates.

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

Academic Qualifications:

  • An advanced university degree in a relevant field of study such as civil protection, disaster management, crisis management, public administration and other similar fields of study.
  • Additional trainings relevant to the assignment are an asset.

Years of experience:

  • Minimum seven (7) years of professional experience in a relevant field with an community and citizen participation in national systems for disaster management, crisis management or civil protection, including law and policy formulation;
  • Past experience in government system building and institutional development;
  • Experience in national disaster management in conflict-prone and volatile environments;
  • Previous work experience from the Kurdistan Region of Iraq or the Middle East is an asset;
  • Past experience in conducting studies focused on community and citizen participation, disaster and crisis management or civil protection;
  • Past experience in planning and facilitating seminars, conferences and other similar consultation and discussion events

Special skills requirements

  • Fluency in English with Kurdish being an asset;
  • Strong analytical skills and capacities;
  • Strong verbal and written communication skills;
  • A pragmatic mind-set able to identify effective solutions;
  • Strong interpersonal skills;
  • Has the ability to independently plan and execute assigned tasks and duties.

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

The contractor shall submit a price proposal as below:

Interested professionals are invited to submit their bid consisting of a financial and technical proposal for completion of this assignment.  The technical proposal shall include:

  1. CV of the applicant;
  2. A description of approach and methodology for completion of the assignment;
  3. An indicative work plan placing the planned activities of point (b) above along a time-line;
  4. Any other information that the applicant finds relevant.

The financial proposal shall indicate the total amount required for covering all aspects of the assignment broken down into the following categories:

  • Professional fees presented as daily, weekly or monthly units.
  • Expenses including living cost; travel to and from and between duty stations; communication; transportation; other.

The full contracted amount will be disbursed as per the below payment plan unless otherwise agreed between UNDP and the consultant.

EVALUATION METHOD AND CRITERIA

The following criteria shall serve as basis for evaluating offers:

  • Combined Scoring Method – where the qualifications and methodology will be weighted a maximum of 70%, and combined with the price offer which will be weighted with a maximum of 30%.
  • Only candidates obtaining a minimum of 70% points in the technical evaluation will be considered for financial evaluation.

Note:  In addition to the desk review of the CV and technical proposal, an interview might be held with the shortlisted candidates.
