Background

UNDP has been carrying out projects in the Cultural Heritage sites for conservation works under the auspices of the Technical Committee on Cultural Heritage. These projects are funded by the EC.  So far, 13  cultural heritage sites have been completed all over Cyprus from Paphos to Famagusta.  TCCH and UNDP with the EU funding will be carrying out conservation projects in the Famagusta Walls, some cultural heritage site in the old town of Famagusta and other sites in all over Cyprus. 


Duties and Responsibilities

Under the overall supervision of the UNDP Senior Programme Manager he/she shall be the `Site Supervisor’ of the contract/s as per the duties and responsibilities of the UNDP General Conditions of Contract for Civil Works.

Location of the projects is in Famagusta (St Anne and Tanners) and any other project site in the vicinity of Nicosia and possibly in Karpasia/Karpaz.

Under the supervision and directly reporting to the Engineer Representative of the contract/s:

  • Carry out daily supervision of the works in accordance with the contract documents and the procedures established by UNDP
  • Check completed works before they are covered by the contractor, taking photos and measuring/sketching and advising the   Engineer Representative accordingly
  • Ensure that the works are compliant to the technical specifications, drawings & details and bills of quantities, workmanship and quality of materials
  • Ensure that the works quality are at acceptable level and intervene if such quality is not attained
  • Ensure that health & safety measures are adopted and followed to the full extent and with no deviation and if needed instruct additional safety measures if needed
  • Ensure that the site is kept clean and tidy that all measures are taken for site safety
  • Take daily pictures and collating these in digital formats and duly maintain an electronic library of photos of the progress of the works
  • Review and advice the Engineer Representative on the materials submitted as per the technical specifications
  • Review and advice the Engineer Representative on the method statements submitted
  • Review and advise the Engineer Representative on the monthly progress report and health & safety report submitted by the contractor
  • Record, check and verify quantities of works done and advise the Engineer Representative for his verification of the works done
  • Assist in the verification of each payment request of the contractor and advise the Engineer Representative
  • Monitor the workplans and inform the Engineer Representative for any deviation
  • Assist in the preparation of inspection for the substantial completion and snag list
  • Maintain a filing system for all site memos and instructions, measured quantities of work and materials on site and correspondences
  • Attend weekly and monthly site meetings and take minutes of meetings to be given to the Engineer Representative
  • Attend TCCH-AB site visits and take minutes of meetings to be given to the Engineer
  • Ensure that the daily records are kept on the site workbook
  • Inform the  Engineer Representative of any problem which may arise with the Contractor
  • Carry out any other tasks related to the works and the project given by the Engineer Representative                                                  

 

Deliverables
The subscriber shall submit weekly progress report, weekly meeting minutes and any other report required by the Engineer of the contract, the format and content will be given.

Narrative parts of the reports must be written in good English and must be proof read before submission to the Engineer.

Required Skills and Experience

Education, experience and language requirements:

  • Architecture or civil engineering university degree
  • 7 years of post-university experience in the construction or the building sector
  • At least TWO site supervision experiences of projects similar to restoration/conservation/repair of stone buildings and similar architectural/cultural heritage buildings/structures
  • Fluency in spoken and written English and fluency in Turkish and/or Greek
  • Valid registration/membership with the relevant professional association
  • Competency in computer use  
  • Ability to travel to the project sites

Interested candidates must submit daily fee considering the below criteria:

  • A day will be calculated as 8.0 hours of worked (with half an hour break)
  • Payment could be prorated with hours worked
  • Up to 20 days of work per month will be required; these working days should be arranged with the progress of the works and in consultation with the Engineer of the contract
  • Time-sheets will be kept for the time spent on site and at UNDP PMO office; traveling to and from the sites will not be calculated as working time
  • S/he will use his/her own computer, telephone and camera for the services s/he will provide
  • S/he will work in the UNDP PMO office, whenever requested by the Engineer of the contract

  • Financial Proposal: Financial proposal will specify the daily fee in EUR per working day and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.

Evaluation / Selection Process:

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interview/desk review) – 70 % of total evaluation– max. 70 points:

CV review: 30 points

  • Educational qualifications and certifications as defined in the ToR (15 points);
  • Experience as defined in the ToR (15 points); Experience in international organizations (e.g. UN, UNDP, EC) will be considered as an asset.

Only candidates who obtained at least 70% of points from the CV desk review (who will score at least 21 points) will be invited/eligible for an interview/desk review.

Interview/Desk Review: 40 points

  • Experience in supervision of emergency measures works and/or restoration/conservation of stone buildings and similar, architectural heritage buildings/structures (40 points);

In case a desk review; the shortlisted candidates will be asked to demonstrate in writing their experience in supervision of emergency measures works and/or restoration/conservation of stone buildings and similar, architectural heritage buildings/structures (if not provided within the application).

Only those individual consultants who obtained at least 70% of points from the interview (28 out of 40) will be considered for financial proposal evaluation.

Financial Criteria – 30 % of total evaluation – max. 30 points.

  • Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term:

Monthly lump-sum payable upon submission of the monthly time-sheet and the collated reports of the weekly reports and certification by the UNDP.
