In 2012, the United Nations Development Programme (UNDP) Pakistan began implementation of the Strengthening Rule of Law Project (SRLP) in the post-crisis area of Malakand Division, Khyber Pakhtunkhwa (KP). Based out of Peshawar, the Project has expanded its remit to include three additional districts, Kohat, Bannu & DI Khan in KP as well maintaining project activities in all 7 districts of the Malakand Division.

The SRLP is unique, having a 25% cost-sharing agreement with the KP Provincial Government, indicative of strong government commitment and partnership. The Project is focused on four main outputs: (i) enhancing access to justice and legal aid; (ii) building the capacity of courts for greater service delivery; (iii) supporting ‘informal’ justice mechanisms to provide just and speedy services and (iv) strengthening police and prosecution capacity. The strengthening police capacity output of SRLP is funded by the European Union (EU) and the United States Bureau of International Narcotics and Law Enforcement (INL) and focuses on improving service delivery by the KP police to the citizens of the province.

The KP province and adjacent tribal areas have been severely affected by the prevailing conflicts in the region since the early 2000s. The insurgency in tribal areas led to mass displacement of the local population and urban areas saw a rapid increase in population. The Malakand Division also faced militancy in late 2000s which was brought under control after an extensive military operation. The Post Crisis Needs Assessment (PCNA) conducted by the government of Pakistan recommends that along with economic development interventions, equal emphasis should be given to strengthening the rule of law.

The Strengthening Rule of Law Project has adopted a diverse approach of interventions for the capacity building of the police department, and has identified the need to place special emphasis on the training and development of police officers.

Duties and Responsibilities

The Police Training Consultant will closely work with the National Policing Specialist and the International Policing Specialist to perform the following duties:  

  1. To review GIZ and present police training policy with the KP Police leadership and to update the policy

  2. To develop 5-year strategic plan based upon the IGs Police approved training policy

  3. To develop an implementation plan based upon the 5-year recruit training strategy

  4. To develop M&E system including data collection methods, reporting templates and monitoring tools for the 5-year basic recruit training implementation plan

  5. To Identify eight M&E officers within the Training Unit (2 each for Police Training College(PTC) Hangu, 2 for Regional Training Centre(RTC) Swat, 2 for Police Training School(PTS)Kohat and 2 for Police Training School (PTS)Mansehraand to provide training on the M&E system and tools developed and approved by the KP police

  6. To oversee the trained M&E police officers in the initial phase of the implementation plan and producing data and analytic reports for the DIG training

  7. Undertake any other related tasks as required by the Senior Programme Specialist (SPS) or the Program Manager

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and

  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70%

Financial Criteria weight:  30%

Only Consultants obtaining a minimum of 70% on the Technical evaluation will be considered for the Financial Evaluation.

Technical Competencies



Advanced university degree in criminology, political science, security studies, public administration, international relations or a related field;



10+ years of progressively responsible professional experience in policing, especially related to police training and development;



Familiarity and experience in the region (especially Pakistan) and crisis settings strongly preferred;



Experience in interacting with regional and international stakeholders/donors in a multicultural environment preferred; and



Fluency (oral and written) in English is required. Knowledge of Urdu language will be an asset.
