Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women's Peace and Security Section is responsible for providing technical support to UN Women Country Offices in a number of areas, including: conflict prevention and peace building, justice sector and security reform, promoting women's political participation and mainstreaming gender issues into governance reforms. It has global components but is grounded in country-level activities.  The Section supports UN Women to fulfill its coordination mandate in the area of peace and security and UN system efforts to promote improved monitoring and reporting on the implementation of global commitments on women and peace and security, including as set out in Beijing Platform for Action and in Security Council resolutions 1325 (2000), 1820 (2008), 1888 (2009), 1889 (2009), 1960 (2010), 2106 (2013), 2122 (2013) and 2242 (2015) and relevant Statements by the President of the Security Council.

Under the supervision of the Policy Specialist on reporting and coordination, the Statistics, Monitoring and Reporting Specialist will provide surge technical support and assist in coordination efforts to develop, collect data on and report on the set of indicators for tracking implementation of resolution 1325 (2000) for the 2018 Secretary-General’s report on Women, Peace and Security, support the implementation of and reporting against both internal and external strategic results frameworks such as UN Women’s Strategic Plan and UN system-wide strategic results frameworks on women, peace and security. The Specialist will also build stronger synergies with other efforts to develop gender statistics, including those linked to the monitoring of 2030 Sustainable Development Agenda. 

Duties and Responsibilities

Provide coordination, technical and methodological development support on tracking progress and results on implementation of resolution 1325 (2000) and subsequent commitments on women, peace and security

  • Coordinate efforts to continue to take forward work on the set of 1325 indicators taking into account new developments in gender statistics, as well as work related to data collection against UN system-wide monitoring and accountability frameworks on Women Peace and Security (WPS);
  • Provide targeted technical support and guidance to entities reporting data in preparation for the 2018 Secretary-General’s report on women, peace and security;
  • Develop technical studies aimed at developing women, peace and security statistics and establishing stronger linkages with related data development, collection and analytical initiatives, including those linked to the 2030 Agenda for Sustainable Development; 
  • Establish partnerships and collaboration with relevant experts and institutions and developing terms of reference for consultants in collaboration with UN entities. 

Provide technical guidance and develop knowledge products:

  • Develop technical notes for the implementation of the set of indicators and templates and guidelines for reporting by UN entities and Member States in close coordination with all relevant stakeholders;
  • Manage inter-agency development of knowledge and outreach products on the set of indicators and data, and on resource tracking methods on women and peace;
  • Provide technical inputs to thematic internal methodological notes and guidance on data collection and reporting against internal planning and monitoring frameworks such as the UN Women’s Strategic Plan;
  • Develop other tools and guidance as needed.

Contribute to knowledge management, communication and outreach initiatives on fwomen, peace and security data:

  • Strengthen the system for data collection and reporting on the indicators in collaboration with UN entities, including through developing a data base or other platform for data management;
  • Ensure relevancy, quality and appropriateness of content and presentation of data, and contribute to communicate analysis of data through data visualization for inclusion in infographics etc.;
  • Manage efforts to improve data quality, including designing, developing and modifying measurement and monitoring tools and establishing review systems, as appropriate;
  • Provide technical inputs to the annual report of the Secretary-General on women, peace and security and other reports managed by the Section as required;
  • Provide technical support to other colleagues in the Peace and Security section of UN Women and UN Women’s other data and statistics work, where appropriate, and undertake any other related tasks as needed and requested by the Section Chief.

Required Skills and Experience

Education:

  • Master`s degree (or equivalent) in statistics, economics, demography, conflict and peace studies, international development, gender studies or any related discipline.  

Experience:

  • A minimum of 5 years of relevant professional experience, with a demonstrable ability to conduct high quality statistical research and contribute to methodological development is required;
  • Experience in gathering and presenting data and statistics;
  • Experience in providing technical support and developing monitoring and accountability tools, guidance, manuals and/or handbooks is preferred;
  • Experience working with international data, including, experience with statistical analysis software and content analysis software is desired. Mastery of excel is a strong asset;
  • Experience in knowledge management and in engaging in policy advocacy and development is desired;
  • Familiarity with the UN system, experience in inter-agency coordination and previous experience working on gender equality issues is preferred;
  • Experience working in a conflict/post-conflict setting is an asset. 

Languages:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset.
