The Junior Project Officer will work under the overall authority of the Regional Representative of UNODC, under the direct technical guidance of the TPB Project Coordinator and the senior National Programme Officer, and in close collaboration with the TPB team in field office and headquarters and the Administrative and Financial Unit. The Junior Project Officer will be responsible for providing a combination of junior professional level substantive input and administrative and operational support to officers/experts in the planning, conduct and reporting of technical assistance activities and related tasks, as well as selected substantive assignments in connection with the project.

Duties and Responsibilities

Summary of Key Functions:

  1. Provide a several range of substantive inputs to the TPB Section;
  2. Provide administrative and operational support to the TPB Section.

Provide a several range of substantive inputs focusing on the achievement of the following results:

  • Undertake required background research and legal analysis, compile information and draft inputs;
  • Prepare draft texts of concept notes, provisional agendas, work programmes and reports of technical assistance activities (mainly workshops for criminal justice officials) and programme proposals;
  • Draft speaking notes and substantive presentations for workshops
  • Participate in the on-site substantive servicing and conduct of programme activities, as required
  • Assist in the preparation of programme implementation reports, by compiling and preparing draft reports.
  • Provides administrative and operational support to the TPB Section focusing on the achievement of the following results:
  • Assist in the organization and conduct of programme activities, especially by identifying, carrying out and monitoring the various substantive and organizational tasks to be performed, such as but not limited to:
  • Identifying, contacting and arranging for the participation (travel and accommodation) of expert resource persons and participants;
  • Timely communications with the relevant parties, including expert resource persons and invited participants, national authorities, UNODC field offices and other programme stakeholders;
  • Carrying out, monitoring and ensuring timely completion of required organizational arrangements and administrative steps;
  • Preparing cost estimates for programme activities and keeping track of expenditure overviews;
  • Participate in the on-site operational and administrative servicing of programme activities, as required.

Impact of Results:

Timely, professional and accurate support to all activities implemented by the Terrorism Prevention Branch (TPB) will have an impact on the implementation quality of the UNODC programme. A client-oriented and efficient approach impact on the image of UNODC in the region.

Required Skills and Experience

Education:

  • University Degree (Master or DEA or DESS) or equivalent preferably in law or political science or international relations, or a closely related field. 

Experience:

  • Minimum 2 years of relevant work experience, preferably dealing with criminal justice or programme/project management experience; Experience in planning and delivery of technical assistance activities, particularly in the United Nations system organizations, to support criminal justice capacity-building is desirable;
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and Internet tools;
  • Strong planning and organizational skills; strong communication skills; strong writing skills including for lengthy and complex documents; problem-solving skills; analytical skills. Experience in administration, budget, finance, human resources management or related field is highly can be desirable.

Language Requirements:

  • Excellent written and verbal communication skills in French and English are required.
